The following changes are hereby made to solicitation FA8101-08-R-0024:
FIRST:
Due to a inadvertent techical system error, all previous amendments, 1-6, are hereby withdrawn.
SECOND:
All offerors are encouraged to review and address all solicitation requirements. Each page of the solicitation may require the contractor to fill in or respond to questions and certifications. Failure to respond completely to the entire solicitation requirement and its attachments may render your offer ineligible for award.
THIRD:
All offerors must comply with the second paragraph in “C. Early Submission of Questionnaires” under FACTOR 3--PAST PERFORMANCE INFORMATION of Section L.
FOURTH:
Attached is revised Technical Specification Section 01011 ‘Contract Summary of Work’ dated 15 Apr 08 (8 pages).
FIFTH:
Attached is revised Attachment 4 ‘Past Performance Reference Sheet’ to the solicitation.
SIXTH:
Offeror are encouraged to review Block 13d of the solicitation regarding Government acceptance of offer. Offerors providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.

Bid Note 3 in solication FA8101-08-R-0024 is hereby changed as follows:
FROM: Note to Offerors: Offerors are hereby advised that the minimum quantity for this effort for all CLINS is zero; however, a minimum guaranteed seed project has been determined to be at least $50,000. This will be awarded to the successful offeror simultaneously with the basic award. The maximum estimated quantity is as depicted per subCLIN in Attachment 5. In completing the offer, the Max Est Quantity times the unit price equals Extended Price for each SubCLIN of Attachment 5. The total Extended Price for each subContract Line Item Number (subCLIN) shall be added together for the Basic Period and each Option Period to arrive at the total estimate contract price for each period. The total for each period shall be entered on Schedule B, pages 5 through 7, of the solicitation. For example, the extended prices for subCLINS 0001AA-0001LW shall be cumulated and the total brought forward to page 5, CLIN 0001. *NOTE: Attachment 5 subCLINs containing “N/A” in the Max Est Qty do not require pricing by the offeror.* The values entered on Page 5 through 7 will be used in determining the lowest offer. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Offers that are determined to be unbalanced may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government. The magnitude of construction for all line items for each contract period is more than $10 million, however, the Government does not anticipate that the total of awarded projects during each contract period to exceed $5 million.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 calendar days.

252.219-7009 SECTION 8(A) DIRECT AWARD (SEP 2007)
(a) This contract is issued as a direct award between the contracting office and the 8(a) Contractor pursuant to the Partnership Agreement between the Small Business Administration (SBA) and the Department of Defense. Accordingly, the SBA, even if not identified in Section A of this contract, is the prime contractor and retains responsibility for 8(a) certification, for 8(a) eligibility determinations and related issues, and for providing counseling and assistance to the 8(a) Contractor under the 8(a) Program. (b) The contracting office is responsible for administering the contract and for taking any action on behalf of the Government under the terms and conditions of the contract; provided that the contracting office shall give advance notice to the SBA before it issues a final notice terminating performance, either in whole or in part, under the contract. The contracting office also shall coordinate with the SBA prior to processing any novation agreement. The contracting office may assign contract administration functions to a contract administration office.
(c) The Contractor agrees that--
(1) It will notify the Contracting Officer, simultaneous with its notification to the SBA (as required by SBA's 8(a) regulations at 13 CFR 124.308), when the owner or owners upon whom 8(a) eligibility is based plan to relinquish ownership or control of the concern. Consistent with Section 407 of Pub. L. 100-656, transfer of ownership or control shall result in termination of the contract for convenience, unless the SBA waives the requirement for termination prior to the actual relinquishing of ownership and control; and
(2) It will not subcontract the performance of any of the requirements of this contract without the prior written approval of the SBA and the Contracting Officer.

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.

In reference to RFP FA8101-08-R-0024, issued 14 March 2008, the following RFI’s and responses shall be incorporated into the solicitation as follows:
RFI #1.
QUESTION. Reference Page 3, Section B, Para 3, Note. Will the subCLINs that are annotated N/A be included in the basic contract?
RESPONSE. SubCLINs have been established for the sole purpose of consistency of line item numbering in all the years. They will be included in the final contract awarded.
RFI #2.
QUESTION. If contractors are not required to price them (above), are they considered Non Pre-Priced Items?
RESPONSE. They are not to be considered as true non pre-priced items as defined in the contract terms.
RFI #3.
QUESTION. Reference Page 3, Section B, Para 5. Is bonding to be included in the unit price?
RESPONSE. All costs for the work to be performed as described in the solicitation terms and conditions and all its attachments shall be included in unit pricing offered.
RFI #4.
QUESTION. Will bonding be required on all task orders or only those which exceed $25K (Payment) and $100K (Payment and Performance)?
RESPONSE. Per FAR 28.102-1, payment bonds shall be required for any project over $30,000. Performance and payment bonds shall be required for any project with an estimated value exceeding $100,000. See solicitation clause 52.228-15.
RFI #5.
QUESTION. Reference Page 3, Section B, Paras 8 and 12. Is there historical data available as to the average magnitude of the task orders, the average number of task orders ongoing simultaneously, and the percentage of the task orders that have been considered urgent and emergency?
RESPONSE. Due to the maintenance schedule of the multiple roofs at Tinker Air Force Base the requested data is not available. Repair and replacement of the roofs are also dependent on the weather conditions experienced.
RFI #6.
QUESTION. Reference Page 4, Section B, Para 14. If the Davis-Bacon Act Wage decisions are to be issued with each task order, will the contractors be afforded the opportunity to change the unit pricing in the basic contract should the task order wage decision change?
RESPONSE. The unit prices offered in response to the solicitation will not change after issuance of the resultant contract.
RFI #7.
QUESTION. Should the offerors include anticipated wage increases into the out-year unit prices?
RESPONSE. Contractors will need to make their business decision regarding the wages in response to the solicitation.
RFI #8.
QUESTION. Reference Page 5, Section B, Para 16. The specifications indicate some submittals cannot be provided within 10 days after NOA, as they may be close-out, environmental (weight receipts), etc. Will a submittal schedule be required to project the submission date of those submittals that cannot be submitted within 10 days?
RESPONSE. The contractor shall follow the delivery schedule for the submittals as stated on the AF Form 66 or as found in the individual technical specification to determine appropriate submission time. The submittal process is necessary to review and approve materials, test, etc prior to installation of those items. A specific schedule for those submittals that will not be necessary prior to construction is not required. Closeout submittals and things such as testing requirements shall be submitted as soon as practical to achieve project completion and acceptance.
RFI #9.
QUESTION. Is an electronic copy of the AF Form 66 available for use during the contract period?
RESPONSE. The AF Form 66 will be provided in .pdf format for each project.
RFI #10. QUESTION. Reference Section I, FAR 52.236-26. Will there be a preconstruction
Conference for the basic contract or for only the task orders?
RESPONSE. There will be a preconstruction conference for the basic contract that will review all requirements for working at Tinker Air Force Base and the contract terms and conditions. The Government will advise if a preconstruction conference will be necessary for each individual project. This determination will be made based on the complexity of the project and the performance of the contractor.
RFI #11. QUESTION. Is a separate job trailer required for each project or Delivery Order?
RESPONSE. The use of job trailers for each individual project is at the discretion of the contractor. The Government does not require one for each project. Contractors are advised of limited space at the facility. Proximity of the staging area to the actual job site is not guaranteed.
RFI #12.QUESTION.Is there a line item for the equipment required to stock and remove material and debris from the different jobs? It will require different cranes and lifts depending on the building height and where set up will be allowed.
RESPONSE. There is not a specific line item for such costs. All costs associated with the performance of each line item task shall be included in the line item prices.
RFI #13.QUESTION. Page 4 of 53, Paragraph 12.b - Since there is a requirement for Urgent proposals within three working days and emergency proposals response within 24 hours after site visit does this mean that proximity is of importance and is there going to be a requirement for an office within a distance of Tinker AFB?
RESPONSE. The offeror shall provide whatever necessary items to be able to successfully meet all the solicitation requirements. The Government has not specifically directed or required any such location of an office.
RFI #14. QUESTION.
a) Will roof designs be provided with Delivery Orders? Or will winning
Contractor be required to design the roof?
b) Will drawings be required to be submitted with the project?
c) Will drawings need to be stamped by an Architect or Engineer?
d) Will that Architect and Engineer be required to be licensed in the State of Oklahoma?
e) If Drawings are required by the contract holder on each Delivery Order, what version of AutoCAD is required?
RESPONSE.
a) Civil Engineering will furnish a Summary of Work, drawings and Project Submittal Register that are specific for each Delivery Order.
Contractor shall provide limited design/engineering services as part of this Delivery Order. Limited design/engineering services will consist of providing “minimum design” documents in accordance with the following:
Design Services by Roof System Installer
Set final elevations for all roof drains. This may affect the final slope of tapered insulation slopes in drainage areas.
Final shop fabrication drawing and details of all perimeter, counter flashing, and sheet metal shapes.
Final insulation board setting drawings and details.
Design Services by Roof System Manufacturer
Final sizing and spacing of roof insulation anchorages.
Final sizing and spacing of perimeter metal counter flashing anchorages.
These services may be satisfied by contractor submittal of manufacturers’ standard data where manufacturer products have been previously tested and listed by Factory Mutual or Underwriters Laboratories.
b) Yes, as stated above “minimum design” documents will be required. These drawings will be identified in the Project Submittal Register.
c) Existing roofs that are being replaced with standing seam metal roof system will be required to have the drawing stamped by an Engineer.
d) Yes
e) AutoCAD 2004 or latest version.
RFI #15. QUESTION. Is the QC to be a non working person or can the foreman perform both tasks?
RESPONSE. See 1.8 Quality Control Manager (QCM), Section 10400 of the Specification for the qualifications and duties of the QCM.
Note; more than one Delivery Order may be scheduled at the same time; each Delivery Order will have its own foreman.
RFI #16. QUESTION. Is all ballast removal to be by vacuum?
RESPONSE. No, the majority of the aggregate can be removed in accordance with Section 02090, Preparation for Re-Roofing.
RFI #17. QUESTION. Is there a need for a Structural Engineer Line Item for situations that may require direction and/or design by a Structural Engineer?
RESPONSE. The need for a structural engineer is required when replacing an existing roof system with a standing seam metal roof and the cost for a structural engineer shall be included in the cost per square feet.
RFI #18. QUESTION.
a) Section 00 70 00 Subparagraph 1.3.15, second paragraph. What version of AutoCAD is required?
b) Is the Tri-Services A/E/C CADD standard 3.0, the latest version?
c) Will any roof details be required as part of the final As-built drawings or only the roof plan?
d) Will the text, size, color, layering and other requirements in the Tri-Services A/E/C CADD standard be required on both the details and the roof plans?
e) Can we get a copy of the Tri-Services A/E/C CADD Standard?

RFI #19. QUESTION.
a) Since all of the equipment on the roof is existing, how far does the electrical contractor’s responsibility extend?
b) If the electrical subcontractor unhooks the electric to a RTU or a group of RTU’s and discovered that the existing electrical wiring does not meet current NEC requirements, will the Contractor be responsible for the upgrade at this expense or will the Government modify the contract for extra work?
a.) For equipment that needs to be removed and replace in order to raise the curbs, the responsibility of the contractor will be the nearest point of disconnects i.e. pipe joint and power connections at the equipment. The contractor will be responsible for the submitting the paper work for the outage for that equipment being removed and replaced.
b.) The Contractor shall notify the Government that that the existing electrical wiring does not meet current NEC requirements or per 3.1.5 Electrical Demolition C., Section 01011, Summary of Work, “Repair of devices, where found to be inoperative by Tests on beginning the work, is government responsibility.” The Government will address the situation at that time. Reference solicitation clause 52.236-2 ‘Differing Site Conditions’.
RFI #20. QUESTION. Section 01510, 1.4.C – Will barricade/fence lighting be required on all work enclosures at all sites or just at main storage site?
RESPONSE. Basic requirements for Delivery Order jobsite’s staging area are that area be fenced and that it be screened along the VIP Route; and the jobsite (roof area) meet OSHA requirements. Staging areas will be addressed in Delivery Order Summary of Work and on Government furnished drawings. Basic requirements for main storage area are that it be fenced, gated and Contractor’s sign.
RFI #21. QUESTION. Will the Contractor be responsible for Spec 00720 pages 1 thru 71 asbestos, hazardous waste, lead paint abatement, etc? Since there is a specification section and it states as per drawing and there are none available.
RESPONSE. Yes, the Contractor will be responsible for 00720 pages 1 thru 71. There are roofs on Tinker AFB that have non-friable asbestos contained in existing roofing materials. These roofs that contain non-friable asbestos will be addressed per Delivery Order.
RFI #22.QUESTION. Which sections take precedence? 00 70 00, 00 71 00, 00 72 00 or Sections
00700, 00710 and 00720 as listed in the Technical Specifications?
RESPONSE. The correct section numbers are Sections 00700, 00710 and 00720 as listed in the Technical Specifications.
RFI #23.QUESTION. If existing electric, plumbing, and mechanical that is disconnected or to connect to are not to current codes, will this be priced as a change order per basis? The Electrical, Mechanical and Plumbing Contractors are required by code to correct any of these items found to not meet the current code.
RESPONSE. The Contractor shall notify the Government that that the existing electrical, plumbing and mechanical disconnects does not meet current code requirements or per 3.1.5 Electrical Demolition C., Section 01011, Summary of Work, “Repair of devices, where found to be inoperative by Tests on beginning the work, is government responsibility.” The Government will address the situation at that time. Reference solicitation clause 52.236-2 ‘Differing Site Conditions’.
RFI #24. QUESTION. Can DensDeck be used on parapet walls in lieu of plywood as a substrate to attach roofing materials?
RESPONSE. Contractors shall bid according to specifications.
RFI #25.QUESTION. Section 01011, Paragraph 3.1.3, do all curbs need to be changed out or can they be reused?
RESPONSE. The intent to remove and replace existing roof top equipment is to permit raising the equipment curbs to allow the sloping of the roof in order to permit drainage to the roof drains. Attaching new curb materials to the existing curb in order to raise the curb to the required height is permitted providing the existing curb has not deteriorated.
RFI #26.QUESTION. Section 01011, Paragraph 3.1.5, Does this mean any devices needing correction to meet code or non working will be taken care of by Government as directed by the CO? The mechanical and plumbing sections are not addressed in the same manner. Please verify.
RESPONSE. The Contractor shall notify the Government that that the existing electrical, plumbing and mechanical disconnects does not meet current code requirements or per 3.1.5 Electrical Demolition C., Section 01011, Summary of Work, “Repair of devices, where found to be inoperative by Tests on beginning the work, is government responsibility.” The Government will address the situation at that time. Reference solicitation clause 52.236-2 ‘Differing Site Conditions’.
RFI #27.QUESTION. Section 01011, Article 3.2.1, Will the subparagraphs below require the services of a Structural Engineer?
RESPONSE. No, existing roofs that are being replaced with standing seam metal roof system will be required to have the drawing stamped by an Engineer.
RFI #28.QUESTION. If a QC is required on every project will we have to furnish testing equipment for each one of the QC’s including Delmhorst moisture meters and EVT temperature monitors?
RESPONSE. No, the intent is to have one full time QCM with other trained QC personnel under the QCM. The Contractor shall provide sufficient number of equipment in order to provide the QC testing requirements.
RFI #29.QUESTION. 0001AA - What thickness insulation should we figure for this line item?
Different thicknesses require different lengths of fasteners and a different number to achieve this wind rating.
RESPONSE. Use 6 inches as an average thickness for insulation.
RFI #30.QUESTION. 0001AB - What thickness insulation should we figure for this line item?
Different thicknesses require different lengths of fasteners and a different number to achieve this wind rating.

1. Non-Friable ACM may be removed by the general contractor. An Asbestos Contractor will not be required.
2. The contractor shall employ a certified competent person to oversee the removal. A Competent Person as defined in Para. B.15 is one who is capable of identifying existing and predictable hazards in the surroundings or working conditions and has authorization to take prompt corrective measures to eliminate the hazards. The Competent person shall meet the criteria of the EPA’s Model Accreditation Plan for Supervisors 40 CFR Part 763 and duties required by Subpart C of 29 CFR 1926.20 through 1926.32.
3. The contractor shall provide its employees with Asbestos Awareness Training prior to removal and conduct a daily ACM safety briefing.
4. Sanding, grinding, and dry removal of this material is prohibited.
5. Disposal as regular trash is allowed.

RFI #119.QUESTION. 0001JN - It appears that this line item is for replacing a through wall scupper where an existing scupper is removed. Does there need to be a line item for cutting a new scupper through an existing wall where one was not present before?

RESPONSE. When disconnecting and reconnecting existing ac units in order to raise the curbs, the intent of this line item is to included all cost to raise the unit to included boxes for electrical wiring and pipes and insulation for the piping system see Sections 15400, 16415, and 16600 for more information.

RESPONSE. The intent to remove and replace existing roof top equipment is to permit raising the equipment curbs to allow the sloping of the roof in order to permit drainage to the roof drains. Attaching new curb materials to the existing curb in order to raise the curb to the required height is permitted providing the existing curb has not deteriorated.

RESPONSE. The intent of testing any system prior to disconnecting is to bring any discrepancies to the attention to the Government and the reconnection to the same level of operation (like condition) prior to the disconnections.
