Summary of Changes RFP FA8056-14-R-0001 Amendment 0002
The purpose of this amendment is to make clarifications to the RFP resulting from Questions received from potential Offerors through 7 Feb 2014. The RFP due date remains unchanged as a result of these changes. The following changes have been made:
RFP Section B
· CLIN description in CLINs 0011, 1011, 2011, 3011, and 4011 corrected to UFGS 07 41 13.
RFP Section C
· RFP Section C – Change in Paragraphs 4.2.1 and 4.2.2 to clarify key employee experience to 5 years specific to roofing.
RFP Section I
· Add Clause 52.22-30 clarifying that DBA wage adjustment is handled through use of EPA Clause found at RFP Section H-03.
RFP Section J
· Make corrections to Attachment A to allow Offerors to enter zip codes that begin with “0” and to correct the date range on the Offer expiration date.
· Add block to Attachment A which allows the 8(a) Offerors to state whether they will be proposing as either a Joint Venture or Mentor Protégé, for purposes of satisfying the newly created submission criteria at RFP Section L, paragraph 5.7.
· Make corrections to Attachment 2 to correct the date range formula to allow the Offeror to input the correct date.
RFP Section L
· Table at 4.2 was corrected to identify that a hard copy submission of Attachment 2- Roofing Price Matrix is not required.
· A requirement at paragraph 5.7 was added to require the 8(a) Offerors to submit certification data if entering into Formal Joint Venture or Mentor Protégé relationships.
· The EMR submission at 6.4.2 was changed to require Offerors with multiple EMR’s to submit all EMR’s.
· The EMR submission at 6.4.2 was changed to allowing EMR to be reported on letterhead from the company, agency, or bureau that provides or administers the Offerors workers compensation insurance program.
· The Applicator Agreement and 20-year No Dollar Limit (NDL) Warranty requirement at 6.4.3 was removed for Slate and Tile Roofs only. Applicator Agreement and 20-year NDL requirements are still applicable for the other nine (9) roof types in scope.
· The Offeror’s subcontractor prequalification check for applicator agreements from potential subcontractors performing installation work of Slate and Tile roofs was removed. This requirement however remains for the other nine (9) roof types in scope.
· The requirement at 6.5.3 was changed to clarify that the 20-year NDL warranties must come from the material manufacturer that the Offeror subcontracts for roof replacement work.
· The corporate experience requirement at 8.3 clarifies that for Formal Joint Ventures, Corporate Experience will be accepted from firms that comprise the Joint Venture. Corporate Experience from subcontractors will not satisfy the requirement.
Section M
· Language added to 11.1.1 allowing the USAF to evaluate whether the Offeror provides the names of its roofing material manufacturers for work to be self-performed as identified in Attachment 1 – Roofing Management Plan Worksheet.
· 11.2.2 changed to show that if an Offeror has more than one EMR rate, all rates must be below 1.0.
· 11.2.2 changed to show that if the Offeror is a Formal Joint Venture, all EMR rates from all Joint Venture participants must be below 1.0.
· The applicator agreement requirement at 11.2.3 for Slate and Tile Roofs was removed. This requirement remains in force for the other nine (9) roof types in scope.
· The Offeror’s subcontractor prequalification check for applicator agreements from potential subcontractors performing installation work of Slate and Tile roofs was removed (See paragraph 11.3.1). This requirement however remains for the other nine (9) roof types in scope.
· The requirement at 11.3.3 was changed to clarify that the 20-year NDL warranties must come from the material manufacturer that the Offeror subcontracts for roof replacement work.
