Contiguous United States (CONUS). CONUS roofing requirements will be divided into five geographic regions consisting of USAF-led, active duty installations in the West, Midwest, Northeast, Southwest, and Southeast (see Roofing Region Map, Attachment 4, Section J of the
Request For Proposal (RFP)).
2.0
Scope
2.1 The scope of this effort is to perform roof repair and replacement (thermal and moisture protection) for both low-slope (low slope roofs have a pitch equal to or less than 250 millimeters per meter or 3 inches per foot) and steep slope (steep slope roofs have a pitch or more than 3 inches per foot or 250 millimeters per meter) roofing projects. Roof assemblies include all Construction Specifications Institute (CSI) Masterformat Division 7
Items of work. The applicable Unified Facilities Guide Specifications (UFGS) for roofing are listed in Division 7 – Thermal and Moisture Protection -http://www.wbdg.org/ccb/browse_cat.php?c=3. The thermal insulation, vapor retarder, membrane, drainage components, flashings, and details (roof edges, scuppers, parapets, curbs, drains, coping systems, shingles and roofing tiles, etc.) called out in the UFGS Division
7 are included in the scope of this effort.
2.2 The non-Division 7 features of work incidental (in terms of dollar amount related to the direct roofing cost (labor, equipment, materials and subcontractor mark-up)) construction activities such as asbestos abatement, HVAC disconnect/movement, plaza decks, lightning protection, and walking pads, etc. which arise as a result of the roofing replacement and repair project are in scope of this contract. The estimated value of this incidental work should not exceed 20% of the direct roofing costs.

2.4 The effort will not include vegetative (i.e., “Green”) roofing or energy-harnessing
(such as photovoltaic panel) technologies.
2.5 The Government may elect to replace a roof with a different in-scope roof type (for example: Asphalt Built-Up Roof to Metal (Hydrostatic) Membrane, etc.).
2.6 Roofing work (repairs, restorations, etc.) not specifically included in the above roof types, however, included in the UFC 3-110-03, Roofing, are included in the scope of this project. For example, mesh-reinforced elastomeric roof coatings are in the UFC and therefore in the scope of this project.
3.0 Specific Base Projects – Awarded as Task
Orders
3.1 Specific roofing projects will be awarded by individual bases issuing individual TOs against the basic IDIQ contract on an “as needed” basis. Civil Engineering (CE) and contracting personnel at each base will prepare designs, specifications, and related requirements documents for specific roofing projects and will solicit only those contractors awarded IDIQ contracts in the geographic region in which the base is located. TOs will be awarded on a LPTA basis.
3.2 Each USAF installation, when furnishing their individual requirements for TO competition, may include base-specific terms and conditions as well as master specifications.
3.3 TOs may be set-aside either for competition among 8(a) awardees only or may be open to all small business awardees in the region.

TO's. The CPS shall visit each active project site daily, submit detailed progress reports (AF Form 3065) as required by each Task Order, schedule and coordinate subcontractors and material suppliers, and attend all weekly status meetings, site visit, and pre-final/final inspections. Superintendents should have a minimum of 5 years previous experience in commercial roofing or construction.
4.2.2 Contractor's Quality Control Manager (QCM) - Provide quality control management for all active TO's and execute the contractor’s QC plan. The
QCM shall visit each active project site daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with approved construction drawings, shop drawings, material submittals and technical specifications. The QCM shall prepare and coordinate material submittal sheets and shop drawing submittals, prepare QC reports, schedule and coordinate testing procedures and attend all weekly status meetings, site visits, and pre-final/final inspections. The QCM shall be someone other than the CPS. QCM shall have a minimum of five years’ experience in Quality Control in commercial roofing or construction.
4.3 The contractor shall be capable of competitively bidding and performing on all 11 roof types within the entire region. The contractor shall bid on at least 80% of all solicited
TOs in the region each year and will be required to self-report bidding metrics (For example if the contractor receives 100 task order solicitations by all the bases in the region, the Contractor must propose on at least 80 during the year). Performance of roofing work must be accomplished by a firm (prime/sub/teaming partner) which holds an active applicator agreements for the product(s) they are installing through contract TO performance.
