Instructions

Instructions to Offerors - Typical & Most Difficult Project Descriptions
Purpose

This document serves as a reference to assist Offerors in developing their IDIQ pricing. This reference consists of sample roof replacement projects of typical complexity for each of the eleven roof types. It is not required to be submitted to the Government. The reference should be used to develop Typical and Most Difficult project pricing for each roof type at each base in the region being proposed, and those prices will be input into a different MS-Excel workbook (Attachment 2 - Roofing Price Matrix).

This workbook contains the sample projects for each of the eleven in-scope roof types, and provides each Offeror a basis to determine the Unit Price for the assembly and work identified. It calls out the "take-off" for the quantities of work to be included in the roofing assemblies for the Typical and Most Difficult unit price. For example, the APP Modified Bitumen roof type calls out twenty-two (22) quantities/CSI Masterformat Line Numbers/Descriptions/Unit for items of work to be developed into unit pricing. The unit prices that are devloped for the twenty-two items of work are marked-up with non-roofing work allowances/general conditions (overhead and profit). Once the Offeror has developed its unit prices, it shall transfer the unit prices to the roofing price matrix workbook (entering unit prices by roof type in Row 7 to Row 17) and adjust the unit prices by your process to insure any locality cost exposure is included in your base pricing.

Workbook Navigation This workbook contains twelve worksheets including these instructions. Aside from the Instructions, there is one worksheet for each of the eleven in-scope roof types. Assembly components for the roof type sample project are listed down the first column. Each table in the worksheet provides the material Quantity, Unit of measure, Construction Specification Institutes (CSI) Masterformat Number, and Description.

Information Needed to Develop Valid Pricing There are two sets of pricing that must be developed, Typical and Most Difficult. The Typical cost represents a project of typical complexity - common or average cost to do a roofing project by type. It does not represent the standard USAF commercial roof as each actual task order roof will have varied features. The Most Difficult cost represents the project of the highest complexity by type. The most difficult project pricing is for a project which is more difficult than the IDIQ typical projects.

Typical Project Pricing: The Offeror is provided the components of the typical projects in Construction Specification Institutes (CSI) Masterformat Number, Description, Unit and Quantity. The Offerors shall provide a Not-To-Exceed (NTE) unit price for each roof type for the entire project only on the bid document (Attachment 2 - Roofing Price Matrix) for the typical project. The offeror will develop their typical project unit prices based on their own cost information (labor (wage rates), equipment, material costs, overhead and profit) for their companies for work at each base in the region to do roofing replacement and repair construction services. The roofing typical projects are replacement roofing projects. Offerors will not conduct site visits to any bases or contact any bases, as these are sample roofing projects and do not represent any actual or specific task order project.

The low slope roof typical projects are all 30,000 gross square feet (the field of the roof) and consist of the Asphalt Built-up Roof Project, SBS Modified Bitumen Roof Project, APP Modified Bitumen Roof Project, EPDM Single Ply Roof Project, PVC Single Ply Roof Membrane Project, SPF Membrane Project, and Metal (Hydrostatic) Roof Project. All low slope roofs are on single story buildings with only one roof type per project and the height of the roof is approximately 40 feet +/- 3 feet above the finished grade of the building site.

The steep slope roof typical projects are all 15,000 gross square feet (the field of the roof) and consist of an Asphalt Shingle Roof Project, Tile Roof Project, Slate Roof Project, and Metal Roof Project. All steep roofing projects will be in compliance with the local building codes in regards to pitch and are on a single story building (single level – wall height above the finished grade of the foundation of 20 feet) with only one roof type per project.

For the purposes of producing valid pricing, the following assumptions apply for both low-slope and steep slope roofing sample projects.

1. Actual task orders will have specifications which will reference the Unified Facilities Guide Specifications (UFGS). Offerors should include in their pricing compliance with the UFGS requirements for the roof type.
2. Units included in the pricing model are square (Sq.), square foot (S.F.), board foot (B.F.), each (Ea.), and linear foot (L.F.).
3. The Offeror will be provided with free and unobstructed right-of-way to complete the roofing project
4. The Offeror will be provided a lay down area at the roofing project site for free parking of all equipment and materials
5. The Offeror NTE unit cost for each typical project roof type shall include all costs associated with completing a roofing typical project replacement. The costs include but are not limited to:
a. bare costs of labor, equipment, materials and subcontractor overhead and profit
b. non-roofing construction costs include all bare costs (labor, equipment, materials and subcontractor overhead and profit) for items of work not listed in the pricing model - assume a 20% direct cost allowance over the assembly roofing cost in your unit pricing to complete all non-roofing construction
c. Include in your unit pricing your General Conditions allowance includes all costs for mobilization, special conditions, waste, disposal, project overhead, payroll taxes, payroll insurance, main office overhead, bonding, warranty fees and profit.
d. Offeror will apply base locality factors in the bids which they will submit for each base.
e. Unit Roofing Cost ( sub-element unit cost and extended cost) includes all costs (direct and indirect to include warranty) for the roofing typical project to provide a complete item of work.
f. The offeror will assume that they were provided lead and asbestos reports on the roofs. There is no lead or asbestos contamination on the roofs.
g. The offeror will assume that there are parapet walls on the low slope roofs which are in accordance with the building codes.
h. The performance period range will be based on the size of the roof identified in the task order (<20,000 sf = 90 calendar days, 20,001 sf to >100,000 sf = 210 calendar days, 100,001 sf to <1M sf = 360 Calendar days) and will start upon issuance of notice to proceed on the task order. For purposes of the typical projects, the period of performance from the Notice to Proceed to the substantial completion and acceptance by the government is 90 calendar days for the steep slope roofing typical projects and 210 calendar days for the low-slope roofing typical projects.
i. The task order will identify inclement weather exclusion periods which are typical in the area in which the work will be performed. Assume that there are no weather delays in the completion of the typical project due to weather.
j. The warranty for all typical projects will be a 20-year full system water-tightness no dollar limit (20 year NDL) single source manufacturer’s warranty.
k. The insulation R-value will vary based on the region, however, for purposes of pricing, the thickness of the insulation pricing is called out on each of the roof type worksheets.
Most Difficult Project Pricing: The Offeror is to also provide most difficult project NTE pricing for each of the eleven roof types. The most difficult project pricing is to allow for the Offerors to provide NTE pricing for a project of maximum complexity for the roof type to include all contingencies for cost exposure. The Offerors shall provide a Not-To-Exceed (NTE) unit price for each roof type for the entire project. The Most Difficult price will reduce the Offeror’s pricing risk by allowing them to submit pricing on the highest cost project by roof type. The Offeror shall develop their most difficult project unit prices based on their own cost information (labor (wage rates), equipment, material costs, overhead and profit) for their companies for work at each base in the region to do roofing replacement and repair construction services. The roofing Most Difficult projects are replacement roofing projects. Offerors will not perform site visits to the roofing most difficult projects. The most difficult roofing projects are not a standard USAF roof.

The low slope roof Most Difficult projects are all 30,000 gross square feet (the field of the roof) and consist of the Asphalt Built-up Roof Project, SBS Modified Bitumen Roof Project, APP Modified Bitumen Roof Project, EPDM Single Ply Roof Project, PVC Single Ply Roof Membrane Project, SPF Membrane Project, and Metal (Hydrostatic) Roof Project. The low slope roofs are on either multi-story buildings or airfield hangers with only one roof type per project and the height of the roof is either approximately 20 feet +/- 3 feet per story up to 6 stories above the finished grade of the building site or greater than 180 feet for airfield hangers/large commercial structures.

The steep slope roof Most Difficult projects are all 15,000 gross square feet (the field of the roof) and consist of an Asphalt Shingle Roof Project, Tile Roof Project, Slate Roof Project, and Metal Roof Project. All steep roofing projects will be in compliance with the local building codes in regards to pitch and are either multi-story buildings (wall height above the finished grade of the foundation of 20 feet per story up to 6 stories) or single story greater than 20 feet with only one roof type per project. Additionally, the following applies to both low-slope and steep slope roofing:

In addition to the features mentioned in the preceding paragraph (items 1-4), Most Difficult projects cost drivers may include but are not limited to:
a. Material costs increase significantly (greater than 5%) during the calendar quarter due to market conditions
b. Offeror required to provide 2 each security escorts at the project site
c. Offeror required to work after normal duty hours in order to perform the roofing work – overtime/holiday/premium labor rates
d. Offeror required to perform work not on the immediate installation; however, in the region and responsibility of the base
e. Offeror is required to do asbestos removal
f. Offeror is required to seal an excessive amount of penetrations
g. Offeror experiences excessive security delays to work resulting from enhanced base protection security measures
h. High density rooftop equipment resulting in greater flashing requirements
i. The insulation R-value will vary based on the region, however, for purposes of pricing, the thickness of the insulation pricing is called out on each of the roof type
NOTE: The above list is not considered all inclusive of the potential for cost drivers that may result in an increase in the NTE pricing by roof type.

Please note that for task order awards, the base Contracting Officer will determine whether each roofing project is considered "Typical" or "Most Difficult", and this determination shall be final.
