ROOFING STATEMENT OF WORK (SOW)
1.0 Project Purpose
The purpose of this program is to acquire commercial roof replacement, preventative maintenance, corrective repair, and inspection/testing services for United States Air Force (USAF) Active, Guard and Reserve installations, U.S. Army (USA) and U.S. Navy (USN) installations within the Contiguous United States (CONUS) including Alaska (only areas reachable by ground transportation). The program will acquire such services for existing USAF facilities on a recurring basis. The program will acquire such services for USA and USN on an as-requested basis.
Requirements execution will be divided into six geographic regions: West, Midwest, Northeast, Southwest, Southeast and Alaska (see Roofing Region Map, Attachment X, Section X of the Request For Proposal (RFP)).
2.0 Scope
2.1 The scope of this effort is to perform roof maintenance, repair and replacement (thermal and moisture protection) for low-slope (weatherproof membrane types of roof systems installed on slopes at or less than 3:12 or 14 degrees), steep slope (water-shedding types of roof coverings installed on slopes greater than 3:12 or 14 degrees), and metal (hydrostatic and hydrokinetic systems) roofing projects. Roof assemblies include all items of work included in the elemental classification of the American Society for Testing and Materials (ASTM) UNIFORMAT II B30. The thermal insulation, vapor retarder, membrane, drainage components, flashings, and details (roof edges, scuppers, parapets, curbs, drains, coping systems, shingles and roofing tiles, etc.) are included in the scope of this effort. The features of work that are part of the structural roof assembly (framing (steel, wood, etc.), structural diaphragm, decking, purlins, parapets, roof joists, beams, associated hardware and fixtures, etc.) regardless of material are in scope of this project.
2.2 The ASTM UNIFORMAT II B30 features of work incidental (in terms of dollar amount related to the direct roofing cost (labor, equipment, materials and subcontractor mark-up)) construction activities such as asbestos abatement, HVAC disconnect/movement, plaza decks, lightning protection, and walking pads, etc. which arise as a result of the roofing project are in scope of this contract. The estimated value of this incidental work should not exceed 30% of the direct roofing costs.
2.3 All roof types, systems, membranes, and services listed in UFC 3-110-03 are included.
Roof types not listed must be approved by AFCEC Roofing SME.
2.4 The Government may elect to replace a roof with a different in-scope roof type (for example: Asphalt Built-Up Roof to Metal (Hydrostatic) Membrane, etc.).
2.5 The project delivery methods shall include design-bid-build and/or design-build.
2.6 Contractor shall perform maintenance on all roof types listed in UFC 3-110-03.
3.0 Specific Base Construction Projects – Awarded as Task Orders (TO (s))
3.1 Specific roofing construction projects will be awarded at the task order level against the basic IDIQ contract on an “as needed” basis. Civil Engineering (CE) and contracting personnel will prepare design-build, design-bid-build, specifications, and related requirements documents for specific roofing projects and will solicit only those Contractors awarded IDIQ contracts in the geographic region in which the base is located.
3.2 Each requiring activity, when furnishing their individual requirements for TO competition, may include base-specific terms and conditions as well as master specifications.
3.3 TOs may be set-aside either for competition among 8(a) awardees only or may be open to all small business awardees in the region.
3.4 The Contractor shall notify the Government in writing of any conflicts between the proposed roofing system, the design documents, and the scheduling of work/workers (trades) to assure a watertight roofing installation. All of the conflict decisions shall be obtained in writing from the Government prior to the start of roofing work.
4.0 Specific Base Maintenance Projects – Awarded as Task Orders (TO(s))
4.1 Roofing Preventive Maintenance (PM) Service Calls: Roofing PM service calls are routine tasks requested by and scheduled with the Government. The scope of the PM tasks will be called out in the base TO. Typical tasks are identified on the attached Preventive Maintenance Task List (PMTL). The Contractor shall have the ability to update the BUILDER™
Sustainment Management System as required and supplied by the Government resulting from the service.
4.2 Roofing Corrective Maintenance (CM) Service Calls: During performance of PM service calls unexpected additional CM roofing work may be identified. The Contractor shall notify the Contracting Officer immediately of the required additional work. The notification will include a written statement to identify CM recommended repairs and recommend corrective action along with a firm fixed price quote indicating the projected date of completion to make the repair to include labor, material, travel, and incidental costs to accomplish the work. The Contractor shall not continue with any of the CM discovered unless the CO authorizes it in writing. Typically, the CM authorization shall be in the form of a contract modification. All CM work requirements must be determined by the CO to be fair and reasonable and within the scope of the TO and IDIQ.

Superintendents should have a minimum of 5 years previous experience in commercial roofing.
5.2.2 Contractor's Quality Control Manager (QCM) - Provide quality control management for all active TO's and execute the Contractor’s QC plan. The QCM shall visit each active project site daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with approved construction drawings, shop drawings, material submittals and technical specifications.
The QCM shall prepare and coordinate material submittal sheets and shop drawing submittals, prepare QC reports, schedule and coordinate testing procedures and attend all weekly status meetings, site visits, and pre-final/final inspections. The QCM shall be someone other than the CPS except in TOs which are small (<$150K) in which case the CPS may, also, serve as the QCM. QCM shall have a minimum of five years’ experience in Quality Control in commercial roofing.
5.2.3 The Contractor shall employ a CPS and/or QCM and/or job foreman for each active TO who is a certified installer of a qualified manufacturer for all roofing systems being installed. This meeting may be accomplished virtually, via teleconference or by other electronic means. The purpose of the PMR will be to discuss Contractor performance, quality, competitiveness, and/or any other topic the Government or Contractor deem necessary to reduce costs, increase quality, or resolve issues.
5.6 The Contractor must provide to the USAF Contracting Officer an annual PMR report, in the format provided by the Government. The report must be submitted to the Government no later than 90 calendar days prior to the end of the ordering period and contain the following information:
