Roofing Repair, Replacement, and Maintenance (R3M) Request for Proposal (RFP) FA8003-20-R-0001 Questions & Answers (Q&As) Rounds 1 - 4 (11.22.2019)
General Contracting Q&As ________________________Round 1 was posted 24 Oct 2019___________________________
1. Per Attachment 3, L. Instructions. "Contractors will not be allowed to bid on more than two (2) regions."
Question: Can subcontractors participate or bid on more than 2 regions? Can a contractor serve as a subcontractor to more than one Prime?
ANSWER: Refer to Attachment 3, Section L, para 2, An Offeror is defined as a prime contractor. Attachment 3, Section L, para 3.1, Offerors SHALL NOT provide proposals for more than two (2) regions.
The solicitation limitations only apply to the prime contractor, therefore, subcontractors are not bound to the same limitations and can serve as a subcontractor to more than one prime contractor.
2. Is the registration for DoD Safe required to be in the company name?
ANSWER: No, there is no registration in the DoD Safe system. Refer to Attachment 3, Section L, para 4.2. The email request shall include the name of the company, point of contact, phone number and email address.
A valid email address is required, however the email address does not need to contain the company name.
________________________Round 2 posted 20 Nov 2019___________________________
3. Per the solicitation a firm can only bid 2 different regions. Could an 8a firm bid 2 regions and also bid as a joint venture with a small business?
ANSWER: Yes, Please review the revised Section L, Para 3.1 and 5.1.4. The contractor may propose to 2 regions. They also may propose as part as a joint venture as long as the JV has been approved by the SBA prior to award.
4. Per Attachment 3- Section L Instructions, Conditions and Notices to Offerors; Page 14 of 15; 6.3.1.2, Recent- within 5 years prior to RFP release date.
Question: Can you please clarify, the definition of recent? Does it mean awarded within 5 years of RFP release date? Or completed within prior to release date? If recency is defined as awarded within 5 years of release date, is there completion requirement (i.e at lease ___% complete; substantially completed, etc.)
ANSWER: Recency is defined as the Date of Contract Award being within 5 years of the RFP release date. Please review the Revised Attachment 7, Appendix 4 - Corporate Experience of Offeror Worksheet, row #18 (“Project Date of Award”) has been added. There is no requirement of percentage complete, but would be helpful to put in the Project Description, as referenced in the Sample Example column of the worksheet.
5. Per Attachment 3- Section L Instructions, Conditions and Notices to Offerors; Page 12 of 15; 6.1.3- Documentation of Subcontractor Agreement- “Documentation is needed for each state in the region where Offeror intends to subcontract design- build work.”
Question: Is the PE/RA/RRC required to be in licensed in each state of the region? For examples if we are interested in Region 1, is the PE/RA/RRC required to have a professional credential in California, Colorado, Idaho, Montana, Nevada, Washington, and Wyoming? Or is a credential in any one of the states sufficient?
ANSWER: Per Attachment 3- Section L Instructions, Conditions and Notices to Offerors 6.1.2.1- At least one (1) employee/subcontractor who holds a qualifying credential must be provided for each of the states within the region in which the Offeror is bidding in order to be deemed acceptable.
A PE/RA/RRC must be named in each state. A person may be named in more than one state if they hold qualifying credentials in all of the states listed. Also, each state may have a different person named if their credentials only qualify in one state.
6. Will drone operation fall within the scope of this opportunity? I understand it would not be one of the primary requirements, however I believe aerial photography and drone assisted repair may be helpful in performing this work and would like to know if drone capabilities will be evaluated when determining which vendor will be awarded this work?
ANSWER: Please refer to the SOW revision 3 para 2.0 for clarification.
7. If a firm has a pending Mentor Protégé in review by the Small Business Administration is it acceptable to submit a proposal package utilizing this joint venture with an award being contingent on approval of the Mentor Protégé prior to the award date of the contract?
ANSWER: Yes, award would be contingent on approval by SBA prior to award of contract. See Section L, Para 5.1.4. – include as an attachment to your cover letter.
8. Will the Government consider extending the FA800320R0001, Roofing Repair, Replacement and Maintenance (R3M) program solicitation due date to Nov 26th since the National Small Business Conference is being held 19-22 Nov in Dallas Texas? Our firm like many small businesses firms are attending this annual event which many government agencies such as the USAF attend as well.
ANSWER: For various reasons, including technical issues related to the conversion from FBO.gov to beta.sam.gov, yes, there is an amendment to be posted as soon as beta.sam.gov allows editing. The due date will be extended.
9. If we are submitting a proposal as a SBA approved 8(a) joint venture under the SBA Mentor Protégé program – do we need to include a copy of the SBA 8a JV approval and Mentor protégé letters? If yes, what section should we include these letters in?
ANSWER: Yes, See Section L, Para 5.1.4. – include as an attachment to your cover letter.
10. For the professionals [PE, RA, RRC] to be named in each state, can it be a mix of professionals? We have a PEs for several states but want to use a RA and a RRC also for other states. Is this acceptable?
ANSWER: Yes, See Attachment 3- Section L Instructions, Conditions and Notices to Offerors 6.1.2 – “For each person named in the worksheet, the Offeror must provide documentation of professional seal (or equivalent) authorizing the employee/subcontractor to practice as a PE, RA or RRC.” Be sure to include all appropriate documentation for each person in each state.
11. Since we are proposing as a recently approved SBA 8a joint venture under the SBA mentor protégé program – do we need to provide project past performance for both JV partners since the JV does not have its own past performance?
ANSWER: No. Past performance is not an evaluation factor. See Corporate Experience of Offeror Worksheet Instructions from Section L, Para 6.3.1.1 and 6.3.1.2. One project from either partner would be acceptable for each roof type.
12. Can we use roofing projects that are actively in progress as project references on the Appendix 4? If yes, is there a minimum percentage completed to date that we must meet?
ANSWER: Yes. Please see answer to Question #4.
13. Since we have to include Section A-K for the model contract as part of the proposal - under Section B - Supplies or Services and Prices/Cost – should we leave blank or just insert zeros for the pricing information?
ANSWER: Refer to Section L, Para 5.2 – “or with “N/A” where applicable.” Para 5.2.2 – “Offerors shall not enter prices into Section B of the RFP as section B WILL NOT be evaluated.”
14. Is a List of Acronyms required for this proposal?
ANSWER: Refer to Section L, Para 4.8 – “The proposal shall contain a glossary of all abbreviations and acronyms used therein.”
15. Since we are proposing as an approved 8a JV – does each of the firms need to sign the SF 1442? Or can the Managing Member of the JV do so?
ANSWER: See Section L, Para 5.2.1 – “Signature by the Offeror on the SF 1442 constitutes a proposal, which the Government may accept.” Therefore, the person signing must have the authority to enter into a contract with the Government.
16. On the SF 1442 item 13 states “1 original and 1 copy” is needed but on Attachment 3 -- Section L - Instructions, Conditions, and Notices to Offerors under 4.0 Organization specifically 4.2 it states “The Offeror shall provide one (1) hardcopy of the proposal and one electronic copy through DoD SAFE link.” Please clarify the number of copies that need to be mailed to the Contracting Office.
ANSWER: The original is the physical paper version with a wet signature to be mailed in or delivered to our office. The copy is the electronic version - this should NOT be marked “original”.
17. On Appendix 1 – Cover Letter Template – the zip code field is not allowing information to be added. Can this cell be corrected and the form reposted to FBO?
ANSWER: Please review the Revised Attachment 4, Appendix 1 – Proposal Cover Letter Template, row #12 (“ZIP Code”) has been corrected to allow for information to be entered.
18. 2) Proposal instructions Section L paragraph 5.1.2 states to include the Tax Identification Number on the Cover Letter, but the Cover Letter template does not have a field for it. Would it be acceptable to include this information in the Offeror Company / Joint Venture Name field?
ANSWER: Please review the Revised Attachment 4, Appendix 1 – Proposal Cover Letter Template, row #25 (“Tax Identification Number (TIN)”) entry field has been added to allow for information to be entered.
19. Is this a new contract? ANSWER: Yes.
20. Is there a similar contract currently being used? If so, what is it?
ANSWER: Yes, this is an updated, follow-on IDIQs to FA8056-15-D-0001 through 0034.
21. There are only a few RRCs in the country and some certifications are not by state; are you requiring at least one resume from an RRC, be provided by each state, in each region?
ANSWER: Resumes are not required. Please review Section L, Para 6.1.1.2 and 6.1.2.1- “At least one (1) employee/subcontractor who holds a qualifying credential… Qualifying credentials are as follows: PE, RA or RRC.” (not “and”) Also review Para 6.2 in its entirety for appropriate credential documentation. Furthermore, see answers to Questions 5 and 10.
22. What data will the government provide to the contractor when there is a request for service?
ANSWER: A Task Order Proposal Request will be sent to vendors in that region containing all requirements for each specific work order/project location and will follow published Ordering Procedures.
23. How many service request do you expect from each location? Do you have any workload history you can provide?
ANSWER: This IDIQ has a ceiling of $325M over a five year ordering period, more detailed information is not available at this time.
24. What data would you like to receive on each work order or project?
ANSWER: A Task Order Proposal Request will be posted containing all requirements for each work order/project location throughout the ordering period. For this solicitation, please follow Section L in its entirety.
25. Please explain what you mean by installer/applicator agreement. Are you referring to the manufacturer agreement?
ANSWER: Please review the Instructions tab of the worksheet - Attachment 6 Appendix 3 – Roof Material Membrane Worksheet under Required Information, paragraph 3. Yes, manufacturer agreements are considered installer/applicator agreements.
26. Is it ok to provide verification that government registration in SAM is pending, even if not completed at bid submission? The new beta SAM is going live Nov 8 and we are concerned there may be some system issues.
ANSWER: Registration in SAM must be complete by the date of award, anticipated 15 May 2020. Please see the revised Attachment 3, Section L, para 5.2.11.
27. When you refer to Letter of Commitment, do you consider this to be the same as a Letter of Intent?
ANSWER: Yes, as per Section L, Para 6.2.3 – “documentation from stated subcontractor(s) on company letterhead acknowledging their intent to complete potential subcontracted work”
28. Attachment 3 - Section L - 5.2.6 - Does Section F "Deliveries or Performance" need to be filled out with Contractor or Government Info for Ship To Address, or should this page be submitted as-is?
ANSWER: This will be filled out at TO level, not at IDIQ level - no delivery of performance or goods will take place at proposal submission.
29. Attachment 3 - Section L - 5.3 - If the Offeror is a Joint Venture, can the Offeror submit two EMR letters, one from each of the Joint Venture partners' insurance companies?
ANSWER: Yes, but only one (with a rating of less than 1) is required. Please see the revised Attachment 3, Section L, para 5.3.
30. Attachment 3 - Section L - 6.1.3 - The Documentation of Subcontractor Agreement section states, "Documentation is needed for each state in the region where Offeror intends to subcontract design-build work." Is a separate agreement needed for each state, for the same qualifying subcontractor? Can one agreement cover a region?
ANSWER: No, a separate agreement is not needed for each state if subcontractor agrees to work in each state and has the credentials that cover each state. See answer to Question #5.
31. Please clarify what is considered acceptable documentation of a professional seal (or equivalent).
ANSWER: PEs, RAs, and RRCs will be listed with a professional organization, and/or have an official certificate that qualifies them to do design-build roofing work.
32. Please clarify if sections L, M and attachments need to be included in the submission as part of the Model Contract.
ANSWER: No, they will not be part of the Model Contract submission. Please follow all instructions in Section L, and review Table 1 Proposal Organization.
33. The Appendix 2 – Design Build Capability Worksheet in Excel currently only allows one design-build professional to be listed for each state. Is it permissible to submit separate design-build capacity worksheets to cover multiple design-build professionals (PE, RA, RRC) for each state in each Region? If not, how do offerors propose more than one design-build professional (PE, RA, RRC) per state?
ANSWER: For the purpose of evaluation at the IDIQ level, only one design-build professional is required per state (or if they are certified/authorized to work in multiple states you may use the same one – See answer to Question #5, but this does not limit you to only that professional at the task order level.
34. Is it permissible to submit a single, bookmarked pdf (electronic copy) via DoD Safe Access File Exchange (SAFE), rather than separate files for each section?
ANSWER: Yes, as long as all required information from RFP is given and readable.
35. Is the State of Oregon included for Region 1 – West, as it is not listed on Appendix 2 Design-Build Capability Worksheet?
ANSWER: Yes, all states are included within the scope of this IDIQ. Please see the revised Section L, Para 6.1.1.1 and 6.1.1.2 for clarification.
36. Appendix 3 - Roof Material Membrane Worksheet does not allow for the Prime Contractor to have the option to Self - Perform and/or Subcontract at Base Locations. What if it is the Prime Contractor's intent to Self Perform and Subcontract depending on work load, man power at the time of TO Award, etc.?
ANSWER: Once deemed technically acceptable and awarded this IDIQ, vendors may always self-perform, even if a subcontractor was listed in the proposal.
37. Attachment 3 Section 4.2 states, “4.2 The Offeror shall provide one (1) hardcopy of the proposal. All offerors intending to submit a proposal in response to this solicitation shall request a DoD SAFE link no later than fourteen (14) days prior to the date and time listed in block #13(a) of the SF-1442.” The DoD safe has been replaced the site commonly referred to as AMRDEC SAFE and can be accessed at the following URL: https://safe.apps.mil/. How shall we submit the proposal electronically?
ANSWER: Please see the revised Section L, Para 4.2 – “…shall request a DoD SAFE link” via email from the Contracting Officer.
38. Can you please provide the Attachment 7 form so we can expand the project description response section? It is locked and does not allow for us to see our entire entry.
ANSWER: Please review the Revised Attachment 7, Appendix 4 - Corporate Experience of Offeror Worksheet, Project Description response entry field has been fixed to allow for information to be entered and then expands to allow for all text to be viewable.
39. Regarding the requirement for licensing per State, our military Architect team member states that they are not required to have ‘State’ licensing for each State when working on a federal project at a military location. Therefore they hold California licensure, with ability to work in all 50 states. They currently perform numerous federal design build projects and have never had to demonstrate other than their California license.
ANSWER: The requirement in the solicitation, “Attachment 3- Section L Instructions, Conditions and Notices to Offerors 6.1.2.1- At least one (1) employee/subcontractor who holds a qualifying credential must be provided for each of the states within the region in which the Offeror is bidding in order to be deemed acceptable.” will remain as one professional named in each state in which the bidder is proposing, since there are needs for projects to be completed on lands that are not deemed federally owned in which the state laws and regulations take precedence.
40. While we were completing the Roof Material Membrane Worksheet (attachment 6, appendix 3), we noticed an issue. Starting with Hurlburt Field, FL, the columns are prepopulated incorrectly and we cannot fill out the form. A dropdown box appears in the Subcontractor columns preventing us from inputting our subcontractors.
ANSWER: Please review the Revised Attachment 7, Appendix 4 – Roof Material Membrane Worksheet, this issue has been corrected.
41. Is it acceptable for a large business, who is bidding the R3M contract as a large business prime to also act as subcontractor for an 8(a) contractor who is bidding as a small business prime?
ANSWER: This solicitation is set-aside for 100% Small Business according to Section L, Para 3.3 and Section M, Para 1.8, therefore a large business could not act as a prime, however, subcontracting to a large business must comply with FAR 52.219-14 Deviation 2019-O0003.
42. On Attachment 5 for the roofing professionals, does any one of the 3 choices (PE, RA, RRC) hold any more weight than the others? We have several professionals that hold several qualifications. Is it easier to just list them all as RRC? Will a print out of the individual's credentials on IIBEC's Membership Directory suffice for documented proof of the RRC designation with IIBEC?
ANSWER: No, none have more weight than another. You should list each of them with what their qualification(s) is/are. The print out of the credentials on the IIBEC’s Membership Directory will be sufficient if it shows the validity (date/s) of the credential.
43. On Appendix 4, Roof Material/ Membrane Worksheet, please clarify the following:
· Each Region lists different roof types, is an offeror required to service each or all roof types listed, in each region?
ANSWER: Yes, but only the 1 region (all cells in worksheet must be filled out) for which a vendor is proposing should be completed. Vendor must perform service for each material listed or list a subcontractor they have an agreement with to do the work for every USAF Active Installation listed in that region. A complete separate proposal MUST be submitted for a second region. Review the Instructions tab of the worksheet for clarification.
· Does each location listed have all of the roof types listed under each Region?
ANSWER: Yes, all regions have the same roof material types listed.
· Can we get a list of roof types by site in each region? ANSWER: This information is not available at this time.
· Can we get the square footage of each roof, by site or location? ANSWER: This information is not available at this time.
44. Will specs be provided?
· If no specs will be provided, who, when, and how will the specs be generated? ANSWER: At the task order level, all requirements and specs will be given. See answer to Questions #22 and 24.
· Is there a master roofing material or roofing manufacturer list of some kind? (One of the documents references something about capabilities for the material at each base and then goes on to reference Section L, Paragraphs 6.2-6.3 which does not elaborate on the necessary material and manufacturers necessary. Perhaps I missed this somewhere.)
ANSWER: Unified Facilities Criteria (UFC) 3-110-03 is referenced in Para 6.3.1.3.2 and is used for all Department of Defense projects and work concerning this effort.
· What type of background checks will be required for workers to pass? (Many roofers nationwide, including Roof Medics, have felons on staff. Perhaps you guys know this answer and this question is unnecessary? Presumably they will have to be US Citizens or at least legal workers.)
ANSWER: IAW AFFARS 5352.242-9000 and 5352.242-9001 Requirements for employees to obtain installation access are the responsibility of the vendor and are not controlled by this IDIQ.
· Can the quality control individual, project manager, etc be actively involved in more than one task order at a time? ANSWER: That information will be included at the Task Order.
· Are we required to bid on all Task Orders within the assigned zone? ANSWER: No, there is no minimum bid rate for vendors.
· Is there a penalty or fine if we do not bid one? ANSWER: See above – no.
· Are our roofing suppliers and design build specialists allowed to be one person for multiple states within each assigned territory? ANSWER: Yes, as long as they can meet the requirements of each task order. See Answer to question #5 for further details.
45. Another question has come up regarding Prime vs Subcontracting participation. Question 1 response dated 10 24 19 indicates that subcontractors can be submitted on multiple proposals from various Offerors. We are submitting a proposal as a Offeror or Prime contractor as we self- perform roofing, for Region 6. We have been asked to also submit commitment letters as a subcontractor to other Offerors, as we also work as a subcontractor. In most cases the subcontractor commitment letters we have been asked to submit are to 8a Offerors. In our Region the majority of Base Roof Replacements have been awarded to 8A MACC and SABRE contractors the last 6 years. Will submitting as a Prime/Offeror and being part of another Prime/Offeror's proposal be seen and submitting two proposals for the same region, and if so will that be deemed as acceptable?
ANSWER: Only Prime Offerors can submit separate proposals for up to two regions. Being listed as a subcontractor does NOT count as one of two proposals. At the IDIQ level, we do not count the number of times a subcontractor is listed with prime proposals.
46. Copper Roofing, Slate, and Roof Tiles do not require manufacturer’s certifications. What documentation is acceptable to qualify a reputable roofing contractor for these categories?
ANSWER: List all manufacturers names of these materials used in previous jobs and a POC from the entity you installed it for.
47. How much time will be allowed for a site visit and assessment before work is required to begin or be completed?
ANSWER: That information will be given at the Task Order (TO) level, not the IDIQ level. This contract vehicle just allows a vendor to compete for TOs.
48. Now that beta.sam.gov has gone live, you can no longer see the bid attachments. It states “No attachments or links have been added to this opportunity. Please advise. When will the bid documents and amendments be available for viewing?
ANSWER: Due to technical difficulties in the FBO.gov to beta.SAM.gov transition, we were not able to post answers to questions or make amendments. We are working on a solution and will communicate that as soon as we are able, but are also extending the due date to allow for the technical issues.
49. Will vendors be allowed additional time to request DoD Safelink access to submit electronic proposal?
ANSWER: Vendors can request DoD SAFE links up until the day prior to the date and time proposals are due see attachment 3, section L, para 4.2.
50. Please confirm there is no additional write up required for the technical approach. Is all information to be put in the templates only?
ANSWER: Refer to all instructions in Section L. As per Attachment 3-Section L Table 1, the organization of the proposal is listed there. Proposals are to include all details within the worksheets and all required documentation.
51. Washington, DC was not listed as one of the states identified for Region 3 Northeast although it is typically considered one of the states of the northeast region. Is Washington, DC not a state that will be covered under this program? Will Joint Base Anacostia-Bolling Air Force Base located in Washington, DC not be included under this program?
ANSWER: Yes, all states are included within the scope of this IDIQ. Please see the revised Section L, Para 6.1.1.1 and 6.1.1.2 for clarification.
52. After further review of Section L, there is still confusion on the Letter of Commitment. In Section L, 6.2.3 it states "Letters of Commitment: submit documentation from stated subcontractor(s) on company letterhead acknowledging their intent to complete potential subcontracted work and their permission to utilize their manufacturer’s installer certification." This appears to involve two different subcontractors which would require two different kinds of commitment letters.
ANSWER: Please review the instructions to the Material/Membrane Worksheet. It does NOT require two different commitment letters. If using a subcontractor, the letter of commitment/intent must state that the appropriate applicator / installer / manufacturer agreements will be utilized.
53. One, the manufacturer whose materials may be used on the project. Do you want of LOC from the manufacturer similar to a Letter of Supply where the manufacturer confirms knowledge of the bid requirements and agrees to support the Offeror in providing the materials?
ANSWER: If self-performing the work, an agreement or LOC for each manufacturer of each material (if required) is required per the instructions in the Material/Membrane Worksheet.
54. Two, the subcontractor who may perform the work. In addition, do you want a LOC from the Subcontractor who would actually perform the work to provide a LOC on their intent to complete the work and affirming they have permission to utilize their manufacturer's installer certificate? In this case, would a letter of intent also be okay?
ANSWER: Yes.
55. The ARMDEC SAFE Website that has been replaced by the new DoD website has experienced major problems with uploading documents. Can you change the requirement to allow us to send in the electronic files on a CD with the hard copy for each region??
ANSWER: No, we do not have the capability to scan and read a CD here. We believe most issues known to DoD Safe have been resolved at this time.
________________________Round 3 posted 20 Nov 2019___________________________ Question #44 bullet 3 clarification
CLARIFICATION: The same background check any law enforcement agency would do is accomplished. Also, yes they must be a US citizen or have their green card with the permission to work in the US and they need to have that on them when they come to the specific base. See Attached document Security Requirements for base pass.

56. Will the Government consider adding an Owner/Client past performance questionnaire requirement to this RFP? How will past performance experience and quality be evaluated properly without this requirement? This is a very large contract and the Government should make sure the Contractors they rely on have extensive experience in successful completion of roof work for the Air Force. The Corporate Experience under Appendix 4 does not provide an Owner/Client evaluation component.
ANSWER: No, an Owner/Client past performance questionnaire will not be added. Past performance may be evaluated at the task order (TO) level. Note that IAW Attachment 8, Section M, para 1.5.1 the Government may review FAPIIS and PPIRS during the compliance evaluation.
57. Without a pricing evaluation, it will be difficult for the Government to understand and control its future costs since this is a regional contract. Contractors will need to include travel expenses with task order proposals, and depending on location of each business, may have extensive travel at some bases vs other bases. This may lead to lopsided pricing structures in the future (where one base gets very competitive pricing and others get very unrealistic pricing). Will any consideration be given to adding the NTE pricing matrix to this RFP?
ANSWER: No, no consideration will be given to adding the NTE pricing matrix to this RFP. IAW Attachment 3, Section L, para 1.5 the source selection is being conducted IAW DoD Class Deviation 2018-O0006, Evaluation Factors for Certain Multiple Award Task or Delivery Order Contracts, date December 13, 2017 and further this team refers to this as Exclusion of Price In Competition (EPIC). Also, para 5.2.2 states that “price evaluation will be accomplished at the TO level only.” Competition is expected to drive fair and reasonable prices at the TO level and it is up to the individual Contracting Officers to determine prices fair and reasonable.
58. DBIDS Credentials – Will the successful Contractors be able to apply for DBIDS credentials at all bases in the select region prior to obtaining a task order? This would help all contractors be able to move quicker and access bases for pre-bid site walks.
ANSWER: This would be an individual base specific answer, since each base has their own Installation Defense Plan (IDP).
59. How does the Government intend to confirm a Contractor has the required personnel to perform on this contract? Will the Government consider asking all bidders to provide the names and credentials of individuals they plan to use for all required positions up front (to include resumes, certifications, quality training docs, safety training docs, etc. for each individual).
ANSWER: Please see revised Attachment 3, Section L, para 6 which states “NOTE, only the positions contained in this solicitation are bound at the TO level; the persons named/listed are not bound at the TO level.” This would be an individual TO specific requirement as the individuals performing the specific TO requirements are only bound to that TO.
60. Is there a minimum percent of task orders Offerors have to submit proposals for (ex. 80% like the previous AFICA contract). How will the Government ensure that contractors will consistently bid on all task order opportunities? Without NTE pricing, a Contractor may elect to bid a high number just to stay compliant with the contract (with no intention of realistically doing the work). This would not be in the Governments best interest.
ANSWER: Please see Question #44 bullet #5. No, there is no minimum bid rate for vendors, therefore there is no reason to ensure that contractors bid consistently on all task order opportunities.
61. For bid requirement under Section C - Are Offeror’s required to insert the SOW Attachment 1 and blank Exhibit A in this section of our proposal?
ANSWER: No, please see revised Attachment 3, Section L, para 5.2.10, which now states “The only attachments required to be completed and sent back are Attachments 4 - 7.”
62. For bid requirement under Section H – Are Offeror’s required to insert Attachment 2 here?
ANSWER: No, please see revised Attachment 3, Section L, para 5.2.10, which now states “The only attachments required to be completed and sent back are Attachments 4 - 7.”
63. For bid requirement under Section J – Are Offeror’s required to insert all blank attachments here?
ANSWER: No, please see revised Attachment 3, Section L, para 5.2.10, which now states “The only attachments required to be completed and sent back are Attachments 4 - 7.” Blank attachments are not required to be submitted.
64. For bid requirement under Section L – Are Offeror’s required to insert Attachment 3 and all blank appendix here?
ANSWER: No, please see revised Attachment 3, Section L, para 5.2.10, which now states “The only attachments required to be completed and sent back are Attachments 4 - 7.” Blank attachments are not required to be submitted.
65. For bid requirement under Section M – Are Offeror’s required to insert Attachment 8 here?
ANSWER: No, please see revised Attachment 3, Section L, para 5.2.10, which now states “The only attachments required to be completed and sent back are Attachments 4 - 7.”
66. Will the Government consider adding TPO as a possible roof system? TPO roofs systems provide 20 year no dollar limit warranties and offer a more cost effective solution to the single ply market.
ANSWER: No, TPO will not be added to this solicitation for evaluation purposes.
