SSP Attachment 3 – Section L - Instructions, Conditions, and Notices to Offerors
The solicitation will include one (1) factor – Technical – which is then divided into three (3) subfactors: Design-Build Capability, Roof Material Installer/Applicator Agreements, and Corporate Experience of Offeror. The factor and subfactors will each be rated on an Acceptable/Unacceptable basis. Criteria include the Offeror’s complete submission of three (3) worksheets, one per subfactor; the Offeror’s furnishing of applicable credentials; and the Offeror’s documentation of subcontractor commitments. The Federal Acquisition Regulations (FAR) Part 9
- Contractor Qualifications - will be used to screen all potential IDIQ-level contractors for both responsibility (FAR Subpart 9.1, as supplemented), and debarment, suspension, and ineligibility (FAR Subpart 9.4, as supplemented).
INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
SECTION L
1. PROGRAM STRUCTURE AND OBJECTIVES
The Roofing Repair, Replacement and Maintenance (R3M) program is intended to result in Firm- Fixed-Price (FFP) Multiple-Award Contracts of, Indefinite Delivery, Indefinite Quantity (MAC IDIQ) with an ordering period of five (5) years.
1.1 The purpose of this solicitation is to acquire commercial* roof replacement, preventative maintenance, corrective repair, and inspection/testing services for United States Air Force (USAF); with optional use (non-mandatory) for USAF Guard and Reserve, U.S. Army (USA) and U.S. Navy (USN) Active, Guard and Reserve installations within CONUS and Alaska (only areas reachable by ground transportation). The program will acquire such construction and services for existing USAF facilities on a recurring basis. The program may acquire such services for USA and USN on an as-requested basis for requirements of the same scope and the program team determines there to be adequate capacity remaining in the contract ceiling to do so. Requirements execution will be divided into six geographic regions: West, Midwest, Northeast, Southwest, Southeast, and Alaska [see Request for Proposal (RFP) Section J, Attachment 1 – “Statement of Work (SOW) package”].
1.2 The scope of this effort is to perform roof replacement, repair and maintenance (thermal and moisture protection) for low-slope (weatherproof membrane types of roof systems installed on slopes at or less than 3:12 or 14 degrees), steep slope (water-shedding types of roof coverings installed on slopes greater than 3:12 or 14 degrees), and metal (hydrostatic and hydrokinetic systems) roofing projects. Roof assemblies include all items of work included in the elemental classification of the
* “Commercial” describes the building type/usage; residential roofs would not be in-scope of R3M.

American Society for Testing and Materials (ASTM) UNIFORMAT II B30. The thermal insulation, vapor retarder, membrane, drainage components, flashings, and details (roof edges, scuppers, parapets, curbs, drains, coping systems, shingles and roofing tiles, etc.) are included in the scope of this effort. The features of work that are part of the structural roof assembly [framing (steel, wood, etc.), structural diaphragm, decking, purlins, parapets, roof joists, beams, associated hardware and fixtures, etc.] regardless of material are in scope of this effort. All roof types, systems, membranes, and services listed in UFC 3-110-03 are included. Roof types not listed must be approved by AFCEC Subject Matter Expert (SME). The Government may elect to replace a roof with a different in-scope roof type [for example: Asphalt Built-Up Roof to Metal (Hydrostatic) Membrane, etc.].
1.3 A single RFP will be issued to solicit proposals for all six (6) regions. One (1) competition [for all regions] will be held, with the Offeror identifying up front to which region(s) they are proposing. Contractors will not be allowed to bid on more than two (2) regions. The source selection will result in awards of IDIQ contracts to multiple Offerors in each region.
1.4 IDIQ awardees in each region will compete for R3M Task Orders (TOs) as they are solicited by each installation in the geographic region during the ordering period of the IDIQ contract.
1.5 This source selection will be conducted, evaluated, and awarded using an approach our team refers to as, Exclusion of Price In Competition (EPIC) in accordance with the authority at DoD Class Deviation 2018-O0006, Evaluation Factors for Certain Multiple Award Task or Delivery Order Contracts, dated December 13, 2017. The EPIC method authorizes Contracting Officers (COs), “when issuing a solicitation that will result in multiple-award contracts issued for the same or similar services, may exclude price or cost as an evaluation factor for the contract awards, if the solicitation states that the Government intends to make an award to each and all qualifying Offerors.”
2. GENERAL INSTRUCTIONS
This section provides general guidance for preparing proposals as well as specific instructions on the format and content of the Offeror’s proposal. An Offeror is defined as a prime contractor. The Offeror’s proposal must include all data and information requested and must be submitted in accordance with these instructions. The proposal shall be compliant with the requirements as stated in the Statement of Work (SOW); Model Contract, including all Exhibits and Attachments thereto;
and all appendices to this RFP, including supplemental instructions contained herein. Non-conformance with these RFP instructions and/or submittal of an incomplete package may result in a Proposal being considered non-compliant and/or unfavorably evaluated. Cost will not be evaluated at the IDIQ level.
2.1 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should https://www.acq.osd.mil/dpap/policy/policyvault/USA003813-17-DPAP.pdf https://www.acq.osd.mil/dpap/policy/policyvault/USA003813-17-DPAP.pdf not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements where applicable in these instructions. The Offeror shall assume that the Government has no prior knowledge of the Offeror’s facilities and experience, and will base its evaluation on the information presented in the Offeror’s proposal.
2.2 Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
2.3 If the Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall notify the CO (listed in Section 2.4) in writing with supporting rationale within the question and answer period of the solicitation. The CO intends to close the Q&A period not later than ten days before the proposal due date (i.e. closing date of the RFP).
2.4 Contracting Officer. The CO listed below is the primary point of contact for this acquisition. Written requests for clarification must be sent to the team email at AFICA.R3M.Roofing_Program@us.af.mil AND the CO. Address all questions and/or concerns to the attention of the CO. 2.5 To ensure timely and equitable evaluation of proposals, Offerors must follow these instructions and are required to submit all documentation/information detailed herein. Failure to submit all required documentation/information may result in a proposal being ineligible for award. In submitting proposals, Offerors are agreeing to the terms and conditions as written in this solicitation.
2.6 The CO will promptly notify Offerors of any decision to exclude them from the competition IAW FAR 15.503. Upon notification of exclusion, an Offeror may request and receive a debriefing IAW the requirements at FAR 15.503, FAR 15.505, and/or 15.506 as applicable. Debriefings will be conducted IAW FAR
15.505 and FAR 15.506.
2.7 The Government plans to use the Government-owned software, EZSource, for the evaluation. The software administration for EZSource is provided by Array Information Technologies. Representatives from Array Information Technologies may have exposure to the Offerors' proposals, but will not be providing advice on the merits of any proposal. Representatives from Array Information Technologies are bound contractually by organizational conflict of interest and disclosure clauses with respect to proprietary information.
2.8 The Government intends to evaluate proposals and award contracts without discussions [except clarifications as described in FAR 15.306(a)]. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms and conditions from a technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be in the Government’s best interest.
2.9 Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.

The definition of “subcontract” is work under the scope of this effort conducted by an entity other than the Offeror to satisfy the Offeror’s contractual responsibilities with the Government.
