USAFA seeks innovative commercial methodologies for a comprehensive Brand Analysis and Strategic Brand Roadmap development. The government's maximum budget is $65,000, with submissions exceeding this Rough Order of Magnitude potentially considered unawardable. The submission deadline is 10:00 AM MDT on June 18, 2026. Questions are accepted until 4:00 PM MDT on June 12, 2026, directed to Tammy Martin, Contracting Officer, at tammy.martin.6@us.af.mil or 10CONS.PKB.CSO@us.af.mil. The CSO will be conducted in two or three phases; the government reserves the right to forgo Phase II and proceed directly to Phase III based on technically competent Phase I submissions. Phase I requires submission of Quad Charts and Solution Briefs only, evaluated on technical merit/applicability, importance to agency programs, and funds availability. The Solution Brief's Technical Concept must detail the offeror's innovative methodology for achieving multi-tiered benchmarking (Gold Standard, Peer, Aspirational) and synthesis into a 3-phased Strategic Brand Roadmap.
The underlying Performance Work Statement specifies a 12-month non-personal services contract requiring brand analysis benchmarking against West Point (gold standard), U.S. Naval Academy (peer competitors), and elite STEM institutions like MIT (aspirational). Contractor deliverables include strategic communication plans, thought leadership program development with training and coaching, comprehensive brand assessment reports (quarterly), monthly digital analytics reports analyzing 1,000+ annual posts from 2020-2026, and a final Strategic Brand Roadmap with three implementation phases and Key Performance Indicators. Contractor must meet minimum qualifications in advanced university/corporate marketing, strategic communications, public relations, and branding research.
