About this file
This document is a Rapid Acquisition Commercial Solutions Opening (CSO) Call for the U.S. Air Force Academy (USAFA) seeking military exoskeleton technology. USAFA is specifically interested in passive and AI-enabled exoskeleton technologies that can enhance warfighter lethality, with a focus on full and lower extremity devices that provide strength and endurance assistance. The desired exoskeletons must be lightweight, wearable, user-initiated, and adaptable to multiple users, with key requirements including: user-controlled movement, flexible mobility (squatting, jogging, lifting), battery-powered operation for at least 4 hours, and ability to accommodate users up to 275 lbs.
Vendors must submit Quad Charts and Solution Briefs by 15 Sep 2025 at 12:00 PM MDT to 10CONS.PKB.CSO@us.af.mil and tammy.martin.6@us.af.mil. The submission will be evaluated on technical merit, importance to agency programs, and funds availability. The government reserves the right to fund all, some, or none of the proposals, and may proceed through two or three phases, with the potential to bypass Phase II and move directly to Phase III based on technically competent Phase I submissions. All submitted materials must be unclassified, and companies will not be compensated for submission costs.

RAPID ACQUISITION CSO CALL 002
FA700025SC001
U.S. Air Force Academy
Amendment 1 Focused Interest Period - USAFA-002, ACADEMICS – 002 USAFA Military Exoskeleton Technology
1.1. This is Call 002 placed against the United States Air Force Academy (USAFA) Rapid Acquisition
Commercial Solutions Opening (CSO) FA700025SC001. The Area of Interest (AoI) is USAFA-002, Academics. The CSO is a closed CSO with calls. Calls for proposals will be issued by the Government as amendments to this CSO and may be made at any time during its open period when support for innovative commercial requirements supporting USAFA priorities are identified. Please refer to the body of the CSO for further information and a complete overview of the function and process of the CSO. Offerors may submit proposals only in response to a specified area of interest issued during an open call for proposals. The focused area of interest described in this call will be open for submission until 15 Sep 2025 at 12:00 PM MDT.
1.2. USAFA has a focused interest in exploring how passive and artificial intelligence (AI)-enabled exoskeleton technology can enhance warfighter lethality. While these technologies promise to improve warfighter endurance, situational awareness, and mission effectiveness, significant gaps exist in the understanding of key human factors. More insight is needed into optimal interface design, cognitive workload management, and team integration protocols to ensure safe, efficient, and resilient operations. USAFA is seeking vendors capable of providing lightweight, wearable, full and lower extremity exoskeletons in a variety of sizes and configurations (powered or passive) that provide strength and endurance assistance, have their own power source, use an intuitive software program that adapts to the motor movements of the current user to provide customizable assistance and can be calibrated for various users.
1.2.1. The full and lower body exoskeletons shall:
• allow the user to initiate movement but does not independently perform motor functions.
• provide user-initiated movement via unpowered or powered function--including via pneumatic or similar mechanisms.
• allow user flexible movement such as squatting, bending down, marching, jogging, lifting weights, etc.
• be able to calibrate/programable to multiple users of various height and weight ranges.
• not require medical assistance to put on/take off.
• be suitable for individual function without medical supervision.
1.2.2. Essential physical characteristics shall include:
• freestanding and not linked to other equipment such as a treadmill or stationary power source.
• if required, battery powered connectivity (at least 4 hours) that has the power supply attached around the hip, waist, back, or the leg portions of the device.
• adjustable hip buckle to accommodate a range of widths (20-42 inches).
• can accommodate a user's weight range of up to at least 275 lbs.
1.3. Any questions regarding this focused area of interest or utilizing this CSO may be directed to the
POC at 10CONS.PKB.CSO@us.af.mil and tammy.martin.6@us.af.mil. (Refer to paragraph 1.4.2.
