About this file
This is a Rapid Acquisition Commercial Solutions Opening (CSO) Call 005 amendment issued by the U.S. Air Force Academy for an AI-powered automated transcript processing and scoring solution. The solicitation is identified as FA700025SC001 under the Academics area of interest (USAFA-002).
USAFA seeks a qualified vendor to implement an artificial intelligence-based platform capable of rapidly processing high school and college transcripts from applicants with an estimated yearly class size of 1,200 cadets. The solution must be template-free and capable of extracting data from transcripts across all 50 U.S. states and territories, achieving a minimum 93% initial accuracy rate with machine learning capabilities to improve toward 99% accuracy within nine months. Key mandatory functional requirements include: accurate extraction and standardization of transcript data elements (class rank, graduation date, course grades, course rigor levels, etc.); conversion of GPA scales to standardized 4.0 and configurable USAFA scales; identification of missing required courses (Algebra II, pre-calculus, chemistry, physics) with scoring deductions; identification of official signatures or certifications; support for custom calculations and configurable course groupings; processing of individual transcripts and large batch uploads 24/7/365; turnaround time of no more than two calendar days; and support for multiple file types including PDF, JPEG, JPG, HEIF, HEIC, BMP, and TIFF in both color and black-and-white formats. The solution must seamlessly integrate with Salesforce CRM using secure file transfer methods that do not directly access the system, and provide a customizable dashboard tracking performance metrics and confidence levels.
The vendor must provide comprehensive implementation within 16 weeks with go-live targeted for October 1, 2026, including detailed implementation plan, initial training for up to 12 individuals, post-implementation monthly support throughout the first admissions cycle, and ongoing product maintenance. The contract will have one base year with four option years. Critical security and IT requirements mandate encryption of all web access and stored data, cloud-based operation, support for USAFA authentication systems (SSO), preferably Impact Level 4 (IL4) processing environment, role-based access control with multifactor authentication, and strict prohibition on use of personally identifiable information (names, addresses, phone numbers, social security numbers, email addresses, birth dates) in AI processing. Phase I submissions consisting of Quad Charts and Solution Briefs must be submitted to 10CONS.PKB.CSO@us.af.mil by May 6, 2026 at 10:00 a.m. MST. The Government reserves the right to fund all, some, one, or none of the proposals submitted. Contact points are Amy Krause (Contract Specialist) and Nicole Cibula (Contracting Officer).
