Statement of Objectives (SOO)

Innovative Warfighter Training Support for the U.S. Air Force Academy (USAFA)

1.0 PURPOSE

The U.S. Air Force Academy (USAFA) has an objective to acquire innovative, effective, and comprehensive support for its military training programs. This Statement of Objectives (SOO) is for a Commercial Solutions Opening (CSO) and describes the high-level objectives and desired outcomes for Warfighter Training Support Services. The Government is seeking novel and non-traditional solutions to prepare approximately 4,200 cadets for their future roles as officers in the

Department of the Air Force through a coherent, progressive, and operationally relevant 47-month cumulative military training continuum.

mailto:10CONS.PKB.CSO@us.af.mil

2.0 BACKGROUND

USAFA is responsible for the military training and development of cadets from their first day through graduation. This training occurs during both the academic year and dedicated summer programs. The current program requires expert support in the planning, development, execution, management, and evaluation of this training. The Government’s goal is to partner with an entity that can provide a holistic and integrated solution to ensure cadet development outcomes are aligned with Department of the Air Force (DAF) readiness objectives and Joint Force expectations. Offerors are encouraged to propose state-of-the-art solutions, technologies, and methodologies to achieve the objectives outlined below.

3.0 SCOPE

The scope of this effort is to provide the necessary advisory services, subject matter expertise, instruction, and program management functions to support the entirety of the 47-month cadet military training continuum. The desired solution will encompass all facets of the training lifecycle, from initial program design and resource planning to hands-on training execution and post-event evaluation.

4.0 PROGRAM OBJECTIVES

The Government has identified four primary objectives for this effort. Offerors should propose a comprehensive solution that addresses how they will achieve the following:

Objective 1: Comprehensive Training Program Design and Development.

To establish and refine a comprehensive warfighter training program. The proposed solution should provide the capability to advise on and collaborate in the development of a full-spectrum training curriculum and associated courseware. The program must be designed to meet all required training objectives across the 47-month cadet lifecycle and align with Higher

Headquarters (HHQ) desired learning outcomes. This includes developing robust scheduling and evaluation frameworks to ensure accurate recording and documentation of training accomplishment.

Objective 2: Integrated Training Logistics and Resource Planning.

To ensure all required resources for successful training are identified, planned for, and available.

The desired solution will assess and support the development of infrastructure, facilities, equipment, and manpower requirements. This includes the capability to evaluate training objectives to determine the necessary equipment and personnel (instructors, support staff) and advise the Government on optimizing resource allocation to support cadet military training.

Objective 3: Expert Execution and Management of Cadet Military Training.

To provide world-class subject matter expertise and instructional capability to execute military training for cadets. The Government requires a solution that delivers expert instruction, mentorship, and leadership during program and exercise execution. The objective is to develop cadet proficiency and understanding in, but not limited to, the following core areas:

• Command and Control (C2)

• Intelligence

• Information and OPSEC

• Fires (including Rules of Engagement)

• Movement and Maneuver

• Protection (personnel security, noise/light discipline)

• Sustainment (casualty evacuation, logistics)

• Combat Survival, Evasion, and Recovery

The proposed solution must also include a methodology for documenting cadet performance and ensuring the enforcement of all safety standards.

Objective 4: Continuous Program Evaluation and Improvement.

To establish a data-driven system for evaluating the effectiveness of the training program and identifying opportunities for improvement. The solution should include the capability to develop and implement feedback and assessment tools, conduct After Action Reviews (AARs), analyze performance data, and provide consolidated, actionable reports to USAFA leadership. The ultimate goal is a continuous feedback loop that drives necessary course corrections and program modifications.

5.0 DESIRED OUTCOMES AND DELIVERABLES

The Government is focused on outcomes, not prescriptive processes. A successful solution will result in:

• A fully managed and effective training program that is responsive to evolving DAF requirements.

• Timely and accurate tracking of individual cadet performance throughout the training continuum.

• Prompt and insightful evaluation reporting that provides leadership with clear, data-driven recommendations for program improvement.

• A safe, challenging, and professional training environment for all cadets.

Periodic reporting, performance assessments, and consolidated evaluation reports are expected deliverables to be defined by the offeror in their proposed solution.

6.0 CONSTRAINTS

All services will be performed on the U.S. Air Force Academy (USAFA) located in Colorado

Springs, CO. Offerors must be capable of providing personnel who can operate effectively in a military training environment and meet all installation access and security requirements.
