About this file
This document is a Questions and Answers (Q&A) file for the United States Air Force Academy (USAFA) Commercial Solutions Opening (CSO) Call 001, focused on Strategic Admissions Outreach. The Q&A document addresses nine key questions from potential vendors about the solicitation, providing clarity on topics such as "name buy" definitions, submission requirements, and current application metrics. USAFA is currently receiving an average of 10,000 applications annually, with a mean SAT score of 1380 and mean ACT score of 30.
Key details include that vendors can mark submissions as proprietary, include assumptions in Quad Charts and Solution Briefs, and that only internal government reviewers will evaluate Phase I submissions. The government emphasizes that this call is intended to identify vendors capable of providing innovative solutions for strategic admissions outreach, and is not establishing specific performance metrics or application goals at this stage. Vendors have flexibility in proposing solutions, including the option to include professional service Full Time Equivalent (FTE) personnel, which will be evaluated based on how they contribute to the overall solution's capability.

CSO FA700025SC001 Call 001
Focused Area of Interest: Strategic Admissions Outreach
Questions and Answers 29 Jul 2025
Q1: Can the government please provide a definition and/or example of what is meant by the term “Name Buy”?
A1: A name buy is purchasing student contact information, often including names, test scores, and other demographic details, from organizations that proctor standardized tests. USAFA requires standardized test score (SAT/ACT) name buys of potential applicants.
Q2: Can the government provide a template and/or example of the Quad Chart?
A2: Refer to Attachment 1 within the base CSO document for a Quad Chart template.
Q3: Can offerors include assumptions in the “Quad Chart” and “Solution Brief” Rough Order of Magnitude (ROM) estimate?
A3: Yes. Refer to Attachment 1 and 2 within the base CSO document for instructions on information to include within the Quad Chart and Solution Brief.
Q4: Can offerors mark portions of their submission as proprietary or business?
A4: Yes, offerors may mark Phase I submissions as proprietary or confidential as necessary. The Government does not have any requirements for acceptable language nor placement of proprietary markings, so long as such markings are made abundantly clear.
Q5: Will internal government reviewers or third-party technical evaluators be accessing the submissions?
A5: Only internal government reviewers will have access to Phase I submissions for evaluation.
Q6: Are there any other KPIs that the USAF will use to judge the efficacy of this initiative?
A6: Please refer to the evaluation criteria established in the body of the CSO for information on how Phase I submissions will be evaluated. Performance metrics are not established at this time as the purpose of Phase 1 is to identify vendors that can provide innovative solutions.
Any additional performance metrics that USAFA would utilize to track the performance of a contract awarded from the use of this CSO would ultimately be unique to that contract and the solution provided.
Q7: Will there be any future need for Full Time Equivalent (FTE) in the form of professional services associated with the technical component of this requirement?
A7: The Government is looking for capable and innovative solutions to the focused area of interest identified in Call 001. The Government is not putting forth any specific requirements for how vendors structure their solutions to meet these requirements. Vendors may include professional service FTE in their proposed solutions if they choose. The Government will evaluate the inclusion of professional service FTE insofar as it contributes to the overall capability of a vendor’s solution.
Q8: Can you tell us what the current annual application volume (Fall 2024, or Fall 2025) is and what the aspirational application volume (application goals) for Fall 2026 and any YoY increase goal are?
A8: USAFA is currently receiving an average annual application volume of 10,000 applications. The Government will not provide an aspirational application volume or application goal. The Phase 1 Call is intended to identify vendors capable of providing innovative solutions. As such, any specific goals are undetermined at this time and will depend on the solutions presented during the phases of the CSO Call.
Q9: Can you tell us what the current standardized test score average is and what the aspirational goal for test score average is?
A9: The current mean SAT score per incoming class is approximately 1380, while the current mean ACT score per incoming class is 30. Once again, the Government will not provide an aspirational standardized test score average goal. Any goals for test score averages are undetermined and will depend on what solutions are presented.
