The call seeks innovative commercial solutions for virtual perimeter monitoring across the Academy's 15+ mile perimeter using autonomous measures capable of notifying security forces and providing situational awareness by tracking ground targets in a 24/7, all-weather operational environment.

The system must meet mandatory requirements including: a minimum 3-kilometer detection range with simultaneous multi-target tracking and object differentiation (persons, animals, birds, vehicles); 360-degree and single-direction ground-based radar integrated with Point-Tilt-Zoom cameras automatically cued by radar and displayed on a GIS map; thermal imaging for heat signature detection; a mast/pole platform withstanding 150 mph winds and snow buildup; 100% wireless communication across a minimum 2-mile range with daisy-chaining capability; 100% solar power with 48-hour battery backup; seamless integration with existing Lenel and Milestone Video Management Software; AI-enhanced object classification; future integration capability with Android Team Awareness Kit (ATAK) and Lenel S2; and a minimum 10-year lifespan with warranty coverage and minimal maintenance requirements. Desirable characteristics include active threat deterrence and detection of man-made/environmental threats such as fire, smoke, water, or flooding. Phase I submissions consisting of Quad Charts and Solution Briefs must be submitted by 16 March 2026 at 10:00 a.m. MST to 10CONS.PKB.CSO@us.af.mil, tammy.martin.6@us.af.mil, and nicole.cibula@us.af.mil. Evaluation will be based on technical merit/applicability, importance to agency programs, and funds availability.

RAPID ACQUISITION CSO CALL 003

FA700025SC001

U.S. Air Force Academy

CUI

Focused Interest Period - USAFA-004, PROFESSIONALISM – 003 USAFA Virtual Perimeter

1.1. This is Call 003 placed against the United States Air Force Academy (USAFA) Rapid Acquisition Commercial Solutions Opening (CSO) FA700025SC001. The Area of Interest (AoI) is USAFA-004, Professionalism. The CSO is a closed CSO with calls. Calls for proposals will be issued by the Government as amendments to the CSO and may be made at any time during its open period when support for innovative commercial requirements supporting USAFA priorities are identified. Please refer to the body of the CSO for further information and a complete overview of the function and process of the CSO. Offerors may submit proposals only in response to a specified area of interest issued during an open call for proposals. The focused area of interest described in this call will be open for submission until 16 Mar 2026 at 10:00 a.m. MST.

1.2. USAFA has a focused interest in exploring ways to virtually monitor its 15+ mile perimeter with autonomous measures that can notify security forces and provide situational awareness as the system tracks ground targets. The system will be used in various areas around the USAFA perimeter and must be operational 24/7, day and night, in all weather conditions. Due to a lack of power distribution, the solution must be self-sufficient, utilizing wireless communication and solar or battery power.

1.2.1. Mandatory requirements. The system must meet the following minimum requirements:

1.2.1.1. System Performance

• Provide 24/7 security monitoring with no sensor “dead zones” across the operational area.

• Achieve a minimum detection range of 3 kilometers.

• Track multiple targets simultaneously within the same Area of Responsibility (AOR).

• Differentiate between object types, including persons, animals, flocks of birds, and vehicles.

• Filter and annunciate alarms for user-defined threats.

• Operate with minimal to zero latency between threat detection, camera cueing, and operator notification.

1.2.1.2. Hardware and Physical Installation

• A combination of 360-degree and single-direction ground-based radar systems.

• Point, Tilt, and Zoom (PTZ) cameras that can be automatically cued by the radar to track targets, with target location displayed on a GIS map.

• Seamless communication and integration between radar and camera systems.

• Long and short-range visibility in both day and night conditions.

• Thermal imaging capability to read and outline heat signatures.

• The system shall include the sensor platform (mast/pole) to secure all devices. The platform must be able to withstand winds up to 150 mph and be designed to resist snow buildup.

• The system shall be tamper-protected to prevent unauthorized physical interference.

1.2.1.3. Power and Connectivity

• 100% wireless communication for all system components.

• The system must communicate wirelessly up to a minimum of 2 miles from the nearest base communication point.

• Shall support "daisy-chaining" communications between nodes to establish coverage where a direct line of sight is not available.

• 100% solar-powered with a battery storage system capable of providing a minimum of 48 hours of continuous operation without solar recharge.

1.2.1.4. Software and Integration

• Shall utilize Artificial Intelligence (AI) to enhance object classification and provide first responders with greater situational awareness.

• Full compatibility and integration with existing Lenel and Milestone Video Management

Software (VMS).

• Remote control of all cameras and system functions from the Base Defense Operations

Center (BDOC) via the Milestone VMS.

• Automated alarm notifications sounded in the BDOC through the Milestone VMS.

• A radar management system that allows operators to create and execute phase lines to identify patterns of penetration.

• Capability for installed systems to communicate with each other.

1.2.1.5. Future Integration Capabilities

• The system must be capable of future integration and communication with the Android

Team Awareness Kit (ATAK).

• The system must be capable of future integration with Lenel S2.

1.2.1.6. Environmental and Maintenance

• The system must be durable and able to withstand all weather conditions, including rain, snow, wind, and lightning.

• Requires little to no daily or weekly hands-on maintenance.

• A minimum life expectancy of 10 years.

• Must include warranty coverage.

1.2.2.Desirable Characteristics

• Ability to actively deter threats.

• Detection capabilities for man-made and environmental threats such as fire, smoke, water, or flooding.

1.3. Any questions regarding this focused area of interest or utilizing this CSO may be directed to the following POCs (Refer to paragraph 1.4.2. for Phase 1 submission instructions):
