About this file
This is a Questions and Answers document for federal contract opportunity CSO FA700025SC001 Call 005, focused on developing an AI High School Transcript Reading and Scoring Capability for the United States Air Force Academy (USAFA), dated April 23, 2029.
The document addresses foreign company participation restrictions in response to three inquiries. All three questions and answers clarify that foreign IT companies are prohibited from participating in this project. The prohibition stems from the system's requirement to handle Controlled Unclassified Information (CUI), including personally identifiable information (PII) and protected health information (PHI). Per the DoD Cloud Computing Security Requirements Guide, systems processing CUI mandate that all development, administration, and access personnel must be U.S. Citizens. Consequently, ITAR certification is not applicable, as foreign IT companies cannot participate in any capacity on this program. These restrictions apply to all work performed on the contract, with no exceptions for teaming arrangements.
