FA7000-18-Q-0003 USAFA Cadet Chapel Moving and Storage Services ALL QUESTIONS and ANSWERS
Q1: How many levels are there in the Chapel?
A1: There are three (3) main levels, plus choir lofts in two (2) of those. Floor plans were included in the solicitation as Attachment 7 for information purposes.
Q2: Am I required to submit an annual price for each year, and depending on the length of the renovation it could be less than six years?
A2: This is correct. From the Addendum to FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) – Factor 1: Price, paragraph C, “Total Evaluated Price (TEP). For quote evaluation purposes, contract line items numbers (CLINs) will be evaluated as follows: CLIN 0001 + CLIN 1001 + CLIN 2001 + CLIN 3001 + CLIN 4001 + CLIN 5001 + CLIN 6001 + Six Month Extension of Services Evaluated Price = TEP (calculated on Attachment 3 – Pricing Schedule Worksheet). Evaluation of options shall not obligate the Government to exercise such options.”
Q3: What is insured under the $5,600,000 additional insurance coverage?
A4: From Performance Work Statement (PWS) (Attachment 1), 1.2: “The Contractor shall provide additional insurance in the amount of $5,600,000.00 to cover the items identified as “High Value” in the Inventory (Attachment 2).”
Q4: Does the $5,600,000 of additional insurance cover the items designated for on-base storage locations?
A4: No, the additional insurance in PWS 1.2 is for High Value Items which will be store in contractor-provided long-term climate-controlled storage as required in PWS 1.14. The only exception to this is the Holocaust Scrolls Cabinet, Item Key TJ038, which will be moved by the contractor to the USAFA Visitor’s Center for display during renovation. This item is included in the additional insurance to mitigate risk of damage or loss incurred during packaging and transport of the cabinet to and from the Visitor’s Center.
Q5: What are the climate control parameters for long-term storage?
A5: From PWS 1.14 Long-Term Storage:
“The humidity and temperature control shall be set to levels appropriate to prevent damage to Inventory items through the life of the contract. Humidity-sensitive items such as fine art, historic artifacts, delicate paper items, and delicate fabrics shall be kept in humidity- and temperature-controlled storage through the life of the contract. All other items for which humidity is not a factor shall be kept in temperature-controlled storage through the life of the contract. Items shall not be kept in other than climate controlled environment for any period longer than 24 hours, including during transport to a storage location.”
Q6: Which set-aside code are you using?
A6: This acquisition is solicited under full and open competition, with no set-aside.
Q7: Does this contract require vendors to be GSA Schedule 48 contractors?
A7: No. This acquisition is not a GSA order.
Q8: Will the Shlomo Katz paintings in the Jewish Chapel be a part of this effort?
A8: No. The paintings are not currently included in the Inventory (Attachment 2), and they will not be added. The Shlomo Katz paintings in the Jewish Chapel will be removed by government personnel prior to the start of this contract.
Q9: How many Muslim rugs are there?
A9: Only the carpet that covers the entire floor of the Muslim worship space will be moved and stored under this contract.
Q10: Is the large Muslim rug (on the Inventory) secured to the floor?
A10: Yes. The large Muslim rug is secured to the floor though it is unknown in what manner it is secured.
Q11: Describe truck access to the building.
A11: Trucks can be parked on the patio level at the bottom of the main chapel stairs. Three of the parking barriers can be removed for vehicle access. Trucks can also be driven up the ramp on the west side of the chapel.
Q12: Is the contractor required to take a video inventory of the contents of the building?
A12: No. A video inventory will be created by the government prior to move‐out, and can be shared with the contractor for informational purposes, though it will not be incorporated into this contract.
Q13: When will the Protestant Pews and Organs be removed?
A13: These items will be removed from the building under a separate contract that is expected to commence in March 2019.
Q14: What are the specific climate control parameters?
A14: No specific parameters have been determined by the government. PWS 1.14 lists requirements for long‐term storage.
Q15: What is the normal temperature range at the Chapel?
A15: Approximately 70 to 73 degrees.
Q16: What needs filled out on the 1449?
A16: Refer to the RFQ. Addendum to FAR 52.212‐1(h)(2).
Q17: In reference to PWS Para 1.2, how much do all of the items weigh?
A17: It is the responsibility of the contractor to determine the weight. The rate of $.60 per pound is only for loss and does not need to be calculated into the quote.
Q18: Does everything need unpacked?
A18: Refer to para 1.17 in the PWS.
Q19: Are subcontractors permitted?
A19: Yes, Subcontracting and Teaming Arrangements are encouraged.
Q20: Are the pew cushions from the Protestant Chapel going to be stored as part of this contract?
A20: No. The pew cushions in the Protestant Chapel will not be added to the Inventory or moved and stored under this contract.
UPDATE: Q21: Can the pews be removed in one piece or do they need to be removed in two separate pieces?
A21: Each Catholic Chapel pew is approximately 22ft long and 22in wide. The pews will need to be disassembled and removed in two separate pieces.
Q22: May we offer different re-installation options for the four marble wall sculptures? If so, do we include that in our total bid price, or keep it separate as an option?
A22: Inventory items TC004, TC005, TC006, and TC007 shall be re-installed as they were or better. If the contractor chooses an "or better" solution, it shall be included in their quoted price.
Q23: What is the makeup of the Catholic entrance walls where the marble sculptures are installed?
A23: The makeup of the Catholic entrance walls where the marble sculptures are installed is wood strips on concrete block.
Q24: May we offer an option to crate the basement piano in place?
A24: At this time, crating the pianos located in the basement is not permitted. There is a door located within the mechanical room of the Chapel basement where the pianos could possibly be hoisted out. See picture below, looking up at the exterior doors:
Q25: Is the Orthodox lectern included in the inventory?
A25: No the Orthodox lectern is not on the inventory.
Q26: Are the risers in the Catholic area, risers in the music room, chairs in the music room, and filing room in the basement with the cabinets required to be removed, as they are not on the inventory?
A26: The chairs, risers, and file cabinets in the basement music room can stay in place. The chairs and risers in the Catholic choir loft do need to be removed. The chairs are on the inventory as Item Key TB006. The risers have been added to the inventory (Item Key TB009):
