Section L Table 2‐2 Proposal Organization Volume II ITO Paragraph # 4.3.4 Capability Statements for Key Resources states "2 pages each individual (1 page with name and 1 page without)"
Question:
a. Does this mean the information for each resume is limited to one page, and that each sheet should contain the same information with the exception of the individual's name?
b. Key Resources in this sense are personnel only, correct?
Answer (corresponding to question 33 a.):
The information for each resume is limited to "2 pages each individual (1 page with name and 1 page without)" . This means the capability statement can be 2 pages in length; the second page does not require the individuals name be included on the page. However, for tracibility purposes, the contractor may choose to include the individual’s name on the top of the second page.
Answer (corresponding to question 33 b.):
Yes. Key resources, in this sense, refers to personnel only.

Section L – Page 106 of 113, FAR Clause 52.222‐46,”Evaluation of Compensation for Professional Employees”. Does this requirement only pertain to the Prime, and would be included in its Cost Volume; or, would each of our Team Members be required to submit a Compensation Plan?
Most Team Members would consider this information to be proprietary. How does the USAFA plan on receiving this information from our Team Members if required, would they submit it under separate cover to the
USAFA?
This clause will be removed from the RFP in a subsequent amendment.

Page 112k to 112q, Section 5.1.3, Pricing Information Requirements. Based on the 2nd paragraph, it is our understanding that cost & pricing data are not required to be provided as part of our cost proposal. Is this a correct assumption?
Page 112k to 112q, Section 5.1.3, states, “In accordance with FAR 15.403‐1(b) and 15.403‐3(a), information other than cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with FAR 15.403‐5.
If, after receipt of proposals, the CO determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403‐1 apply, the Offeror shall be required to submit cost or pricing data.”
Initially, cost or pricing data is not required;
however, the excerpt describes when cost or pricing data may be required.

Regarding CAStLE Past Performance information: When a Past Performance example was performed under a subcontract, it would appear the correct POC for questionnaires would be the responsible party at the prime contractor, not the Government, as they would have the most intimate knowledge of the subcontractor's performance. Is this interpretation correct?
This is left up to the discretion of the offeror.
Completed questionnaires shall be submitted directly to the Government representative identified in the RFP, Attachment 7.

Will the contractor be expected to transport and store those parts of the aircraft that may be considered outside the scope of interest for the program, or will these residual areas of aircraft remain at AMARG for the duration of the task orders?

Contractor will receive from AMARG parts of the aircraft within the scope of interest of the program. Other parts of the aircraft that are not of interest to the program will remain at AMARG.
The aircraft parts will be cut into sections and loaded onto contractor’s vehicle by the Government at which point it will become the contractor’s responsibility to secure and transport those sections.

Sec L, page 112d, Paragraph 2.4(b), Section L of the solicitation directs that “Legible tables, charts, graphs, and figures shall be used where practical to depict organizations, systems and layout, implementation schedules, plans, etc.” These forms of graphic and diagrammatic representation are integral elements of an engineering proposal in particular. However, the Past Performance Information (PPI) tool prescribed for both electronic and hard copies of the past performance volume in paragraph 2.10(d) does not appear to allow any of these visual tools or even basic word processing functions such as tables or bulleted entries. How can we incorporate these essential elements into our past performance volume, given PPI’s format limitations?
Sec L, page 112d, Paragraph 2.4(b) applies to the proposal, as a whole. Offerors must work within the parameters of the PPI tool when responding to this portion of the RFP.
