SOLICITATION FA568221Q0023 QUESTIONS AND ANSWERS

1. Question. Reference to Attachment #02, entitled: “PERFORMANCE WORK STATEMENT FOR VERTICAL TRANSPORTATION EQUIPMENT MAINTENANCE, REPAIR & INSPECTION AT AVIANO AIR BASE, ITALY” we are requesting the following clarification: Point 4.6 states: "The contractor will conduct maintenance checks on the automatic telephone dialer (APD) every Monday, Wednesday and Friday ..."

Question: by virtue of what required by the Italian law (in accordance with which the efficiency of the two-way connection between the cabin and the emergency service center must occur at least every 72 hours), it appears necessary, to comply with Italian Law, that the company in charge for maintenance should send an appointed technician every Monday, Wednesday, and Friday in every single lift cabin to test if the telephone dialer is efficient (by pressing the alarm button), and therefore verify if it communicates with an always active emergency service center, by obviously leaving a record in a sort of register/log (paper or digital at the discretion of the customer).

The question asked is therefore if the maintenance technician is required to act as described above (in accordance with the current standard) or if other methods of execution of this maintenance checks (not known to date nor better described in your specifications – PWS) are required to be followed instead.

Answer. According to the current standard UNI EN 81-28, in the paragraph “Caratteristiche Tecniche” (Technical Characteristics), subparagraph “Disponibilità/Affidabilità” (Availability/Reliability) states: “…II dispositivo di allarme deve simulare automaticamente il segnale di ingresso di un allarme (prova automatica) e attivare a fini di prova la conseguente connessione al dispositivo di ricezione con la frequenza richiesta dalla sicurezza degli utenti quando l'ascensore é utilizzato secondo l'uso previsto, ma almeno ogni 3 giorni.”("…The alarm device shall automatically simulate the input signal of an alarm (automatic test) and activate for test purposes the subsequent connection to the receiving device as often as required by the safety of the users when the elevator is used according to its intended use, but at least every 3 days.") - For definition of “Dispositivo di ricezione” (Receiving Device), please refer to the paragraph “Termini e Definizioni” (Terms and Definitions) of the same regulation: “dispositivo di ricezione: Dispositivo esterno all'ascensore (per esempio nel servizio di soccorso), in grado di gestire le informazioni degli allarmi e la comunicazione bidirezionale.”("Receiving Device: Device external to the elevator (for example in the rescue service), capable of handling alarm information and two-way communication.") Having said that, it is specified that in paragraph 4.6 of the PWS, the definition Automatic Phone Dialer has been used in the singular, to indicate as “Dispositivo di ricezione” (Receiving Device) the Computer, currently located at Building 430 Area C, which manages the daily verification (automatic polling, ed.) of the integrity of the communication of the various alarm devices connected to it (see Appendix A of PWS). This receiving device will be the subject of the verifications required in Section 4.6 of the PWS.

2. Question. Is subcontracting allowed?

Answer. Yes

3. Question. Italian Companies have their personnel trained in accordance with Italian law. How can they comply with Air Force Occupational Safety and Health (AFOSH) Standards, as mentioned at paragraph 10.1 of PWS?

Answer. A safety briefing to comply with such regulations will be provided by the 31 FW/SEG at the beginning of the contract.
