Question 1 We read on page 41/48 of the solicitation:
"L-6.2.4 Technical Factor. Paragraph 2.7 Display Cases describes the basis of design for the display cases.
Question 8 Can we use Pulse AKV and not E2V valves as written in the specifications?
ANSWER: Yes, Pulse AKV can be used in lieu of E2V
Question 9
Dear Sirs, we received this answer from DECA-E when requesting CPARS/PPQ information.
Can we only provide the Goverment POC data, as requested by DECA-E?
"Sorry to tell you that DeCA-E non-resale contracts are not input into Standard Procurement System (PD3). The system has not been implemented here in Europe, so no CPARS is established when I award a contract. In other words all non-resale contracts are awarded off-line w/o CPARS established. In the past, when Army contracting needed info on a contractor, they would submit a form to me for my feedback. I would suggest the Air Force does the same, they must have some past performance form that they could send me to complete. And when you submit your past performance info in your proposal, you list all your DeCA-E contracts, description & euro amount and provide my name, telephone & email as the point of contract."
ANSWER: Attachment 6 should be completed with POC information. Attachment 7 should be sent to listed POC’s for them to complete and returned directly to 48CONS Contracting Officer as outlined in instructions in the document for those contracts that do not have a PPIR or CPARS review available.
