Survey Type Hazard Materials Survey
Scope of Survey The project involves the following planned works to the Ground Floor of the Lakenheath Commissary Building:
Replacement of the existing refrigeration systems, Repairs to the existing air handling unit which serves the sales area
Minor refurbishment of the room adjacent to the Bakery Deli
(currently the Pasta Bar Room)
Light fittings in the cold rooms will be replaced.
These works will require alteration and addition to the existing plant in the Mezzanine Floor plant room that service and supply the Ground Floor areas.
The survey is required to assess the presence of asbestos, lead in paint and other hazardous materials associated with the plant and equipment that will create a risk during strip out, handling or disposal of any building material, plant and equipment which is likely to fall within the remit of the planned project works.
The hazard materials survey will be carried out in 3 distinct parts covering the following:
Lead in paint survey to include sample collection, extent assessment, condition, analysis and reporting
Equipment and plant inventory to include data collection for manufacturer, install or manufacture date, reference or serial number and condition. Location and evidential photograph recording
Chemicals, liquids or bulk materials shall be logged, along with photographs, locations and details from labels or associated CoSHH form

Sampling was carried out for the lead in paint, samples were delivered to a third party laboratory for analysis and the results are reproduced herein in full.
All other inspections are visual, with supporting information provided through manufacturer’s information or other similar references.
Issue 02 Further sampling was requested for the ceramic tiles in the Pasta Bake area ahead of refurbishment of that area where the tiles are likely to be removed as part of those works.
Restricted Access No restrictions on access around the site but access was not possible into live plant or services.
Deviations From Standard Methods
None
Regulatory Compliance The investigations and report have been prepared to comply with the requirements of Reg 5 of Control of Lead at Work Regulations (CLAW) 2002 and also Reg 3 of Management of Health & Safety at Works Regulations 1999 which requires all employers to establish the presence of lead and other hazards in the workplace and to allow preparation of a suitable and sufficient assessment of the likely exposure of the employees and other workers to lead during their normal work activities.
Further details on the requirements for assessment and the control of safe working practices, referred to later on in this document, are given in the L132 “Control of Lead at Work Regulations”, 2002 (Third Edition) ACOP issued by HSE http://www.hse.gov.uk/pubns/priced/l132.pdf, the Management of Health and Safety at Work Regs 1999 ACOP and Guidance issued by HSE http://www.hse.gov.uk/pubns/priced/l21.pdf and also provided by the guidance note HSG 53 “Respiratory Protective Equipment at Work, a practical guide” issued by HSE http://www.hse.gov.uk/pubns/priced/HSG53.pdf.
Assessment for the presence of hazard materials is required to comply with the requirements and control limits dictated by the Control of Substances Hazardous to Health Regs 2002 (as amended) as issued by HSE http://www.hse.gov.uk/pubns/indg136.pdf.
An assessment is necessary to ensure that hazards and risks are prevented or reduced as far as reasonably practicable by the reduction of exposure to hazardous materials by inhalation, ingestion and absorption. The risk assessment shall account for the material and the activity, the latter being where control procedures will reduce or prevent the resultant potential exposure.
The control measures are required to ensure that the health of any person, directly as a result of their own work, or as a result of work by others, is not put at risk during their normal working activities or at any time whilst at work.

Executive Summary
7 lead in paint samples were taken, all provided results <1% lead in the bulk material;
Based on this result, exposure during the works is not likely to be significant;
There are no specific controls required during demolition, strip out and waste disposal in respect to the presence of lead from those elements assessed herein;
Other hazardous materials can be effectively dealt with ahead of strip out or demolition to reduce the risk during those works;
Other hazards can be controlled by effective waste management during the strip out and demolition phases.

Assessment
As part of the planned project works in the Commissary the RS&H have a duty to assess all likely hazards involved with planned works and to sufficiently assess the risks posed to their own employees and any other persons working on that site who may be affected by the works that they undertake.
The processes involved in the works include strip out work and refurbishment which will give rise to dust, vapour and fume and will pose a potential risk to the site operatives by inhalation or ingestion. Furthermore, the hazardous materials identified require correct and appropriate handling and disposal, as appropriate.
Lead in paint sampling was necessary to confirm the presence and quantity of lead in the bulk material to allow assessment of the likely exposure levels to which the operatives may be exposed, during the planned work operations.
Similarly, associated works may involve the handling of building materials that have been contaminated by the hazardous substances or subsequently contaminated following unknown or uncontrolled release of a substance during works. Such material handling also needs to be controlled.
In accordance with aforementioned Regulations and Legislation, RS&H recognises the need to assess the likely exposure of the persons working on this site to airborne hazardous dust/fume/vapour and also to materials that may contaminate hands, face and/or clothing to an extent where hazardous materials may be ingested as part of eating, drinking or smoking.
The individual work activities involve small numbers of operatives and the work activities are varied on a daily basis, some of which may be sporadic and of low intensity.

Inspection, Sampling & Analysis Methodology
Inspection The specific areas for inspection were visually assessed for potentially hazardous materials and, where deemed appropriate, representative samples were collected and sent to specialist independent laboratories for analysis.
Each sample was individually numbered and then double bagged to prevent cross contamination and leakage whilst in transit to the laboratory.
Various types, uses and colours of paint were sampled as the lead content is most likely to vary dependent on age and application ie onto metalwork, masonry, woodwork, internal and external uses etc. Lead interferes with the processes of the vital organs of the body, prolonged or extended exposure can cause organ failure.
Analysis The lead samples are subsequently analysed by use of nitric acid digestion and later Atomic Absorption Spectrophotometry to establish the presence and quantity of specific metals.
All analytical results are Appended in full.
Reporting The following Section details the Observations made across the site, the sample locations and comments on the hazards present.
Final sections give detailed guidance on control measures and supporting control limits or individual requirement for safe handling, disposal or management, as may be appropriate.
Although this report gives guidance on the requirement to and the need for detailed risk assessments, this report cannot alone be used as such. The information contained herein shall be used as a technical basis for the preparation of necessary risk assessments, but these shall be site and activity specific. In all cases, the risk of exposure to operatives shall be reduced as far as possible and in all cases before the use of RPE and/or PPE.
Additional guidance can be provided to assess the risk assessments as can any monitoring for compliance during the planned works.
NB
The observations and sampling within this report is representative of similar presence and use of the materials throughout the building. Wherever, therefore, a hazard has been identified in a specific room or area, this shall be considered typical in its use across the site and similar controls shall be introduced for all other similar materials.

Discussions – Lead in paint
Results In accordance with the definition given under Reg 5 CLAW, the risk assessment is required to establish whether exposure of any operatives is likely to be “significant” during the planned demolition or refurbishment work.
The definition of significant is where either:
any employee is or is liable to be exposed to a concentration of lead in the atmosphere exceeding half the occupational exposure limit for lead; or there is a substantial risk of any employee ingesting lead.
Any work which would create dust, vapour or fume will be assessed as “significant” for the purposes or Reg 2 as the lead results exceed 1% which is the threshold above which work with lead materials is liable to result in significant exposure (CLAW L132 Reg 5 Table 2).
This definition excludes skin contact or similar absorption as there is no evidence of the presence of lead alkyls within the materials likely to be present or in use on this site. All the following comments and assessments continue to follow this assumption.
Where exposure of any person carrying out the planned works is assessed as “significant” by the definitions above, a formal assessment under Reg 5 is required to provide suitable and appropriate control measures to prevent or reduce the potential exposure of those employees.
In particular, the requirements of Reg 6(1) must be met across all planned activities – “Every employer shall ensure that the exposure of his employees to lead is either prevented or, where this is not reasonably practicable, adequately controlled.”
All following conditions must be met from Reg 6:
3(c) – provision of suitable PPE;
4(c)(iii) – reduction of the quantity of lead present at the workplace;
4(e) – provision of adequate washing facilities.
Furthermore and in accordance with Regs 9 & 10, where work with lead is considered significant, provision shall be made for air testing and for provision of medical surveillance for all activities and for all persons likely to be affected during their normal work, by the presence of lead.
Air monitoring shall assess each work activity against the OEL for lead in air which is 0.15 mg/m3. The air testing shall be in the form of personal testing taken in the breathing zone of the operative being assessed.
The results of the air testing shall be used to review and reassess the control measures that have been implemented for the planned works and their effectiveness to prevent or reduce the employee’s exposure to lead.
The air testing shall also be used to review the condition and assessment of the works being significant.
Safe Working Methods Because the results are significantly below the trigger level across the site, it is not considered likely that all operatives will work in areas, or on materials, where the paint present will exceed 1% lead content. Therefore, it is not considered likely that all persons shall be regularly exposed to significant airborne lead levels over half the OEL or at any time at or beyond the OEL over an 8 hour TWA or when averaged over a notional 40 hour working week.
However, safe working methods shall be adopted for all activities where there is a generation of dust, fume or vapour associated with disturbance of painted surfaces or building materials.

Personal Protective Equipment (PPE) shall be provided to prevent exposure of skin to lead based paint. This shall be disposable or able to be cleaned. These items shall be changed at the end of a shift and prior to leaving a work area and entering other areas considered to be “clean”. These shall include coveralls and gloves.
Welfare facilities shall be provided to allow all operatives likely to be exposed to lead based paint to clean hands and faces prior to eating, drinking or smoking. The facilities shall be separate from welfare provided for other operatives.
All operatives provided with PPE for protection against exposure to lead shall be given suitable information, instruction and training in their use, maintenance and disposal.
Because the presence of lead in the paint is not consistent across the site, then supervision of work against the presence of lead is not possible and the reliance will be on PPE rather than reduction of lead release by engineering control (local exhaust ventilation); however dust suppression techniques shall be employed wherever practicable to reduce the general generation of all dust, thus reducing the potential for lead/dust inhalation.
Consideration shall be given to use of alternative working methods available to reduce the generation of dust, vapour and fume during the demolition activities.
Consideration shall be given to the duration and nature of the works undertaken when assessing the likely exposure to lead. Variation of work type location in the building can reduce the likely exposure and, based on both 8 hour TWA and 40 hour notional working weeks, this may reduce the lead exposure down below significant levels.
Respiratory Protective Equipment (RPE) L132 makes provision for works where the likely exposure to lead is sporadic and/or of low intensity, in particular it specifies construction or demolition work where RPE, along with the methods described above, may be the only practicable means of prevention or reduction of lead inhalation. Paras 73‐80 inc refer.
Similarly as for PPE, the correct type and specification of equipment shall be selected in accordance with HSG53.
Also, all operatives issued with RPE shall be given suitable information, instruction and training in their use, maintenance and disposal.
Handling of Waste Materials Where appropriate, any lead contaminated waste shall be segregated from normal waste to ensure that the requirements of the Hazardous Waste Regulations 2011 are met.
Although the lead based paint contains insignificant levels of lead, additional analysis of the lead paint may be necessary prior to disposal of waste. This will be in accordance with the Waste Acceptance Criteria (WAC) defined in the Hazardous Waste Regulations. Consultation will be required with the designated licensed waste contractor and the requirements for disposal of any waste will depend on the nature and quantity of the waste generated.
