SUBJECT: Questions and answers QUUG 23-1017 – RPR Transformers Substations MULTI

(FA5575-25-B-0002)

1. The paragraph 2.6.3 of section 26 11 16 SECONDARY UNIT SUBSTATIONS of Attachment 1a Specifications (Eng)- Transformers Multi.PDF says:

“2.6.3 The interconnection between the high tension protection cabinet and the power transformer shall be of dry unipolar insulating copper wire, 1x35 mm², RHZ1 OL 12/20 KV and utilized for the ends of the necessary diffuser cone sets, in case that the wires need to be replaced.”

Please confirm if this type of cable of 35 mm2 is mandatory or it is possible to use any other type of cable.

Response:

The wire technical designation should be RHZ1 OL 12/20 kV manufactured in copper and 35 mm² of section, is the HV lines standardized wire in Morón Air Base for these type of facilities.

2. The paragraph 2.2.1 of section 26 20 00 INTERIOR DISTRIBUTION SYSTEM of Attachment 1a Specifications (Eng)- Transformers Multi.PDF says:

“2.2.1 Rigid Steel Conduit (Zinc): ANSI C80.1. Galvanized steel. To be installed where exposed to weather, where subject to physical damage, where exposed on exterior of buildings and where so indicated in project drawings.

1.2.1.1 Fittings for Rigid Metal Conduit: Threaded-type. Split couplings unacceptable.”

Please confirm if according to ANSI C80.1 this type of conduit and its accessories are mandatory or it is possible use other similar.

Response:

For stand-alone buildings such as prefabricated concrete transformer buildings, it is necessary to use this type of electrical conduit to avoid moisture condensation and thus comply with NFPA 70, which is why the connections must be of the threaded type.

3. In “Attachment 6 QUUG 23-1017 CCE blank” used to the price proposal, there are predetermined the 15% for the Overhead and 10% for Profit.

Please clarify if the contractor could modify these percentages.

Response:

Yes, of course, all offerors are free to modify those percentages.

4. In action 1536, there is an existing generator. Could this generator be used during the duration of the work to temporarily supply power to building 1536? If so, would we need to provide fuel for the generator?

Yes, the existing generator could be used along this work coordinated with generators workshop and will be refilled by our workshop. Remark that this generator will be used only to maintain energized building 1536, will not be used for contractors needs.

5. For the rest of the actions, would it be necessary to provide generators and fuel during the duration of the work?

For Building #1551 is not needed, but for BAK-12 North and South, the buildings which are feeded by these transformers will be signaled by lighting beacons with batteries and photovoltaic panels with twilight sensor for automatic switch-on mode. Once the work has been finished, these beacons will be handed to the electrical workshop for storage.

6. Regarding waste management, especially in the case of transformers, is this our responsibility?

Before taking the transformers to recycling plant, the contractor will consult with the electrical shop if he wants to keep any of them as a service transformers.

The transformers that are discarded will be recycled. Afterwards, a certificate of recycling of the metallic parts will be sent as a submittal with a special mention of the refrigerant oil.

All according to specification 02 41 00 Demolitions.

7. Are we responsible for carrying out the maneuvers required to create protected zones without voltage?

Electrical shops will maneuver the affected utilities always coordinated with contractors by lockout – tagout ( LOTO) procedure.

8. We could not locate single-line diagrams for the LV panels. Could you provide them?

Response:

Attached is a new drawing package named “Attachment #2 QUUG 23-1017 Concept drawings Rev 2”, including single line diagram.

9. In action 1551, does the pricing for the MV line include the valuation of civil works for the ducting?

Yes, include the pricing of the small portion of underground conduit between the existing manhole and the new Transformer vault in the construction item of re-install HV cable.

10. Are auxiliary power generation elements required to supply any emergency equipment during the construction period?

Please read questions 4 and 5.

11. Please, could you indicate the power rating and panel board equipment (LV panels) for each of the transformer stations that need to be considered.
