About this file

This Statement of Objectives (SOO) details a project for replacing transformer substations at Moron Air Base, Spain. The project involves demolishing existing fenced transformers at multiple locations including wells, Building #1551, Building #1536, and Bak-12 north and south. The work is divided into three Contract Line Item Numbers (CLINs): a basic package and two additive packages, with a total performance period of 270 calendar days.

The project requires comprehensive electrical infrastructure replacement, including demolishing existing facilities, removing concrete slabs, and installing new transformer vaults with full equipment. Each CLIN specifies detailed requirements such as installing high voltage switchgear (24 kV), protection equipment, power transformers (ranging from 50-75 kVA), electrical cabinets, interior and exterior LED lighting, and associated electrical infrastructure. The estimated project value is between $500,000 and $1,000,000, with a solicitation restricted to local Spanish sources. The bid submission deadline is 30 June 2025, with a pre-proposal conference scheduled for 5 June 2025, and the government reserving the right to cancel the solicitation.
