About this file
This is Amendment 0001 to Solicitation FA524026Q0034, issued by the U.S. Air Force 36th Contracting Squadron at Andersen Air Force Base, Guam, effective September 2, 2026. The amendment updates the original solicitation with government responses to industry questions, clarifies instructions to offerors, and incorporates revised attachments including Performance Work Statement REV1, Price List REV1, Wage Determination 2015-5693 Rev 29, and Past Performance Fact Sheet REV1. This is a 100% Small Business Set Aside for a firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) contract for Utility Vehicle Maintenance and Repair Services at Andersen Air Force Base. The solicitation requires submission of three volumes: Volume I (complete conforming quote via SF1449 with pricing on all Contract Line Items, maximum 10 pages); Volume II (summary data including Past Performance Fact Sheet and supporting documentation); and Volume III (pricing information using the provided Price List Excel template). Quotes must be submitted electronically in Microsoft Office 2016 or later or PDF format, valid for 90 days, with all pricing in U.S. Dollars.
Evaluation criteria include a mandatory Pass/Fail screening gate on the Past Performance Fact Sheet, requiring "Yes" responses to all questions for acceptability. Offerors must provide up to three recent and relevant past performance citations completed or ongoing within the past three years, with minimum annual contract value of $100,000 for Utility Vehicle Maintenance and Repair Services. Relevant past performance must demonstrate similar scope, magnitude, and complexity to the Performance Work Statement requirements. The three Contract Line Items are: CLIN 0001 for Periodic Scheduled Maintenance at fully burdened fixed rates; CLIN 0002 for Repair Services at fully burdened fixed rates with parts invoiced at actual cost with zero markup; and CLIN 0003 for Pickup and Delivery/Transportation at fully burdened fixed rates. The amendment also adds requirements for contractor access to Department of Air Force installations, health and safety compliance, marijuana prohibition notice, and establishes an ombudsman contact for resolving concerns. All firms must be registered and active in the System for Award Management (SAM) database with valid UEI, CAGE code, Tax ID, and small business status documentation.

NOTICE AND ACKNOWLEDGEMENT OF PROHIBITION OF USE OR POSSESSION OF MARIJUANA AND PARAPHERNALIA ON FEDERAL PROPERTY AND
ANDERSEN AIR FORCE BASE
Section 812 of the Controlled Substances Act (21 U.S.C. (S) 801) identifies substances controlled by the Federal Government. Marijuana (Cannabis, THC) is identified as a Schedule I, controlled substance, meaning its use or possession is prohibited and may be a criminal offense. While Guam has decriminalized the use of marijuana for medical or limited recreation use, it is still a controlled substance under 21 USC (S) 802(6) and prohibited on Federal property and military installations, including Andersen Air Force Base. Use or possession of Marijuana (Cannabis, THC), derivative products, and paraphernalia (e.g., pipes, water pipes, e-cigarettes, etc.) on Federal property--including Andersen Air Force Base--may result in fines, criminal prosecution, removal, debarment from the installation, and/or revocation of installation driving privileges in accordance with DoDI 5200.08.
Any delays or interruptions to contract performance caused by the Contractor employee's drug use or possession will be at the expense of the Contractor. No adjustments or claims shall be authorized under FAR 52.242-17. Additionally, the Contractor may be liable for costs related to processing, removing, and debarring violators from the installation. Violations may also result in negative contract performance reviews, as determined appropriate by the contracting officer and their representatives.
Ombudsman
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, AFICC/KH (Chief Enlisted Manager), 25 E Street, Suite B-100, JBPH-H, HI 96853-5427, Phone: (808) 449-8569, FAX: (808) 449-8571, e-mail: afica.kh@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
The ombudsman has no authority to render a decision that binds the agency.
Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and
Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes
The contracting officer may, by written order, direct Department of the Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.

Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and any additional requirements to comply with local security procedures to obtain a vehicle pass.
During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

To be recent, the contract citation must have been completed or ongoing within the past three (3) years from the date of issuance of this solicitation for a minimum of a one
(1) year period. Past Performance for contracts exceeding the timeframe for this definition of recency will be excluded from evaluation.
Relevant contract citations include performance of Utility Vehicle (or comparable equipment) Maintenance and Repair Services for Government or commercial customers that are equal to or greater in scope, magnitude and complexity of the requirement described in the attached PWS.
