About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration Wage and Hour Division. The document, dated August 11, 2026 (Revision 28, Wage Determination No. 2015-5693), establishes prevailing wage rates for service contract employees working in Guam, Northern Mariana Islands, and Wake Island.
The wage determination encompasses over 100 occupational classifications across multiple categories including administrative support, automotive service, food preparation and service, furniture maintenance and repair, general services and support, health occupations, information and arts, information technology, instructional occupations, laundry and dry-cleaning, machine tool operation and repair, materials handling and packing, mechanics and maintenance and repair, personal needs, plant and system operations, protective service, recreation, stevedoring and longshoremen services, and technical and transportation/mobile equipment operations. Hourly wage rates range from $8.97 (Bus Aide) to $46.07 (Air Traffic Control Specialist, Center). All listed occupations receive fringe benefits of $5.92 per hour up to 40 hours per week ($236.80 weekly or $1,026.13 monthly), with an alternative rate of $5.42 per hour under EO 13706 for SCA-covered contracts. Standard benefits include two weeks paid vacation after one year of service and four weeks after three years, a minimum of eleven paid holidays annually, and uniform allowances where required. Special pay differentials apply to computer employees exempt under certain circumstances, air traffic controllers and weather observers receiving night pay and Sunday pay supplements, and hazardous duty positions receiving either an 8 percent or 4 percent differential based on exposure level to explosives and incendiary materials. Additional authorization for unlisted occupational classifications requires submission of Standard Form 1444 to the Department of Labor for conformance review and approval prior to performance of contract work.
