About this file
This document is a Response to Questions and Assumptions for federal contract solicitation FA524026Q0034, issued by the Air Force for Basewide Utility Vehicle Maintenance and Repair Services at Andersen Air Force Base. The Q&A clarifies 48 substantive questions regarding contract requirements, pricing, past performance evaluation, insurance, labor compliance, and operational procedures.
Key operational requirements include: maintenance and repair services for utility vehicles with preventive maintenance (PM) triggered by whichever occurs first—hours or months; diagnostic services billed separately from repairs, though both may be billed if a repair is subsequently authorized; pickup and delivery transportation under CLIN 0003 with uniform pricing across all Andersen AFB locations; and warranty rework performed at no additional cost to the Government. The contractor must maintain OEM-equivalent diagnostic tooling and commercially available service information but is not required to hold authorized dealer status. Past performance evaluation uses a standalone pass/fail gate on the Past Performance Fact Sheet requiring demonstrated capability to service at least ten equipment items concurrently; receiving even one "No" answer renders the quote unacceptable and ineligible for further evaluation. Offerors must provide pricing to the nearest dollar for all green-boxed cells on the price list, with over-and-above work negotiated at the task order level using formal repair quotes. Insurance coverage must be sufficient to cover full replacement value of all equipment in contractor custody. The Government does not guarantee minimum task order frequency or value, with orders issued on an as-needed basis. Price adjustments are limited to revisions in prevailing labor rates per FAR 52.222-43, and the $2,500 minimum guarantee applies to the entire five-year ordering period.

Reference Attachment 4 - Past Performance Fact Sheet REV1
Solicitation Section 2.3, Table 2 note, versus Attachment 4
