The Contractor shall provide comprehensive commercial maintenance and repair services for the AAFB utility vehicle fleet, including All Terrain Vehicles (ATVs), Utility Task Vehicles (UTVs), Low-Speed Vehicles (LSVs), and motorized/electric golf carts. Services encompass three primary categories: (1) CLIN 0001 Periodic Scheduled Maintenance (PM) with pre-priced unit rates for four maintenance levels across gas ATVs/UTVs, diesel UTVs, and electric carts; (2) CLIN 0002 Repair Services covering 34 specific repair ELINs (0002AA through 0002BK) including diagnostics, drivetrain work, suspension, brakes, wheels, electrical, fuel systems, cooling, cab/body, and HVAC services with established pre-priced labor rates and separately-priced parts; and (3) ELIN 0002BF Over and Above (O&A) Maintenance and Repair for complex mechanical, electrical, or structural failures requiring diagnostic evaluation and formal repair quotes. All work shall follow Original Equipment Manufacturer (OEM) specifications and commercial industry standards. The Contractor is responsible for pickup and delivery of vehicles within three business days, maintaining pickup/delivery coordination with the designated Government Point of Contact. Turnaround time for PM services is five business days from inception; repair services turnaround shall be identified in approved Formal Repair Quotes. The Contractor must provide Formal Repair Quotes within five business days (or up to ten days for specialized repairs) of identifying repair requirements, with COR authorization required for quotes under $2,500 and Contracting Officer authorization for quotes exceeding $2,500. All parts pricing must reflect actual costs with no markup; parts exceeding $500 require two competitive quotes unless sole-source. The Contractor assumes full liability for vehicles in its custody and must maintain comprehensive insurance. A 90-day/50-hour labor warranty applies to all repairs, with priority warranty rework response within two business days at no cost to the Government. Required deliverables include Quality Control Plan (within 15 days of award), Formal Repair Quotes, Joint Inspection/Condition Reports for each pickup/delivery, and weekly Maintenance Status Reports. Government coordination occurs through the designated COR; contractor personnel require Defense Biometric Identification System (DBIDS) access. The equipment fleet consists of approximately 100 utility vehicles across multiple Polaris, Yamaha, Cushman, and Kawasaki models owned by various AAFB units, with electric carts to be determined. Service performance standards establish 95% compliance thresholds for pickup timeliness, turnaround time, delay notifications, and deliverable submission, with 98% compliance for condition reports and formal quote submission.

Following the diagnostic evaluation, and prior to commencing any O&A work, the Contractor shall submit a formal, itemized Repair Quote to the COR within five (5) business days of identifying the requirement.
For specialized repairs and parts, the COR may approve an extension of the Repair Quote due date to up to 10 business days of identifying the requirement.
For routine repairs where parts are locally stocked or already on-hand, the Contractor is strongly encouraged to submit the quote within 24 hours to maximize Utility Vehicle availability.
The quote must include:
a) Utility Vehicle Identification: Year, Make, Model, and Government ID/Bumper Number or VIN.
b) Diagnostic Findings: A clear description of the failure and its probable cause (e.g., wear and tear, operator error, or part defect).
c) Labor Estimate: The total estimated labor hours and labor cost required to complete the repair.
d) Parts Estimate: An itemized list of all required Original Equipment Manufacturer (OEM) or equivalent parts, fluids, and materials, and estimated cost. Estimate must clearly demonstrate the actual price to be paid by the Contractor to the supplier, including any itemized shipping or delivery fees.
e) Turnaround Time: The projected number of calendar days to complete the repair once authorization is received and parts are available.
The Contractor assumes the risk of providing an accurate Repair Quote. The Government reserves the right to deny additional costs for the scope of work identified in the approved Repair Quote
2.2.5.2 Authorization To Proceed
For Repair Quotes less than $2,500.00, the COR may authorize the repair provided it does not exceed the funding limits of the Task Order.
For Repair Quotes more than $2,500.00, the CO may authorize the repair.
If the Government determines the repair quote exceeds the current value of the Utility Vehicle or otherwise declines the repair, the Contractor shall reassemble the vehicle (if requested) and bill only for the authorized diagnostic ELIN.

Diagnosis," "Awaiting Parts," "In Repair," "Pending COR Approval for O&A Quote,"
"Ready for Delivery").
h) Parts Status (If Applicable): If an Utility Vehicle is delayed due to parts backorders, the report must include the specific part ordered, the date ordered, the vendor, and the
Estimated Time of Arrival (ETA).
i) Estimated Completion Date (ECD): The projected date the Utility Vehicle shall be returned to Fully Mission Capable (FMC) status and delivered to AAFB.
2.6 Parts and Materials
2.6.1 OEM vs. Aftermarket Parts
Unless otherwise specified or approved by the COR, all replacement parts shall be Original
Equipment Manufacturer (OEM) or "OEM-equivalent" in quality, fit, and performance.
2.6.2 Parts Estimate
If the cost of a single part, or aggregate of parts for a single repair, exceeds $500.00, the contractor shall provide a minimum of two (2) competitive quotes from different suppliers to ensure the
Government receives fair and reasonable pricing.
The only exception to this requirement is if the part is a sole-source item. For the purposes of this contract, "sole-source" means that the OEM part can only be purchased from one authorized retailer or supplier.
2.6.3 Unallowable Profit and Fee
The Government shall pay the contractor for the actual cost of parts, materials, and standard shipping/freight charges. The contractor shall not apply any profit, fee, or markup percentage to the cost of parts or shipping. All profit, administrative costs, and general overhead must be fully burdened into the Pre-Priced Unit Prices established in the primary maintenance ELINs.

2.7.2.1 Labor Warranty:
The Contractor shall provide a standard labor warranty covering all repair services for a period of ninety (90) calendar days or fifty (50) engine hours, whichever occurs first. This labor warranty begins on the date the Utility Vehicle is accepted and returned to Fully Mission Capable (FMC) status by the COR.
2.7.2.2 Parts Warranty:
All installed parts shall carry the standard manufacturer’s warranty. The Contractor shall pass all manufacturer parts warranties directly to the Government and assist the COR in processing any parts warranty claims.
2.7.3 Corrective Action (Rework)
If the Government determines that a Utility Vehicle has failed or is degraded due to defective workmanship, improper reassembly, or the failure of a part installed by the Contractor during the
Warranty Period, the Contractor shall perform all necessary corrective actions (rework) to restore the Utility Vehicle to FMC status.
If the Contractor is unable to restore the Utility Vehicle to FMC status, the Contractor shall provide consideration to the Government. This consideration shall be negotiated with the Contracting
Officer and may include discounts, service credits, or fair market value compensation.
2.7.3.1 No Cost to Government:
All rework, including the cost of diagnostic labor, replacement parts, fluids, and any necessary transportation or towing, shall be performed at no additional cost to the Government.

parts are required, the Contractor shall submit a parts order confirmation to the COR, and the vehicle must be returned to FMC status within five (5) business days of parts receipt.
2.7.4 Voiding of Warranty
The Contractor’s workmanship warranty shall be considered void if the COR, in coordination with the Contractor, determines through verifiable evidence, that the subsequent failure was caused directly by:
a) Operator Abuse: Operation of the vehicle outside of its designed mission parameters or
OEM limits (e.g., rolling the vehicle, intentional submersion above the intake).
b) Unauthorized Modifications: Modifications or alterations made to the repaired system by
Government personnel without the Contractor’s knowledge.
