MEMORANDUM FOR ALL PROSPECTIVE QUOTERS

SUBJECT: Question and Answer (Q&A) for C-130 Maintenance Stands for Yokota Air Base, Japan

Reference: Request for Quote (RFQ) Number FA520925Q0063

1. We received the below questions from prospective quoters for the referenced RFQ and hereby provide the responses below.

1 "According to PARA 1.2.1.2, it states that “stands must have mechanical lifting mechanisms in case of operation failure.”

Does this mean that the all stands are required to be equipped with an automatic lifting system operated by hydraulics or motors as the primary system, with a mechanical lifting mechanism installed as a backup? "

That is correct. If the primary auto lifting capabilities fail, there needs to be a method for us to still raise and lower the stands.

2 Could you please advise on the anticipated timeline for when funding will be made available for this requirement?

The Government may receive funding for a portion of the CLINS for this requirement before 30 September 2025

3 Does the USAF intend to make use of contract options within this procurement?

The Government intends to use option as identified in the solicitation for this requirement.

The Government intends on exercising all or a portion of the options CLINS, which will depend on the availability of funding.

4 Is the requested wrap-around system intended to be a direct copy or slightly modified version of the existing system currently in use at Yokota AB?

The request is for a slightly modified version.

5 "Could you please provide background on the existing wrap-around system, including:

o The original supplier o Whether there is an active contract still in place.

The company was SIGNYS and there is no active contract.

6 "Based on NFPA 70 (NEC), UFC, and AFOSH standards, only areas within approximately 18 inches above floor level— where fuel vapors may accumulate—are typically classified as hazardous and require explosionproof-rated equipment (Class I, Division 1 or 2).

Since the ISO Stands are designed for wing and fuselage access and are positioned well above these hazardous zones, our understanding is that outdoor-rated industrial components (NEMA 3R/4X, IP65/IP66 with GFCI protection) would be sufficient and compliant.

We respectfully request your confirmation on the following point:

• Is it acceptable for the ISO Stands to utilize outdoor-rated electrical and lighting components rather than explosionproof equipment, provided that they are not installed within designated hazardous zones of the hangar?"

Yes, it is acceptable for the ISO Stands to utilize outdoor-rated electrical and lighting components rather than explosion proof equipment.
