374th Airlift wing

MEMORANDUM FOR ALL PROSPECTIVE QUOTERS
SUBJECT: Question and Answer (Q&A) for C-130 Maintenance Stands for Yokota Air Base, Japan
Reference: Request for Quote (RFQ) Number FA520925Q0063
1. We received six (6) questions from prospective quoters for the referenced RFQ and hereby provide the responses below.

1 Do you have a model of the C130J Short/Long you can give us? If not a more detailed drawing package?
Please see attached PDF (Combined dimensions) for more detailed drawings
2 What is the size of the landing gear door? How much space do you need to work in that area?
The main landing gear door is 122 5/8 inches long by 37 1/8 tall. Approximately 10 feet from the fuselage is needed in order to allow tools and equipment to be effectively utilized in that area.
3 What are the dimensions of the landing gear wheels?
The nose landing gear tire has a diameter of approximately 36 inches and a width of 12 inches.
The main landing gear tire has a diameter of approximately 53 inches and a width of 18 inches
4 Do you want the platforms to parallel to the ground? Or follow the Dihedral of the wings?
Follow the dihedral of the wings.
5 We can accommodate the replacement of engine gear and propellers. But will you need to drop the tanks through the platforms?
Tanks will not need to be dropped through the platforms
6 Will the aircraft always be on jacks or landing gear? What is the estimated height difference between the two?
The aircraft will always be on jacks when stands are in use.
7 Is the windshield stand required, and the Radome is what needs to open when it's in place correct?
The windshield stand is required to grant optimal access to windshields for detailed inspections.
The radome is what needs to be open when stand is in place.
8 Do you need a ramp on the tail section? Rather than stairs?
Both a ramp and stairs are viable options.
9 What is the top deck height of the tail platform? 99 inch basic work platform and then an additional elevated platform of 47 inches from the basic work platform.
10 Can we clarify please, the Solicitation indicates responses are due on the 19th of September (local Time), yet questions will be accepted up to the 18th of September. We were wondering if the proposal due date is correct given there would not be time to react to any responses from questions posed on the 18th, and 10 days seems a short time to put together a proposal of this size and complexity.
The bids submission timeline is extremely tight;
the government anticipates any interested vendor to submit their questions for the subject requirement as soon as possible in order to formulate their company bids submission by the solicitation close date of 19 Sept 2025 deadline.

11 1.2.1.2 - The total intended design elevating range is 20" (76 from ground to working deck surface to 96" from ground to working deck surface)

12 1.2.2.4 - The required 3ft (36") lifting capability is in addition to the assumed 20" from the platform deck?
Yes, this would be a elevated platform off of the original working surface.
13 1.2.4.2 - Is it the intent that the stands have a nominal design working deck height of 81" - 5"/+15"
Basic stand height will require 81 inches and then be able to raise an additional 15 inches.
14 1.2.4.5 - Does ladder in this section refer to an articulating stairway, and not a fixed rung ladder?
Fixed rung
15 1.3 - Is it the intent to order the stand in multiple purchase events? If so can we provide cost options for zones purchased together as well as individually? The deployment costs and manufacturing efficiencies will be much more favorable if multiple zones are purchased together, rather than separate discrete events. In addition, the design costs will need to reflect the entire system, as a complete system will need to be designed
The intent is to order in multiple purchase events due to the total cost of the stands and the budget allowed by the USAF. We would request for the cost option be broken up by main sections; left wing, right wing, nose, and tail. Additionally, if those costs are to high we will be required to break down the purchases even further to fit into the budget.
16 1.4.1 - To offload, assemble, install and commission an aircraft docking system as described in the SOW would typically take 3-4 weeks, as the stand will need to be shipped in sea containers. Outside is not an issue, however, please consider assembly will need to be coordinated carefully if located outside as inclement weather can cause significant installation delays. In addition, electrical installation will ideally need to occur indoors and can take a week or more.
Due to our current schedule of aircraft coming through our hangar we don't have the ability to give 2-3 weeks at once in the hangar. If we are able to order in section broken out above; left wing, right wing, nose, and tail, there would be a better chance of extended time to assemble.
However, our hangar is not the most spacious and with our current stands and aircraft going through in the inspection process the space available would still be limited. The flexibility of the hours is easy to accommodate to ensure most of work could be accomplished in the hangar space provided. I believe the best practice in this situation would be to assemble one stand at a time and then coordinate with a USAF member on where it can be placed until the set is ready to be used.
