MEMORANDUM FOR ALL PROSPECTIVE QUOTERS

SUBJECT: Question and Answer (Q&A) for C-130 Maintenance Stands for Yokota Air Base, Japan

Reference: Request for Quote (RFQ) Number FA520925Q0063

1. We received the below questions from prospective quoters for the referenced RFQ and hereby provide the responses below.

1 Are solutions that utilize only mechanical lifting aids, such as 24" jacks, acceptable? We worked with the end user on ROMs and different solutions for the past year, there was never any indication that the platforms must be hydraulically driven

Any solution utilizing only mechanical lifting aids are acceptable.

2 How long is pricing required to be held once quotes are submitted, especially if not all items are purchased at once? Considering potential price increases over the next six months, would revised quotes down the road be acceptable?

The subject requirement is a Firm Fixed-Price contract. Contracting proposed pricing should be held for all CLINs including option items

3 Due to the nature of this project’s proposal, which contains a large number of images and 3D rendering materials, it seems practically difficult to prepare the submission within the 3MB file size limit.

If there are issues with submissions due to file size, the following method may be pursued.

(1) Send an email request to the Contracting officer and the Contracting specialist informing us that you would like to make a submission through DoD safe which will allow vendors to send up to 8GB files at once (2) The email should state which email address or address' the link should be sent to (3) After uploading the files to DoD Safe it is the offeror's responsibility to notify the Government of the number of files they have uploaded (4) Even if this method is utilized for submission, offerors must submit their offer prior to the deadline.
