MEMORANDUM FOR ALL PROSPECTIVE QUOTERS

SUBJECT: Question and Answer (Q&A) for C-130 Maintenance Stands for Yokota Air Base, Japan

Reference: Request for Quote (RFQ) Number FA520925Q0063

1. We received six (6) questions from prospective quoters for the referenced RFQ and hereby provide the responses below.

1 I am inquiring if the government has the rights to the TDP for the ISO stands.

Assuming TDP is a “technical Data Package," we do have the rights to the current stands data package.

2 does the complex or will the 374th have a representative at this year’s C-130 Technical Coordination Group (TCG) Conference?

We may be in attendance, however at this point it is not guaranteed.

3 Material of Stands – Could you please confirm whether the maintenance stands are required to be manufactured from a specific material (e.g., aluminum, steel), or if the contractor may select the material as long as all durability, OSHA compliance, and performance requirements are met?

Aluminum is our preferred material due to its lightweight structure. However, the contractor may select material as long as it meets all of our needs.

4 Site Visit / Measurement Opportunity – In the event of an award, will there be an opportunity for our engineering team to visit Yokota Air Base to take actual measurements on the C-130 aircraft fuselage, and/ or to conduct a technical meeting with the maintenance team to finalize fabrication details prior to production?

A site visit can be arranged. We can also provide preliminary measurements upon request.

5 Technical Specification / Drawings (Paragraph 1.1.4) – Should the required design drawings be submitted as 3D renderings, or are 2D-detailed drawings sufficient as long as they clearly illustrate compliance with all requirements?

6 To ensure timely submission of questions, we would like to confirm the official deadline for offeror inquiries regarding this solicitation.

The official deadline for submission of questions will be 1500 hours Japan Standard Time, on 18 September 2025
