About this file
This document contains questions and answers regarding Solicitation No. FA520920B0011 to repair air conditioning units at Building 103 at Camp Zama, Japan. The solicitation requires architectural, mechanical, and electrical work to remove existing air conditioning systems and install new units and associated ducting, piping, wiring, and fire alarm systems. The work must follow Intelligence Community Directive/Intelligence Community Standard ICD/ICS 705 for construction of Sensitive Compartmented Information Facilities. Clarification was provided that the facility security requirements and use of U.S. citizen labor apply only to Area A, while other areas allow local national labor. The DD254 was revised to indicate a secret-level rather than top secret classification and no contractor handling of classified information.

Questions and Answers for
Solicitation No. FA520920B0011
(DATE: 21 Sep 20)
Question: There are some contradictory requirements between the Amendment CSP & Q&A (dated 16 Sep 20, Attachment 7 in Section J).
(1) The CSP does not define the “project site” that it applies to. Our understanding is that the CSP applies only to Area “A”. Q&A (17) states that Local National labor can be used for all work outside of Area “A”. The CSP 5.b. states that “100% of the facility interior work requirement will be completed (by) US Citizens under cleared escort…”. The Q&A (17) response makes sense if the CSP applies only to Area “A”. Please confirm CSP requirements are limited to Area “A”. Please confirm use of LN labor inside the building.
Answer: CSP will be revised to clarify that only Area “A” under this project shall be performed by the US citizens with “Secret Clearance” and other area can be performed by local national. An amendment will be issued to revise CSP.
(2) Q&A (4) – The response to Q&A (4) states that no classified documents will be distributed to contractor. So in fact the contractor will not be handling/safeguarding classified information at any classification level. Only the Government will be handling/safeguarding classified. Recommend revising the DD‐254, removing safeguarding requirement as imposing TS safeguarding requirements on the contractor quite and extensive and expensive and does not appear to be necessary.
Answer: DD Form 254 (Draft)(Attachment 4 in Section J) has been revised; “Secret” for block 1a.
and “None” for block 1b. An amendment will be issued to revise DD Form 254 (Draft).
(3) Q&A (16) – The DD‐254 states TS FCL Requirement. By way of DD‐254 I think it is clear the
Contractor Firm must have a TS FCL. However, the guidance in Q&A (16) is unclear and the CSP only requires US Citizen labor under escort. I did not present the question, but I think the question is asking if Secret cleared US labor can be used in Area “A”. The answer states “Yes”, thus allowing use of secret cleared US labor, then further states “contractor have to have top/secret clearance for Security Area “A””. The “Contractor (the firm)” will have TS FCL. Is the response stating that utilization of US labor with either Top Secret or Secret personal clearance is allowable in Area “A”?
Answer: Please see answer (2) above.
