I. PURPOSE :
1. This construction security plan (CSP) will apply a risk-based rationale to obtain the highest level of security at the lowest cost. The testing protocols for the CSP will be “Timely,” “Adequate,” “Sustainable,” and “Cost Effective.” This process will be maintained for the entire project life cycle, which is outlined below.
2. This document will address these CSP activities:
a. Construction Material Acquisition
b. Construction Material Transportation
c. Construction Site Security
d. Administration
e. Labor
f. Access Procedures and Personnel Screening
g. Physical Security Procedures
h. Construction Surveillance Procedures
3. This CSP is a living document that will be regularly reviewed, and updated as required, to reflect changing conditions and the current status of the project. Significant changes to the plan will be addressed by an amended CSP.
4. This CSP will be issued to the contractor and incorporated as a part of the overall construction contract.
II. CSP Organizational Roles, Responsibilities, and Definitions:
1. INSCOM. United States Army Intelligence and Security Command is higher headquarters to the 500th Military Intelligence Brigade. INSCOM G2 will determine its appropriate staff section for each referenced task or responsibility.
2. USAG-CZ. The United States Army Garrison – Camp Zama is the owner of the facility and manager of the installation. USAG-CZ is responsible for the maintenance of the facility and all non-mission systems of the facility.
3. DPW. Directorate of Public Works may be referred to as “DPW” and will include all US employees directly employed by the DPW as well as all vetted contractors and subcontractors associated with this project. The DPW will be the administrative point of contact for contracted engineers, technicians, and construction personnel. The DPW Project Manager will determine its appropriate staff section for each referenced task or responsibility.
4. AO. The Accrediting Official is responsible for the accreditation of this facility and may include any other divisions as required for this construction project. The AO will provide program management and approval for this Construction Security Plan (CSP). The AO will determine additional staffing requirements for the CSP. The AO is A5141.
5. SSR. The Special Security Representative from the 311th MI Battalion is appointed by the Special Security Officer ( 513th MI BDE SSO) and is the point of contact for all security matters related to the facility and, with respect to this CSP, and is the local representative for the AO.
6. SSM. The Site Security Manager will be is the point of contact for all security matters related to the construction site and will be present on site during duty hours from start to finish of the construction project. The SSM will have copies of documentation related to this project, such as the work schedules, access rosters, scope of work, construction review meeting minutes, inspection reports, and any security violation reports. The SSM will provide individuals with briefings on Department of Defense security policies and procedures, including prohibited items.
The SSM will have adequate staff of support personnel to implement this CSP.
7. CS. The Construction Site includes the entire facility and surrounding limits of Building 103.
Access control will be in a location to be determined by the SSM, with consultation with prime contractor to minimize the disruption to ongoing operations. During non-working hours, the construction site will be secured and under constant surveillance. The SSM will determine the after-hours surveillance method, which may include video surveillance and IDS during non-working hours. The USAG-CZ military police will routinely patrol and conduct periodic inspections of the construction site.
8. SSA. The Secure Storage Area will be determined after contract award. All construction material, unless otherwise specified and approved by the SSM, will be delivered to and stored at the SSA until required by the construction contractor at the construction site. At the SSM’s discretion, the SSA may also be manned or under 24/7 video and IDS surveillance during non-working hours.
9. Installation Access Pass. All contractor personnel assigned to the construction project will have an installation access pass as required by USAG-CZ. The only exception to this will be delivery personnel making deliveries directly to the construction site. This requirement will not be waived.
10. Construction Site Access Pass. Prior to starting work in the CS all personnel and vendors shall be approved by the AO. At the SSM’s discretion, a separate distinctive CS access pass shall be issued to each contractor approved for CS access. Personnel and vendor screening are described in Section III Paragraph 6.
11. Construction Phase. The construction phase begins when the construction contractor is issued the Notice To Proceed (NTP) for construction and ends when the work has been accepted.
III. Facility Construction and Design Considerations:
1. Construction Material Acquisition:
a. The construction contractor will submit a detailed list of materials to be procured for use on the exterior and interior of the project. The list will identify the item, vendor and method of procurement and shipping. Any vendor within Japan may be used once vetted and approved by the SSM. In the event that another source is used after approval, the contractor will provide the SSM with the source information prior to ordering of the material.
b. All interior non-inspectable items will be procured by the government and provided to the contractor for installation. All interior inspectable items will be provided by the government or randomly procured and inspected by the SSM prior to introduction.
c. The following procedures will be observed for obtaining and using construction materials on the construction project:
1) OPSEC, secure storage and visual inspection are the prime risk mitigation strategies for construction materials.
(a) The construction contractor will use “Directorate of Public Works, Camp Zama, Building 103” as the destination for all construction material, unless specifically instructed otherwise by the SSM. Delivery documentation will only include this delivery address and will not include any customer or project sponsor identification.
(b) Construction materials will be stored in a secure and monitored facility. The SSA will be the primary site; however, the construction site may be used for those items that are too bulky to handle twice, such as large air handlers; items that will be installed outside the facility boundary, such as compressors; or items approved by the SSM.
(c) The procurement and shipping documentation will not identify the intended function for the facility in question nor will it include any customer or project sponsor identification.
2) All construction material, with the exception of larger materials like those noted above, will be delivered to the SSA at least 7 days prior to being used at the construction site and will not be immediately available to the contractor. The contractor must coordinate deliveries to the SSA with understanding that these materials may not be available prior to expiration of the 7 day window. The SSM will make reasonable efforts to reduce the delay between delivery to the SSA and their availability to the construction contractor on the construction site.
3) In the event of an unforeseen situation that requires an immediate purchase of commonly available material, the construction contractor will notify the SSM. The SSM may permit the local purchase of small quantities from a randomly selected source.
(a) The SSM will make the determination for the source of the material in question.
The SSM’s decision will not be made known until the materials in question are to be procured.
(b) SSM assigned personnel will accompany the construction contractor and select the materials. Neither the vendor nor the construction contractor will suggest or offer the material purchased.
(c) No prior notice will be given to the vendor that the materials in question will be procured from their establishment.
(d) Procured materials will be escorted by SSM personnel to the construction site or secure storage area without delay.
2. Construction Material Transportation:
a. With some exceptions, each vendor will make all deliveries to the SSA. The location of the SSA will be specified after award of the task. There are no restrictions to the frequency of deliveries made by each vendor provided they are from vetted sources within Japan.
b. The construction contractor will provide suitable transportation for material between the SSA and the construction site. Once the vehicle and driver have been screened at the initial entry point, they will not be screened again as long as the SSM personnel accompany them during the transportation.
3. Construction Site Security:
a. General: The construction site security shall be initiated prior to the construction contract Notice to Proceed, and remain under SSM cognizance from the onset of the construction process.
The AO will provide technical assistance and guidance as required.
b. The SSM is responsible for complying with and executing the CSP. The SSM is charged to protect the integrity of the facility in question until the U.S. Government accepts the work from the construction contractor. The SSM has oversight on all aspects of project security, access to the construction site and SSA and controls all security assets on the project. The SSM reports directly to the SSO.
c. The SSM personnel will provide site access control, check all personnel and deliveries entering the construction site, provide surveillance functions for construction personnel and execute all other physical security duties as assigned.
d. The SSM personnel will monitor all phases of the construction project and provide surveillance of uncleared, non-US personnel within the construction site and SSA. SSM Staff personnel will not interfere with the work-persons. The SSM personnel will not be a substitute for the DPW or contractor QA/QC personnel.
4. Administration
a. All design information, such as construction drawings (paper and/or digital), specifications, contracts, statements of work, any other related documents, regardless of format or composition, such as narrative, drawings, or pictures, will be used, controlled, disseminated, stored, and disposed of in the manner specified in Attachment #B. OPSEC and classification issues are paramount. Sensitive aspects of these documents shall be classified in accordance with the project classification guidelines and identified critical program information. The End User and DPW will maintain a set of final drawings that reflect redlines and as-built configuration, and the set will be available for technical security and life-safety assessments.
b. The SSM will audit the use of these documents, and will provide guidance per the classification guide and provide recommendation to the DPW. The DPW will coordinate with the SSM for distribution and use of these documents. The prime contractor will distribute drawings and related documents to the subcontractors as required for the portion of work the subcontractors have been contracted to perform. The prime contractor will require that these subcontractors restrict access to these documents upon completion of the contracted work to the prime contractor.
