Store and service construction equipment at areas designated for collection of oil wastes. Prevent ponding of stagnant water conducive to mosquito breeding habitat. Prevent run-off from site during demolition and construction operations.
3.1.2 Land Resources
Prior to construction, identify land resources to be preserved within the work area. Do not remove, cut, deface, injure, or destroy land resources including trees, shrubs, vines, grasses, topsoil, and landforms without permission from the Contracting Officer.
3.1.2.1 Erodible Soils
Plan and conduct earthwork to minimize the duration of exposure of unprotected soils, except where the constructed feature obscures borrow areas, quarries, and waste material areas. Clear areas in reasonably sized increments only as needed to use the areas developed. Form earthwork to final grade as shown. Immediately protect side slopes and back slopes upon completion of rough grading.
3.1.2.2 Erosion and Sedimentation Control Devices
Construct or install temporary and permanent erosion and sedimentation control features as required.
3.1.2.3 Tree and Plant Protection
Prior to start of construction, tag each tree and plant scheduled to remain. In the event of damage to tree or plant, the Government may, at the Contracting Officer's discretion, deduct the indicated value of the damaged tree or plant from the Contract Sum. When the excavation work affects to existing tree's roots, it is contractor's responsibility to protect the roots for damages. Especially root ball (NE-BACHI) of planting trees that is covered with root protector (NE-MAKI) needs precaution. When the project requires to cut some roots, the contractor shall consult with landscape contractors for curing and protection of trees/roots proir to the cutting work of roots.
3.1.3 Air Resources
Equipment operation and activities or processes performed by the contractor in accomplishing the specified demolition work shall be in accordance with the performance laws and standards. Monitoring of air quality shall be the contractor's responsibility.
SECTION 01 35 43 Page 3
a. Dust particles; aerosols and gaseous by-products from construction activities; and processing and preparation of materials shall be controlled at all times, including weekends, holidays and hours when work is not in progress. The contractor shall maintain excavations, stockpiles, haul roads, permanent and temporary access roads, plant sites, spoil area, borrow areas, and other work areas within or outside the project boundaries free from particulate which would cause the air pollution standards to be exceeded or which would cause a hazard or a nuisance shall be performed as the work proceeds and whenever a particulate nuisance or hazard occurs.
b. Odors shall be controlled at all times for all construction activities, processing and preparation of materials.
c. The contractor shall keep construction activities under surveillance and control to minimize environment damage by noise.
3.2 WASTE DISPOSAL
Solid wastes shall be placed in containers which are emptied on a regular schedule. Handling and disposal shall be conducted to prevent contamination. Segregation measures shall be employed so that no hazardous or toxic waste will become co-mingled with solid waste. Solid waste generated from this project shall be recycled/disposed at an authorized off-base facilities in accordance with JEGS as well as applicable host nation's laws and regulations. Asbestos containing materials shall be disposed of at an off-base facility in accordance with the JEGS as well as applicable laws and regulations. Burning at the project site will not be permitted. Hazardous Waste generated from this project shall be accumulated at the designated Hazardous Waste Accumulation Point (HWAP) permitted by the DPW Environmental Division and DES Fire and Emergency Services Division until for off-post disposal. HWAP shall be maintained in accordance with the JEGS and USAG-J Hazardous Waste Management Plan to include storage limits, secondary containment, and weekly inspections.
Any excess soil generated from this project site shall be appropriately disposed of at an approved off-base disposal facility in accordance with their disposal criteria; sampling and analysis of soil may be required for soil disposal.
3.3 CLEANUP AND RESTORATION
The contractor shall clean up all areas used for construction or demolition. The contractor shall restore landscape features damaged or destroyed during construction operations outside the limits of the approved work areas.

1.2 GOVERNMENT POLICY
Government policy is to apply sound environmental principles in the design, construction and use of facilities. As part of the implementation of that policy the Contractor shall: (1) practice efficient waste management when sizing, cutting, and installing products and materials and (2) use all reasonable means to divert construction and demolition waste from landfills and incinerators and to facilitate their recycling or reuse. A minimum of 50 percent by weight of total project solid waste shall be diverted from the landfill.
1.3 MANAGEMENT
Take a pro-active, responsible role in the management of construction and demolition waste and require all subcontractors, vendors, and suppliers to participate in the effort. Construction and demolition waste includes products of demolition or removal, excess or unusable construction materials, packaging materials for construction products, and other materials generated during the construction process but not incorporated into the work. In the management of waste, consideration shall be given to the availability of viable markets, the condition of the material, the ability to provide the material in suitable condition and in a quantity acceptable to available markets, and time constraints imposed by internal project completion mandates. The Contractor is responsible for implementation of any special programs involving rebates or similar incentives related to recycling of waste. Revenues or other savings obtained for salvage, or recycling accrue to the Contractor. Appropriately permit firms and facilities used for recycling, reuse, and disposal for the intended use to the extent required by local regulations. Also, provide on-site instruction of appropriate separation, handling, recycling, salvage, reuse, and return methods to be used by all parties at the appropriate stages of the project.
