The new systems air conditioning systems being installed are refrigerant based systems that commonly paired from a single manufacturer. Please provide the exact manufacturer and model number of GFM units.
Answer: Government will purchase exact manufacture and model listed in the technical documents. Please see revised Bill of Material acquired and provided by the US

(6) General Conditions – Personnel Management Requirements
Section 011102‐1.10 provides requirements for the Prime contractor’s onsite management. Considering the budget and project size, requirements for the onsite management team seem excessive. The personnel requirements are;
1.10.4 – SSHO
1.10.5 – Site Manager
1.10.6 – Project Manager
1.10.7 – CQC Manager
Can the requirements for multiple positions be filled by a single individual wearing multiple hats? We believe requiring separate individual capacity positions will be cost prohibitive.
Answer: The above four (4) key personnel shall not be filled by a single or fewer individuals than the positions. While Site Manager is required on site during construction all time, competent PM may supervise the contact from US. Also, SSHO and CQC manager are not required on the job site, or may be assigned to local subcontractor(s).
(7) Bilingual Interpreter

Answer: This requirement will be removed in its entirety by an Amendment.
(8) Proposal Submission
Is it possible to allow for electronic proposal submissions via DoD Safe? Taking the current COVID‐19 climate into consideration, courier and mail service have not been reliable. For firms submitting proposals from the US, an electronic submission will provide reliability to the Client and submitting firms. We have successfully submitted electronic proposals via DoD Safe to US Government clients in the past.
Answer: An amendment will be issued to authorize electronic proposal submission & bid guarantee. However, the original bid guarantee shall be delivered to this office by certified or express mail not later than 16:30 on 28 Sep 2020 (Japan Standard Time) for award decision. Late delivery of the bid guarantee may be a cause of rejection of the electronic bid.

Answer: Yes
