No. 8

Area: Exhibits

Question: Please explain the meaning of "line-haul carrier's equipment". Does it mean

20FT/40FT shipping lines steel container or heavy vehicle furnished by line-haul carriers appointed by the Government? Am I correct? Also, if HHG containers arrive in ocean containers

(e.g. 20FT/40FT shipping lines steel container), is the contractor responsible for delivering the ocean containers?

Answer: “Line-haul carrier’s equipment” listed under Exhibits, A001 and A004 mean, Government chartered delivering carrier’s trucks. As for Item A015AC which requires pickup at commercial ocean terminal in Yokohama, the contractor is responsible for delivering the HHG containers only, after taken out of marine containers by the Government.

No. 9

Question: Who is responsible for loading up the packed wooden container onto "line-haul carrier's equipment” at Government-Furnished Facility? In other words, who is responsible for loading HHG containers onto the delivering carrier’s truck? We need to prepare a forklift or towing-truck for off-site use, which result in extra costs.

Answer: If the performance takes place at the Government-Furnished Facility (such as Cargo

Terminal at Yokota Air Base, etc.), the Government will load the containers onto the contractor’s vehicles. (Forklift will be operated by the Government personnel.)

*Frequency of use for these items are listed below.

Item No. 2011 2012

X015AB 21 shipments 6 shipments

X015AC 1 shipment 1 shipments

X015AD None None

No. 10

Question: We anticipate most of HHG will be loaded at Contractor-Furnished Facility. Am I correct?

Answer: Correct. (1) For Schedule I (Outbound) The contractor will load the shipments onto the delivering carrier’s truck (chartered by the Government) at the Contractor-Furnished Facility. (2)

Schedule II (Inbound), the delivering carrier’s truck (chartered by the Government) will deliver the shipments to the Contractor-Furnished Facility, and the contractor will unload them from the truck by using the contractor’s forklift or other equipment to store them at the Contractor-Furnished

Facility.

No. 11 Area: Exhibits/Schedule II (Inbound Services)/Item A015 Complete Service -

Inbound HHG AB,AC and AD (services including drayage)

Question: If loading takes place at Government-Furnished Facility within 30km radius contracted area, we are not allowed to bill additionally for the drayage between Contractor-Furnished Facility and Government-Furnished Facility. Am I correct?

Answer: Correct. If the performance takes place within the performance area, the contractor is not allowed to bill for additional drayage. Please include drayage into the offered prices.

No. 12

Area: Exhibits Schedule II Item A015AC/AD

Question: It is important for offerors to know required time frame to commence the delivery at member's/employee's residence. On the other hand, for the purpose to minimize the cost, most of offerors may anticipate to carry out drayage and delivery in the same day. Are we allowed to collect the containers from instructed pick-up point, and deliver to the residence on the same day?

In case of AC/AD, it may take couple of hours for transit between the residence and

Yokohama/Yokosuka. That means delivery to the residence may commence afternoon. In case of

AB, we can, are we allowed conducting the delivery this way?

Answer: For Schedule II, Item A015AC and AD, the contractor will pick up containers from the locations as specified in each Item No, then store at the Contractor-Furnished Facility. The contractor will deliver to the member/employee’s residence after the coordination with the

Ordering Officer and the member/employee. This is because the member/employee’s residence is not determined at the time of arrival of their shipments. Therefore, please include the cost of pick-up and delivery on a different day.

No. 13

Area: Exhibits Schedule II Item A015AC/AD and A027

Question: (1) Are we allowed to bill for the drayages under the item A027 since

Yokohama/Yokosuka are located beyond the performance area?

(2) Also, in case of pick up date/time specified in the order is early in the morning, we may have to pick up the shipments one day prior to the delivering date for those items, for the purpose to commence delivery to the residence at reasonable time?

Answer: (1) No. Item No. A015AC includes drayage from Yokohama and Item No. A015AD includes drayage from Yokosuka. A027 is applicable to the locations other than the area not specified in the items. (2) The same procedure at Answer No. 12 will apply. Since the shipments are once stored at and delivered from the Contractor-Furnished Facility, delivery to the residence at 0800hrs should not be a problem.
