Quantity”.
6. The following are questions and answers at the conference. They are not listed in the sequence actually asked in order to categorize them by the area:
a. SF1449 / General Questions
(1) Question: How many contractors will be awarded?
Answer: IAW SF1449, Page 10 of 40, Note 1: The government contemplates award of a single Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract resulting from this solicitation. In accordance with FAR52.212-2(a)(i), offerors are required to enter ALL prices for all items in Exhibits, Pricing Schedule.
(2) Question: Is there a situation when an offeror is not awarded a contract due to its small scale, even when the offered price is the lowest and past performance is excellent?
Answer: Yes, there could be. We are responsible to ensure that the prospective company has adequate financial resources to perform the contract, or the ability of the offeror an organization to obtain adequate resources to successfully perform the magnitude of the requirement before awarding a contract in order to eliminate potential risk of contract termination by the contractor’s failure to perform. We may contact the company’s main bank or review their financial statements in order to verify the company’s capability. There was a case in the past that awarded contractor filed a bankruptcy and it caused difficult situations for us. It would be our mutual advantages to check the prospective contractor’s capability to prevent such potential problems.
(3) Question: Are such capabilities to be satisfied by offerors addressed in figures? Or is it a gray area?
Answer: Such figures are not available because it depends on each requirement’s magnitude.
If in the event that the Government determines that it is necessary to resolve ambiguities with offers, we may open discussions with offerors.
(4) Question: When can we expect to find out the result of this competition?
Answer: We will provide 30 calendar days’ phase-in period if the contract is awarded to the contractor other than the incumbent contractor. Therefore, it is expected to be awarded by 31 May 13.
b. PWS
(1) Question: Would you give us an example for the size of container?
Answer: The standard sizes of the container are “113cm (width) x 213cm (length) x 215cm
(height)” and “110cm (width) x 113cm (length) x 210cm (height)”.
c. Exhibits
(1) Question: Offeror’s Guaranteed Daily Capability is 300 NCWT. Does this mean that the
Contractor is obligated to perform this amount per day?
Answer: Yes. PPSO would be closely coordinating with their customers and the Contractor when placing orders.
(2) Question: What is the basis of maximum daily requirement and minimum acceptable daily capability of 300 NCWT? Is this realistic based on historical records? The requirement for a warehouse, which is a minimum of storing 50 containers, is not consistent with the daily requirements of 300 NCWT per day. Please explain.
Answer: Estimated weight per regular container is 10 NCWT, however, Schedule III - Intra-
City and Intra-Area Moves, do not require storing containers at the warehouse.
Additionally, the outbound shipments under Schedule I - Outbound Services are normally picked up on the next working day from the warehouse. Therefore, the required size of warehouse does not equal to the estimated daily requirement.
(3) Question: Please explain the workflow of Outbound and Inbound services.
Answer: Inbound: Overview is as follows: First, the Contractor will unload delivered inbound shipments from the line-haul contractor’s trucks and handle them into the
Contractor’s facility or the Government facility, such as Air Mobility Command, Cargo Terminal, etc. Then the shipments will be stored at the Contractor-furnished facility (the warehouse). The contractor will coordinate with the member/employee for the date of delivery, however, if the member/employee is not able to move into their housing immediately, then the shipments will remain in the warehouse and the storage charge will occur as applicable.
Outbound: The Contractor will deliver packed outbound shipments into their warehouse, provide weight information (tare and net) to the PPSO, and complete markings. The shipments will be picked up by the Government arranged line-haul trucks normally on the next day and transported to Yokosuka (ocean port). Small shipments may stay in the warehouse about a few days in order to be combined with other shipments for pick-up. Normally outbound shipments will be out from the storage within six days before the storage charge occurs.
(4) Question: Partial Withdrawal: Can we charge for the actual weight of withdrawn items only or the entire net weight of the container that the withdrawn item was removed from?
Answer: The actual weight of withdrawn items only under the Item No. The containers will be reweighed after the items were removed, and the storage charge will be paid against the remaining weight.
(5) Question: Can the Contractor be entitled to extra charge when we move large size of furniture, as large as a grand piano, etc., at residences where no elevators or cranes can be used, or when we are in the situation without electricity and only stairs are available to move large size furniture? Extra manpower is definitely necessary to accomplish required services. Also, is it possible for the Government to include a term in the solicitation to the extent that moving an extra large size of furniture that requires additional labor for the Contractor will be ordered only when the Contractor agrees to perform it?
Answer: If members/employees brought large size of furniture that cannot be physically carried by crew members using stairs, nor by an elevator, generally the member/employee would be required to store it in a storage at their own expense or sell it because normally guidance is provided to them what they can/cannot bring to
Japan. Or they must find a residence that accommodates bringing into such furniture. The Contractor will not be able to decline orders just because there is an item which requires additional effort. However, the Government recognizes that there are cases that the Contractor would have to use additional labor. We will clarify this area and respond to all offerors as soon as possible.
(6) Question: What is the percentage of DPM and ITGBL (International Through Government
Bills of Lading)? Would you provide us historical data such as actual numbers of moves?
Answer: ITGBL is not our contracting office’s responsibility, it is issued and administrated by the office in the United States. Therefore, we will not be able to provide percentage of usage between DPM and ITGBL. Peak seasons are normally from the end of April through July/August timeframe. Off-season is normally the rest of the months, however, workload may increase from the end of November to December prior to the Christmas Day. Historical data may be provided at a later date.
UPDATE AS OF 11 FEB 13: See Attachment 1 for historical data.
7. Ms. Yasuda advised the offerors that full attention should be given not to make calculation mistakes in the proposals. The submission of an offer by e-mail or facsimile will not be authorized. The offer must arrive to this building by the time of offer due date/time. Offerors were advised that they should submit any questions in writing via e-mail or other methods in English to the Government. Additional questions and answers will be provided to all offerors and will be posted on FBO website.
8. The conference was concluded at 1600 hrs.
9. The foregoing is a brief summary of the discussions held during subject conference, and additional notes for the subject items which are identified after the conference. If there should be any discrepancies between the requirements in the solicitation and verbal explanations in the conference, written requirements in the solicitation prevail unless solicitation is amended. Those present should advise the undersigned of any additional information, clarifications, or corrections that they feel should be made to the minutes within five (5) calendar days from distribution date. Failing notification to the contrary, these minutes will stand for the record.
