Section A - Solicitation/Contract Form

The following changes have been made:

Contract Description

The Multiple Award Construction Contract herein referred to as the Paint IDIQ, is an Indefinite Delivery, Indefinite-Quantity (IDIQ) contract that supplements Civil Engineer’s (CE) Construction and Facility Management’s (CFMO) in-house capabilities to perform minor construction, facility repair/alteration, and real property repair/alteration projects on an as needed basis. The Paint IDIQ is for exterior painting projects that are beyond the capability of the base civil engineers to perform with Government resources.

The solicitation is issued as a Small business set-aside.

This solicitation will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) FAR Supplement Procedures, Guidance and Information Subpart 215.3, and Air Force FAR Supplement (AFFARS) Mandatory Procedure

(MP) 5315.3.

Contract value is expected to be no less than $500.00 and the ceiling for the Multiple Award Contract is $30,000,000.00 - 5-year Base period.

The Task Order values are expected to be between $500.00 and NTE $3,000,000.00.

The Government anticipates award of up to 5 contracts.

A bid guarantee shall be furnished by the offeror for the seed project proposal only.

Section L - Instructions, Conditions, & Notices to Offerors or Quoters

L-01. PROPOSAL PREPARATION INSTRUCTIONS

A. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those criteria identified as evaluation factors. The response shall consist of four (4) separate parts; Part I - Summary and Miscellaneous Data, Part II - Past Performance Proposal, Part III - Technical Propsoal, and Part IV Price Proposal.

B. SPECIFIC INSTRUCTONS:

1. Proposals shall be submitted by email no later than the solicitation closing date and time to both solicitation points of contact: Ms. Hannah Tolbert at hannah.tolbert.1@us.af.mil and Mr. Dan Swoyer at daniel.swoyer.

1@us.af.mil. See C. 4(a) for additional submission instructions.

2. PART I - SUMMARY AND MISCELLANEOUS DATA - Submit one (1) electronic copy.

(a) The offeror shall provide a concise summary and master table of contents of the entire proposal.

(b) Complete blocks 14-20c of the RFP Section A, SF1442. In doing so, the offeror agrees to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.

(c) Complete block 19 of the RFP Section A, SF 1442. If any solicitation amendment(s) to the original solicitation documents were issued, amendments will not be counted against the page limits.

(d) Complete the necessary fill-ins and certifications in Sections C through K. Section K shall be returned in its entirety. For Sections C through I, the offeror shall submit only those pages that require a fill-in.

(e) If applicable, provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status.

(f) Offerors must clearly identify any exception to the solicitation and provide complete accompanying rationale. If no exceptions, deviations or waivers are proposed, submit an Affirmation of no Exceptions, Deviations, or Waivers.

3. PART II - PAST PERFORMANCE - Submit one (1) electronic copy.

Part II has two (2) parts. Part IIa, Past Performance Questionnaires (Attachment J-12) and Part IIb, Past Performance Information. Only references and information for recent past efforts/contracts of relevance to the scope of this solicitation are desired. Recency is defined in Sect. M, para. C.2. Relevancy is defined in Sect. M, para. C.3.

(a) Part IIa, Past Performance Questionnaires: Past Performance Questionnaires (PPQs) shall be used by the offeror in obtaining and providing past performance information. The Government requires the offeror send out a PPQ to each of the Points-of-Contact (POCs) identified in the Past Performance Proposal (paragraph (b) below). The offeror shall send out the Cover Letter and attached PPQ (Attachment J-12), to each of its references.

1. THE RESPONSIBILITY TO SEND OUT THE PAST PERFORMANCE QUESTIONNAIRE RESTS

SOLELY WITH THE OFFEROR.

2. Once the PPQs are completed by the POCs, the information contained therein will be considered source selection sensitive and will not be released outside the Government. The POCs shall forward their completed PPQs directly to the Government - NOT BACK TO THE OFFEROR.

3. PPQs shall be emailed directly from your reference to both of the following solicitation points of contact: Ms.

Hannah Tolbert at hannah.tolbert.1@us.af.mil and Mr. Dan Swoyer at daniel.swoyer.1@us.af.mil. Offerors are requested to submit Part II, Past Performance Questionnaires, so that it is received ten (10) calendar days prior to the required due date for proposals. Failure to submit Part II by the earlier date will not result in offeror disqualification.

(b) Part IIb, Past Performance Information: Provide a summary of up to five (5) completed relevant contracts /projects similar in scope, complexity mentioned in the SOW paragraph 1.1 (J-01), magnitude of projects found in Section L 5(f) and completed within the last three (3) years prior to the issuance date of the solicitation (See Sec M-01, paragraph C.2 and 3.) If a teaming arrangement is contemplated, complete the Teaming Consent Form (Attachment J-22) and identify the teaming arrangement and fully disclose the relationships between parties to the teaming arrangement. The government will evaluate not more than five (5) completed relevant contracts/projects for the proposed team.

1. Summary of each contract/project shall be limited to 2 pages per contract/project. Furnish the following information for each contract listed:

a) Company/Division name

b) Contract/Project Title

c) Contract/Project Location

d) Contracting Agency/Customer

e) Contract Number

f) Contract Dollar Value

g) Period of Performance

h) Verified, up-to-date name, mailing and e-mail addresses, and telephone number for the contract Point-of- Contact

i) Comments regarding compliance with contract terms and conditions (e.g. scope, cost and period of performance, labor and statutory requirements).

j) Describe any known performance deemed unacceptable by the customer, or not in accordance with the contract terms and conditions. Include description of how this was resolved

k) Provide a summary description of the project scope of work.

i. Include rationale supporting your assertion of relevance and identify aspects (scope, magnitude of effort, and complexity) of the contracts deemed relevant and how they relate to the proposed effort.

ii. Provide project information including:

- Describe the performance of exterior painting and explain methods used for preparations prior to the application of exterior coatings.

- Describe meeting project cost, quality standards and schedule.

l) Discussion of noteworthy aspects and challenges that may relate to this solicitation.

m) Pictures of projects may be included, if desired. NOTE: Pictures will count as part of the page limit, and picture size resolution visible if printed.

2. If an offeror has no past performance history of relevance, the offeror must state affirmatively it possesses no past performance history of relevance.

3. Submit past performance information for the five (5) completed projects conforming to recency and relevancy criteria defined in Sect. M, para. C.2. and Sect. M, para. C.3, respectively. Submissions should reflect individual projects, and/or task orders.

4. PART III - TECHNICAL ACCEPTABILITY - Submit one (1) electronic copy.

(a) Complete a narrative of the technical approach for the seed project to perform testing, abatement, and disposal of hazardous materials in accordance with paragraph 3.3.3 of the SOW and JBER Hazardous Waste Management Plan (Attachment J-03). [Narrative must include a description of planned partnering arrangement, subcontract arrangement, or in-house capability. (5 page limitation)]

(b) Submit training and certification complying with local, state and federal standards for planned abatement personnel who will perform testing, abatement, and disposal of hazardous material.

5. PART IV - PRICE PROPOSAL - Submit one (1) electronic copy.

(a) Complete the Seed Project Price Schedule (Attachment J-16). The Seed Project Price Schedule shall be the only place in the RFP that a price will be included. Section B (Supplies or Services and Prices) of the SF1442 shall not be filled in.

(b) Insert proposed unit price and extended amount in Seed Project Price Schedule for the Contract Line Item Number (CLIN). The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct. Unit prices and extended amounts are limited to two decimal places.

(c) Extreme care should be exercised to ensure that no price data of any kind are included in any other part of the proposal.

(d) Complete the Financial Data Form (Attachment J-13).

(e) Provide a scanned copy of the bid guarantee for the seed project in this section of the proposal. Ensure it is completed according to FAR 52.228-1 (Section I of the solicitation). A bid bond will only be required for the seed project in response to this solicitation (SOW 4.11.2.4).

(f) Future Workload Estimates.

1. The Government has an estimate of $6M annually in total volume over the next five (5) years.

2. The Government's estimate for the number of projects per year is approximately 12.

3. The estimated breakdown of project's projected during the ordering period in accordance with FAR 36.204, "Magnitude of Construction" is estimated to be:

(a) Less than $25,000 - 1 project

(b) Between $25,000 and $100,000 - 24 projects

(c) Between $100,000 and $250,000 - 3 projects

(d) Between $250,000 and $500,000 - 17 projects

(e) Between $500,000 and $1,000,000 - 12 projects

(f) Between $1,000,000 and $5,000,000 - 9 projects

*Note that all future workload data listed above is only an estimate to aid in your proposal development. There is no implied guarantee of the quantity and volume of projects. Refer to Section's B and I of the solicitation for ordering limits, including minimum guarantee amount and maximum order and contract values.

C. Documents submitted in response to this RFP must be consistent with the following:

1. Requirements of the solicitation (CLINs and SOW) and Government standards and regulations pertaining to the SOW.

2. Evaluation Factors for Award in Section M of this solicitation.

3. If a part in a proposal exceeds the specified page limit cited in the part content, the excess pages will not be evaluated.

4. Format for proposal Parts I, II, III, and IV shall be as follows:

(a) Each part of the proposal shall be submitted in an electronic version only. E-mail or DoD SAFE is an acceptable means of submission. If using DoD Safe, email daniel.swoyer.1@us.af.mil and hannah.tolbert.1@us.

af.mil , ask for a drop-off request via DoD SAFE (Secure Access File Exchange) Service by 2:00 PM on 20 September 2021. Instructions on how to use DoD SAFE can be found at https://safe.apps.mil/. Physical media will not be accepted this includes, printed copies, compact discs and thumb drives. Printed hard-copy proposals will not be accepted. The following paragraphs provide format parameters for each part, if printed by the Government.

(b) Each part shall contain a Table of Contents, Cross References, and the List of Tables and Drawings (if applicable).

(c) Cover pages, Table of Contents, and Tabs will not be counted against the page limits. However, pages depicting tables, charts, graphs and figures will count toward the page limit.

(d) The proposals will be on 8 1/2" x 11" paper, except for fold-outs used for charts, tables, or diagrams, which may not exceed 11" x 17".

(e) A page is defined as one side of a sheet of paper containing information. Both sides may be printed on one sheet of paper, but count as two pages in the overall page count.

(f) All printing shall be single-spaced. Spacing characteristics are applicable to charts and graphs.

(g) Written entries shall not be less than 11 font size. Size of print is applicable to charts and graphs.

(h) Page margins shall be a minimum of 1 inch top, bottom, and each side.

(i) Each part shall be complete in itself and shall not reference information contained in other parts. Page 1 of a part is defined as the first page after the Table of Contents. All pages shall be numbered.

(j) Price data of any kind shall be presented only in the Price Proposal Part.

(k) Elaborate formats, bindings, and color presentations are not desired or required.

(l) All files must be in searchable PDF format and must be able to be opened on Government computers. The same format used for the initial proposal shall be used for the final proposal resulting from any discussions and /or updates, if applicable. Offerors are advised to submit proposals in time to verify that the Government received the files and that the files can be opened and read. Any unreadable portions of the contractor's proposal will be processed IAW FAR 15.207(c).

(m) Each page should contain the following footer at the bottom of each sheet:

(a) A site visit for the seed project will be held at Joint Base Elmendorf Richardson (JBERE) on 09 August 21 to start at 10:00 AM Alaska Time (AKDT) at Building 798. All costs associated with attending the site visit shall be borne by the offeror. Prospective offerors are urged to attend the site visit. If a contractor is unable to attend, there will be no future site visits scheduled.

(b) All contractors, including those that have access to Joint Base Elmendorf-Richardson (JBER), wishing to participate in the site visit shall provide the following information for individuals attending the scheduled site visit:

M-01 Section M - Evaluation Factors for Award

BASIS FOR CONTRACT AWARD

A. General. This is a competitive Subjective Tradeoff Technically Acceptable (STOTA) best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) FAR Supplement Procedures, Guidance and Information Subpart 215.3, and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3 in which competing offerors past performance and technical acceptability combined are significantly more important than price. By submission of its offer, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, in addition to those identified as evaluation factors or sub factors. Failure to meet a solicitation requirement may result in an offer being determined unacceptable. The Government reserves the right to award a contract to other than the lowest Total Evaluated Price. In that event, among the technically acceptable proposals, the Source Selection Authority will make an integrated assessment best value award decision using the Total Evaluated Price (TEP) and the Past Performance Confidence Rating. The evaluation process will include the following.

1. The Government will only evaluate one proposal from each offeror. Up to five (5) awards will be made to the responsible offerors whose proposals conform to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFP, and provides the best value to the Government based on the results of the evaluation as described in Section M below. The Government will also select not more than ten (10) On-Ramp contractors, as described in Section H, with effective dates "To Be Determined."

B. Proposal Evaluation

1. The following evaluation factors will be used to evaluate each proposal.

Factor 1 - Past Performance Factor 2 - Technical Factor 3 - Price

C. Part II, Past Performance The purpose of the past performance evaluation is to assess the degree of confidence the Government has in the offerors ability to meet the contract performance based on the offerors demonstrated record of performance. All past performance records will be assessed for recency. Only recent past performance records will be assessed for relevancy. Only records determined to be recent and relevant will be assessed for quality. The overall assessment process will result in an offerors overall performance confidence assessment rating of one of the following ratings: Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence.

1. The Government will evaluate past performance information on all eligible offerors. The evaluation may be based upon (i) the references provided by the offeror, (ii) past performance information obtained from questionnaires (Attachment J-12), (iii) relevant contracts/projects information, and (iv) any other information independently obtained by the Government. If a reference identified by the offeror in accordance with Sec L, paragraph 3(b)(1)(h), does not submit a questionnaire, the Government will follow up with the reference POC, but it is not responsible for the failure of a reference POC to provide a survey/questionnaire.

2. Recent Past Performance is defined as those efforts completed for any customer(s) within the last three (3) years prior to the issuance date of the solicitation.

3. Relevant Past Performance includes exterior commercial painting projects of multiple stories with varying surfaces, completed above the 60th parallel (e.g. Alaska).

4. The evaluation of past performance information (i) will not take into account past performance regarding predecessor companies, (ii) will not take into account past performance of key personnel who have relevant experience, (iii) will not take into account past performance regarding subcontractors, (iv) will not take into account past performance information regarding sister companies, and (v) will not take into account past performance as a subcontractor. The government will only consider past performance for subcontractors who are identified as a party to a valid teaming arrangement IAW FAR Subpart 9.6.

5. Relevancy of past performance is defined as follows.

Past Performance Relevancy Ratings:

Rating: Relevant. Definition: Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Rating: Not Relevant. Definition: Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

6. Performance Quality Assessment: Recent and relevant past performance will be assessed for quality with a focus on quality control, timely performance, effectiveness of management, and regulatory compliance.

7. Past Performance Confidence Assessment Ratings. As a result of the assessment of past performance information (as described above), each offeror will be assigned a single past performance confidence rating at the factor level.

Rating: SUBSTANTIAL CONFIDENCE. Description: Based on the offerors recent/relevant performance record, the government has a high expectation that the offeror will successfully perform the required effort.

Rating: SATISFACTORY CONFIDENCE. Description: Based on the offerors recent/relevant performance record, the government has a reasonable expectation that the offeror will successfully perform the required effort.

Rating: NEUTRAL CONFIDENCE. Description: No recent/relevant performance is available or the offerors performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Rating: LIMITED CONFIDENCE. Description: Based on the offerors recent/relevant performance record, the government has a low expectation that the offeror will successfully perform the required effort.

Rating: NO CONFIDENCE. Description: Based on the offerors recent/relevant performance record, the government has no expectation that the offeror will successfully perform the required effort.

Note: In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation.

Offerors with no recent or relevant past or present performance history or the offerors performance record is so limited that no confidence assessment rating can be reasonably assigned will receive the rating "Neutral Confidence," meaning the offeror is treated neither favorably nor unfavorably (neutral). Offerors with neutral past performance may still be considered for award.

D. Part III, Technical Acceptability The Government will evaluate the offeror's proposal against the following subfactors to determine whether the proposal is acceptable or unacceptable. Failure to receive an acceptable rating in any one subfactor will result in an overall unacceptable rating of the technical proposal.

Rating: Acceptable - Proposal meets the requirements of the solicitation.

Rating: Unacceptable - Proposal does not meet the requirements of the solicitation.

1. Subfactor - Technical Narrative: The subfactor will be accessed as acceptable if offeror's technical approach for the seed project is complete and compliant with SOW Section 3.3.3 Hazardous Material Handling and JBER

Hazardous Waste Management Plan (Attachment J-03).

2. Subfactor - Training and Certifications: The subfactor will be accessed as acceptable if offeror's provide requested certifications for planned abatement personnel who will perform the seed project that meet local, state and federal regulatory laws and regulations for testing, abatement, and disposal of hazardous material, IAW SOW Section 3.3.3 Hazardous Material Handling.

E. Part IV, Price Proposal

1. Price Evaluation Factor- Offerors must include a price for the seed project listed Seed Project Price Schedule (Attachment J-16). The price evaluation team will evaluate Total Evaluated Price (TEP) for all offerors. The TEP is the extended price for the seed project.

2. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include, but are not limited to the following:

(a) Price analysis: The process of examining and evaluating a proposed price without evaluating its separate cost elements and proposed profit.

(b) Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes price reasonableness.

(c) Comparison of previously proposed prices and previous Government contract prices with current proposed prices for the same or similar effort.

2. The Government reserves the right to perform price realism analysis. Price realism is the evaluation of the proposed price and determination that the project can realistically be completed within the proposed constraints.

If the Government elects to perform a price realism analysis, the Government reserves discretion over the method within which it performs its price realism analysis. If the Government elects to perform a price realism analysis and finds a proposal unrealistically low, the Government may withhold award to that offeror.

3. The seed project is an actual project that the Government may award.

F. The Government intends to award without discussions, but reserves the right to conduct discussions if deemed necessary. If the Government establishes a competitive range to conduct discussions, the contracting officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

G. Upon completion of the integrated assessment, the Government intends to award up to five (5) Exterior Paint IDIQ contracts to the offerors whose proposals represent best value. The Government may award a contract to other than the lowest price offeror.

H. Once selected awardees have been identified for the IDIQ, the Government will rank each selected awardee by price from lowest to highest for the seed project (Attachment J-16) and award the lowest priced proposal for seed project. A pre-performance orientation seminar will be held in which all awardees will receive their first task order for $500.00 for attendance.

I. The Government will identify a rank ordered pool of on-ramp contractors not to exceed ten (10) contractors in the event that future contractors deemed necessary to on-ramp onto the contract. The rank order will be established using the same evaluation criteria herein. Refer to the On/Off-Ramp Clauses in Section H of the solicitation for further detail.
