Questions and Answers
1. Request if providing additional breakout CLIN’s associated with :
a. Separate CLIN for epoxy crack injection with using a quantity method of LF ANSWER: There will not be a separate CLIN quantifying LF. See Attachment 18 – Seed Project SOW section 2.2.1.
b. Separate CLIN for Motor tuck pointing with using a quantity method of LF ANSWER: There will not be a separate CLIN quantifying LF. See Attachment 18 – Seed Project SOW section 2.2.2.
2. Please confirm who would be moving the material outside along the building; owner or contractor?
ANSWER: The building owner.
3. Please confirm who would be moving the material inside along the building; owner or contractor.
ANSWER: No work on inside of building.
4. Please provide additional scope direction regarding the upper existing window on both sides of the building how to proceed with the existing condition. During the site visit it was viewed from the ground that there is potential damaged associated with the existing trim, windows, and overall functionality. Concern is the removal of paint & prep the existing surfaces for the finish will deteriorate the existing overall window systems.
ANSWER: All upper windows and window trim are excluded from project.
5. Will the contractor be responsible for the upper window repair?
ANSWER: No - All upper windows and window trim are excluded from project.
6. Would you consider to completely remove the outer layer of windows and seal & repair windows – referring to the upper second level windows?

8. Please confirm substrate behind the metal screen at the lower windows is excluded from scope.

9. Please confirm the existing metal window trim system is excluded from scope.

ANSWER: Refer to the answers to questions 7 and 8.
11. Is full and complete removal of all paint going to be required on this project?
ANSWER: No - only remove what is minimally required for application of new coatings.
12. Will teaming agreements with other entities ass
ANSWER: Question submitted is not complete, therefore cannot answer.
13. We will be submitted fully executed teaming agreements with our proposal for the Painting & Abetment, based on this can we assume their past performance & projects can be utilized in this proposal.
ANSWER: ANSWER: Refer to Section M, C. Part II, Past Performance, #4. This paragraph states, “4. The evaluation of past performance information (i) will not take into account past performance regarding predecessor companies, (ii) will not take into account past performance of key personnel who have relevant experience, (iii) will not take into account past performance regarding subcontractors, (iv) will not take into account past performance information regarding sister companies, and (v) will not take into account past performance as a subcontractor.” Refer to Section M C. Part II, Past Performance #3. This paragraph states, “3. Relevant Past Performance includes exterior commercial painting projects of multiple stories with varying surfaces, completed above the 60th parallel (e.g. Alaska).
14. Concerns removal all the lead paint remove by possible by sandblasting or option for new siding.
ANSWER: No new siding - Clean, prep, paint existing siding.
15. I want to clarify the bid bond request for this project. In the solicitation it states that “A bid bond is only needed for the seed project.” Now if I am reading this right, the seed project is “HJZH 19- 1123 Maintain Paint” meaning if we are only bidding the JBER Exterior Paint project, we do not need a bond. Is that correct?
ANSWER: Refer to item #10 on page 1 of the Solicitation, or Section A, or Section L, #5 Part IV – Price Proposal (e). Seed Project information is found in Attachments 15-21 of the solicitation.
Ensure submittal of proposal is in accordance with Section L to be considered for contract award. A proposal for the seed project and associated bid bond is required.
