About this file

This document provides the record drawing and as-built standards for exterior painting projects on Joint Base Elmendorf-Richardson in Alaska. Contractors must deliver AutoCAD files formatted according to the U.S. Army Engineer Research and Development Center standards, with geospatially referenced civil plans using UTM WGS84 coordinates. GIS data must comply with the Air Force Spatial Data Standards for Facilities, Infrastructure, and Environment and be delivered in an approved format to the 673d Civil Engineer Squadron GeoBase Program Manager. Surveyed features must include coordinate and description data meeting accuracy standards, with all new infrastructure and utility assets recorded. Printed drawings on polyester film and a geospatially registered PDF are also required deliverables.

JOINT BASE ELMENDORF-RICHARDSON CAD / GIS RECORD DRAWING AS-BUILT

STANDARD

1.0 Record Drawing as-built Deliverables

A. General Requirements: The purpose of this standard is to identify the use of CAD/GIS standards by contractors for Record Drawing As-built deliverables. The intent is to not to provide specific guidance to a contractor on execution but to identify the format of the Record Drawing As-built. The AutoCAD deliverables shall be developed according to the latest release of The CAD BIM Technology Center A/E/C CAD Standard ERDC/ITL TR-12-X published by the U.S. Army Engineer Research and Development Center at 3909 Halls Ferry Road Vicksburg, MS 39180-6199. This publication is available at https://cadbimcenter.erdc.dren.mil. The following are specific Air Force requirements and if there is a conflict between the A/E/C CAD standard and the Air Force requirements then the Air Force requirements shall take precedence. Clarification on the A/E/C CAD standard shall be addressed thru the Air Force Project Manager. GIS/GPS requirements are shown in paragraph 3.

2.0 As-Built:

A. Electronic submittals: All DWG's shall be developed and saved by software that is licensed by Autodesk. As-built shall be delivered in an editable Autodesk AutoCAD 2015 or earlier version to include all support files and an Adobe PDF. Assemble project electronic files into a Microsoft Windows folder structure as illustrated in Figure 1. Submit all electronic files on a CD-R. Label the CD-R with a CD/DVD label; include a minimum of project number, project title, As-built date.

1. AutoCAD deliverables:

a. File templates: The Government shall provide AutoCAD border sheet templates for development of project drawings. The border sheet template shall be inserted into the sheet layout as a block.

b. Drawing sheet assembly: Drawing Sheet assembly shall be arranged as prescribed in ERDC/ITL TR- 12-X, FIGURE 2-1, however, the border sheet shall be inserted as a block into the sheet file. Create only one layout per AutoCAD file, that is, each project sheet corresponds to a single unique dwg.

c. File naming conventions: The AEC Sheet File name is the unique name of each individual AutoCAD project Model and Sheet File as prescribed in ERDC/ITL TR-12-X figures 2-2 and 2-3 respectively.

Ensure the Sheet File name is shown in the title block as the “AEC Sheet File Name”. See Government supplied templates.

d. External References: External References shall be bounded.

e. Civil plans: All Civil Plan Views shall be geospatially referenced, with an accuracy of 0.5 meters or better, using the Universal Transverse Mercator (UTM) meters coordinate system, World Geodetic System 1984 (WGS84) datum. Model space geometry shall not be scaled from original 1:1 or subsequently moved after being geo-spatially located.

f. Miscellaneous:

1. Model space geometry shall be drawn 1:1.

2. Text shall be true type font Arial and Arial Bold.

3. 1/8” (3 mm) text height shall be used for dimensions, notes, callouts, table/schedule text and general text on full size drawings.

4. Use a “key plan inset” where appropriate to discriminate work locations relative to the entire construction.

5. All files, where appropriate and practical, shall have a graphical scale, a numerical scale, a plan and magnetic north arrow and a dimensional reference grid system.

6. Reference ERDC/ITL TR-12-X, para 3.1.5: for interior and exterior utility plans, “screen” floor plan and geography to contrast utility layout so as to readily distinguished differences.

7. Each sheet shall have a revision block annotation “RECORD DRAWING AS-BUILT”.

2. PDF deliverables:

a. A “published” PDF from the native DWG that is combined, mono-chromed and booked mark per the

Schedule of Drawings shall be delivered.

3. GIS/GPS deliverables:

Vector data, raster data, or any other geospatial technology deliverables will adhere to the following Air Force GeoBase standards:

Coordinate System: Grid Horizontal Datum: WGS84 (G1762) UTM 06 North Vertical Datum: NAVD88 Geoid Model: GEOID06 Alaska (G2006A02) Units: Meter

a. GIS: The contractor shall contact the 673d CES GeoBase Program Manager (PM) for a list of approved GIS file types and the most current version of the Air Force Spatial Data Standards for Facilities, Infrastructure, and Environment (AF SDSFIE) compliant database shell prior to data collection. All database layers shall be populated and attributed without making any modifications to the provided schema. It is the contractor’s responsibility to ensure that delivered layers are fully compliant with current AF SDSFIE data standards. Contact the 673d CES GeoBase PM for the latest AF SDSFIE compliant Data Dictionary, Air Force Installation and Mission Support Center Detachment 2 (AFIMSC Det 2) Data Model, and any additional data requirements prior to beginning work. Any additional data that does not fit into the AF SDSFIE database shall be submitted in a separate geodatabase, shapefile, or table approved by the GeoBase PM.

b. GPS/Survey Data: The contractor shall provide coordinate data for all pertinent features within the project, meeting appropriate survey/mapping accuracy standards. Contact the GeoBase PM to obtain current GPS/Survey standard requirements and available survey control points prior to beginning work.

GPS data dictionary/feature code library files meeting 673d CES GeoBase standards shall be used by the contractor for data collection and are available from the 673d CES GeoBase PM. All surveyed data shall consist, at a minimum, of X-coordinate, Y-coordinate, and Description. All utilities, above and below ground, shall consist of an X-coordinate, Y-coordinate, Z-coordinate, and Description. Z-coordinates values shall be identified as top of utility, invent, rim, ground, etc. Surveyed data shall be submitted in text or ASCII, comma delimited file format (P,N,E,Z, Desc). All surveyed data shall include, but not be limited to:

1. All new infrastructure (buildings, roads, parking lots, sidewalks, airfields, bridges, railroads, etc.)

2. Electrical features (UG cables, OH cables, transformers, generators, manholes, meters, switches, substations, exterior lighting, airfield lighting, etc.)

3. Fuels features (air eliminators, control valves, filter strainers, hydrants, pipelines, meters, pumps, pump stations, tank farms, etc.)

4. Natural gas features (control valves, pipelines, fittings, meters, pressure monitors, pump stations, regulators, etc.)

5. Storm sewer features (control valves, culverts, discharge points, inlets, pipelines, manholes, open drainage lines, pumps, pump stations, storage reservoirs, etc.

6. Wastewater features (cleanouts, control valves, fittings, pipelines, manholes, meters, oil water separators, pumps, pump stations, septic tanks, treatment plants, etc.

7. Water features (control valves, fire hydrants, fittings, pipelines, meters, pumps, pump stations, sources, water tanks, water treatment points, etc.

B. Print submittals:
