673 Civil Engineer Squadron Joint Base Elmendorf-Richardson, AK

28 FEB 2021

STATEMENT OF WORK

MAINTAIN PAINT EXTERIOR B798

HJZH 19-1123

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: Joint Base Elmendorf-Richardson (JBER) is located on the northern edge of Anchorage, Alaska and is accessible from the Glenn Highway at Boniface Parkway. The project location is on the Fort Richardson side of the installation in Bldg. 798. Refer to site plan for location.

1.2 UNIQUE REQUIREMENT: Of particular importance is the necessity to protect users and occupants of the facility from falling debris and life safety issues.

Contractor staging areas will be identified by the Facility Manager, Fire Department and 673 CES/CENMP. Safety areas and caution notices are to be provided by the contractor.

1.3 PROJECT DESCRIPTION: Project consist of painting the exterior of building

798. Remove and dispose of all Lead-Based Paint (LBP) from metal siding, concrete surfaces, concrete masonry unit (CMU) surfaces, hollow metal man doors, overhead sectional doors, wood siding, metal siding, sheet metal trim at the roof line, piping, sheet metal vent hoods, louvers, and wood trim.

Dispose of all hazardous waste in accordance with State and Federal regulations. Surface preparation of all surfaces: metal, wood, concrete, and CMU shall be to industry standards. One primer coat and two final coats of paint shall be applied to exterior wall surfaces, exterior man doors and frames, overhead sectional doors, metal siding, sheet metal vent hoods, louvers, piping, and sheet metal trim at the roof line. Colors are to be ICI #436 – Renoir Bisque for the field and ICI #455 – Thatched Cottage for the accent.

1.4 PROJECT DURATION: Contractor shall have 364 days to complete the project from the Notice to Proceed date.

SECTION 2: GENERAL REQUIREMENTS

2.1 Existing Conditions.

2.1.1. Remove and dispose of lead based paint from exterior metal siding, wood window trim, wood door trim, hollow metal doors, overhead sectional doors, wood and sheet metal trim at roof line. There has been no asbestos containing material (ACM) detected in areas of repair. Lead based paint (LBP) has been detected see Section 3.2 ACT Test LBP & ACM. 2.2 Concrete

2.2.1. Repair any cracks in concrete that are greater than 1/16” after removal of existing coatings and cleaning of substrate by epoxy injection repair method..

2.2.2. Provide v-grooving of cracks as needed.

2.3 Masonry.

2.3.1. Clean and repoint CMU as required after removal of existing coatings and cleaning of substrate.

2.4 Thermal and Moisture Protection.

2.4.1. Remove existing exterior sealant/caulking as required around all doors,

2.4.2. Provide and install new sealant/caulking around all doors, windows, and louvers.

2.4.3. Provide backer rod for cracks greater than 1/2” in concrete substrate after removal of existing coatings of substrate.

2.5 Finishes.

2.5.1. Remove all coatings from substrates (concrete, CMU, metal, and wood).

2.5.2. Power wash all substrates.

2.5.3. Paint all substrates with primers and finish coats. Colors are to be ICI # 436 Renoir Bisque for the Field, and ICI # 455 Thatched Cottage for the accent.

2.5.4. All bollards shall be painted Safety yellow

2.5.5. The following are not to be cleaned and repainted in any manner:

2.5.5.1. Electrical Panels, Electric Meter, and associated conduit.

2.5.5.2. All windows with security bars/screens covering them.

2.5.5.3. HVAC units, supporting stands, and work platforms/ladders.

2.5.5.4. All exterior Light fixtures (see SOW 2.7).

2.5.5.5. All signs shall be removed prior to surface preparation and cleaning and reinstalled after cure of final finish coat (see SOW 2.6).

2.6 Specialties.

2.6.1. All signs shall be removed prior to surface preparation and cleaning and reinstalled after cure of final finish coat.

2.6.2. Paint building number (Should be similar to existing color scheme).

2.7 Electrical.

2.7.1. Remove and reinstall all light fixtures above overhead doors, if possible, otherwise install protective sheeting to prevent them from getting painted.

2.8 Planting.

2.8.1. Trim vegetation in areas around outside of building to ensure vegetation will not interfere or prevent painting activities.

2.9 PROJECT WORKING HOURS: Project hours are standard work hours

2.10 QUALITY CONTROL: Refer to attached Paint IDIQ Contract Specifications

2.10.1. Superintendence by the Contractor: The Contractor shall provide full-time on site supervision in accordance with FAR clause 52.236-6. This FAR clause shall be strictly enforced.

2.10.2. FAR 52.236-6: At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.

2.10.3. All demolished materials shall be disposed of according to Local, State & Federal regulations.

2.11 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government.

2.12 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall coordinate and schedule work with the 673 CES/CENMP office prior to the start of any operation. The contractor shall dispose of all construction debris off base at an approved disposal facility. The main entry to the facility shall be maintained at all time during the construction project. Contractor to maintain vigilance for life safety of facility users entering and leaving the facility by posting signs, barriers for safety.

2.13 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.14 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government.

Contractor shall not park or drive on sidewalk or grassy/snowy areas.

Damage incurred shall be repaired at no cost to the government.

2.15 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The contractor shall maintain a clean and debris free site at all times. The contractor shall keep driveways and entrances into and around the work site clear at all times.

The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.

The contractor shall minimize storage of materials and equipment on site.

Contractor staging areas to be identified by building occupants.

2.16 GREEN PROCUREMENT: Contractor must incorporate “green

procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the

2.17 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating all aspects in support of completing the project.

Consideration shall be given to the sequence of phases (including review periods and meetings), standard construction/repair activities, and duration of tasks, submittal and procurement of materials. The schedule shall include material submittal dates coordinated with the AF Form 66, and allow for review periods prior to material procurement. (Including identification of items with long lead times), and climatic conditions (including seasonal periods for roof work, site work, etc.).

2.17.1. The project schedule shall be in the form of a computer-generated bar chart, using industry standard software. The schedule shall include major design and construction milestone dates, breakdown the project into distinct tasks, show which tasks will be accomplished simultaneously, and indicate the critical path.

2.17.2. The initial baseline schedule shall be available for review at the “kick-off” meeting with stakeholders. The schedule shall be updated at monthly intervals or when the schedule has been revised. The updated schedule shall reflect actual activity progress and plan for completing the remaining work, and reflect any changes to critical path or final completion date. All schedule updates shall be provided to the Government.

2.18 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the Contracting Officer, project status/scheduling meetings may be held at a mutually agreed upon day, time and location on JBER.

2.19 WASTE MANAGEMENT: Dispose of all hazardous waste in accordance with Local, State and Federal regulations; Reference Environmental Protection Specifications on JBER (28 Oct 2020 Rev 3) Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal. Provide containers that can be closed, locked, and sealed from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the contractor on Joint Base Elmendorf-Richardson (JBER) will be managed by the contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the contractor on JBER will be managed by the contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW. All waste will be managed in accordance with 40 CFR, attached Specification Section 01500 ENVIRONMENTAL PROTECTION ON JBER and

01600 ENVIRONMENTAL PROTECTION ON JBER MANAGEMENT OF

HAZARDOUS AND SOLID WASTE.

2.20 TOXICS: Manage and dispose of contaminated waste: (a) PCB in accordance with 40 CFR 761, (b) asbestos in accordance with 40 CFR 61,

(c) lead in accordance with 40 CFR 745.

2.21 STAGING/MATERIAL STORAGE: The D-B Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project. Coordinate areas with 673 CES/CENM and 673 CONS/PKA.

2.22 EXISTING CONDITIONS: Facility is currently occupied and shall remain functional during the course of this contract.
