1. In the Solicitation, Amendment 2, PDF page 11 of 15 it states “Once the PPQs are completed by the POCs, the information contained therein will be considered source selection sensitive and will not be released outside the Government. The POCs shall forward their completed PPQs directly to the Government - NOT BACK TO THE OFFEROR.
PPQs shall be emailed directly from your reference to both of the following solicitation points of contact: Ms. Hannah Tolbert at hannah.tolbert.1@us.af.mil and Mr. Dan Swoyer at daniel.swoyer.1@us.af.mil. Offerors are requested to submit Part II, Past Performance
Questionnaires, so that it is received ten (10) calendar days prior to the required due date for proposals. Failure to submit Part II by the earlier date will not result in offeror disqualification.”
Out of respect for our project POC's time, can offerors submit previously completed PPQs or
CPARS in lieu of completing and requesting submission of another PPQ?
ANSWER – POC’s for offerors shall submit the provided PPQ’s (Attachment J-12) per
Section L, B., 3. Part II - Past Performance.
2. In the Solicitation, Amendment 2, PDF page 11 of 15 it states “(a) Complete a narrative of the technical approach for the seed project to perform testing, abatement, and disposal of hazardous materials in accordance with paragraph 3.3.3 of the SOW and JBER Hazardous Waste
Management Plan (Attachment J-03). [Narrative must include a description of planned partnering arrangement, subcontract arrangement, or in-house capability. (5 page limitation)]” When reviewing Attachment J-03 there is no paragraph 3.3.3 provided. Can the government please clarify which paragraph they are referring to in this direction?
ANSWER – Paragraph 3.3.3 is located on page 17 of the Statement of Work (Attachment J-
01) and ensure narrative is also in accordance with JBER Hazardous Waste Management
Plan (Attachment J-03.)
3. In the Solicitation, PDF page 57 of 70 under Part I - Summary and Miscellaneous Data it states
"(a) The offeror shall provide a concise summary and master table of contents of the entire proposal." Is there a page limit for the concise summary, and are offerors allotted to provide a brief company introduction in addition to the summary of what is provided in the following volumes?
ANSWER – Per page 60 of the solicitation, “Only required documents will be accepted.” See
B 2 Part I -Summary and Miscellaneous Data.

4. In the Solicitation, PDF page 58 of 70, paragraph (b) it states "Part IIb, Past Performance
Information: Provide a summary of up to five (5) completed relevant contracts /projects similar in scope, complexity mentioned in the SOW paragraph 1.1 (J-01), the magnitude of projects found in Section L 5(f) and completed within the last three (3) years prior to the issuance date of the solicitation (See Sec M-01, paragraph C.2 and 3.)" Would the government please consider changing the time frame from three years to five years?
ANSWER – At this time the Government will not consider altering the definition of recency from 3 to 5 years.
5. Can you please verify the percentage of local resident hires in the Great State of Alaska? See
Below. This is on Page 4 of Solicitation:
“RESTRICTIONS ON EMPLOYMENT OF PERSONNEL (MAR 2000)
(a) The Contractor shall employ, for the purpose of performing that portion of the contract work in Alaska, individuals who are residents thereof and who, in the case of any craft or trade, possess or would be able to acquire promptly the necessary skills to perform the contract.
(b) The Contractor shall insert the substance of this clause, including this paragraph (b), in each subcontract awarded under this contract.”
ANSWER – There is not a stated percentage. A good faith effort to employ Alaskan residents would need to be demonstrated for each awarded project.
