Q&A 21 February 2017

1. Reference PWS paragraph 1.2: in reviewing the list of Contractor Provided Functions, we do not see any reference to “Mass Moves” (the removal and/or replacement of all furnishings in a building). QUESTION: Is this something that occurs and if so, what is the historic frequency?

A. This could occur and is addressed in PWS Section 1.4.1: Upon rare exception, as mission dictates, the Government may require the contractor to inventory, transport, and/or dispose furnishings and appliances for the purpose of, but not limited to: divesture, construction, renovation, or demolition of facilities. In these occurrences, work load may deviate by 10 percent of estimated workload data provided in Appendix 2. Additionally, known “mass moves” are addressed in the base-year workload that is greater than the option-year workload estimates.

2. Reference PWS paragraph 1.4.1.2.4, Loading, Unloading, Assembly, Disassembly and Placement:

QUESTION: Is the supplier/vender of new furniture and/or appliances responsible for the initial placement in the supported buildings?

A. When furniture is purchased in conjunction with new construction or major renovation projects, the supplier/vendor will install the furnishings in the building. The contractor will still be required to bar code and inventory the new furnishings. Other new furnishings will be delivered to the FMS warehouse and the contractor will take possession upon delivery.

3. Reference PWS Appendix 2, A2.1, Housing Facilities to Receive FMS Services Support:

QUESTION: In an effort to accurately staff for the anticipated workload, how many buildings make-up the Alert Facilities, Lodging Facilities and On/Off Base Housing Units?

A. Delivery to lodging and alert facilities are uncommon and at the current time only one facility has been supported. Additionally, the contractor will be required to support on/off base housing units to deliver/pickup loaner furnishings within a 50-mile radius of JBER.

Estimates are captured in the workload data presented in A2.1. and A2.2.

4. Reference PWS Appendix 2, A2.1, Housing Facilities to Receive FMS Services Support:

QUESTIONS: In an effort to accurately staff for the anticipated workload, we respectfully request that the Government provide an expanded description of the individual facilities identified in the table to include:

a. Number of floors in each building?

b. Number of rooms and occupants?

c. Are there elevators in the buildings?

d. If there are elevators, can they be used for moving furniture/appliances?

e. Are the buildings set up as open bays or individual rooms?

f. Provide the type and quantity of the furniture/appliances in each room configuration.

i.e. headboard, footboard, locker, wardrobe etc.?

A. The workload data in A2.1 has been updated for each building to show the number of floors, rooms, potential occupants, and whether an elevator is present if it be used for potential deliveries. There are no facilities set up as open bays. Quantity and type of furniture/appliances is listed in Appx 3A. Upon award, an inventory will conducted in accordance with 3.3.1. Inventory. and A.2.2 Schedule for Inventories.

5. Reference PWS Appendix 2, A2.1, Housing Facilities to Receive FMS Services Support:

QUESTION: When the contractor has to travel to off-base housing, what are the average miles traveled to accomplish this task and what is the frequency over the course of a year?

A. The estimated average miles traveled is 25 miles round trip and we do not have data to estimate a frequency of off-base travel. However, there are about 3200 on-base housing units, 3000 dorm/barracks rooms and about 1,500 off-base units that could be serviced.

Also refer to section 1.4.1.2.1 of the PWS which states, “Delivery and pickup shall be to housing located within a 50 mile radius of the FMS warehouse, building 724.”

6. Reference PWS Appendix 2, A.2.2, Estimated Annual Workload: this chart shows that there are

2000 pickups and 2000 deliveries per year. QUESTION: What constitutes a pickup or delivery?

QUESTION: Is it the movement of a single item, or is it the movement of a truck? If it is/could be more than one item, how many of each furniture type or appliance have been picked up and/or delivered over the last year?

A. A pickup or delivery may be one item or several items; deliveries are not based on items they are based on customers. Multiple pick up or deliveries could be made during a single truck’s route. We currently do not have data to provide for how many of each furniture type or appliance have been picked up and/or delivered over the last year. A.2.2 has been edited to reflect pickup and deliveries "workorders" as opposed to "each."

7. Who is the incumbent contractor and what is the respective contract number?

A: GLOBAL MANAGEMENT SERVICES, LLC performing under contract FA5000-13-C-0006

8. What items, with their approximate numbers, are being processed to DRMO monthly

(Ref: PWS A2.2 Estimated annual work load)?

A. DLA (formerly DRMO) disposals are conducted when there are a sufficient number of items

(generally a truckload) ready to be processed for disposal.

9. Is there a current CBA, is it available?

A: Contract is currently not subject to a CBA

10. Will the government consider applying a dollar value to past performances that it will consider?

This would reflect and ensure the size and scope the Govt desires (Ref: FMS Pre solicitation Par

(3) Past Performance Factor).

A: Yes, in accordance with FAR 52.212-2 (d)(2)

11. Will the Govt change the time period of 10 years for past performance to 3 or 5 years? 3-5 years ensures Recency and relevancy of the work the USG is seeking. Business Best Practices, process, certifications and technology has drastically changed within the last few years and would not be reflected in work that is 10 years old.

A: Past Performance has been revised/redefined as 5 years to determine Recency.

12. A typical industry standard for ensuring quality performance is an ISO 9001 certification. Please confirm that this is a requirement for this effort (Ref: PWS Paragraph 2.2, Quality Control Plan, Page 5).

A. This is not a requirement of the PWS.

13. To ensure that Small Businesses can manage these requirements, please confirm that an DCAA-approved accounting systems is required and if the letter should be included in the proposal.

A. This is not a requirement of the PWS.

14. The document states, “The Offeror must describe and provide narrative how they will assure that their technical solution that they will be able to comply with the requirement of PWS, paragraph 1.4.1.2.6 for Appliance a Furniture Repair”. QUESTION: Is the government requesting how the contractor will implement quality control? Further, the Technical Evaluation Factor references “ability to meet the requirement.” This suggests that the government is looking for more of a capabilities statement. Can the government elaborate on the instructions and the evaluation factors for Part II, Technical (Ref: Pre-Solicitation, Proposal Preparation Instructions, Part II(b) Furniture Appliance Repair, Page 2)

A: The requirement for Technical Evaluation Criteria has been removed.

15. For Pat II, Technical, the government has allotted contractors 10 pages to discuss the PWS, the top Evaluation Factor. Would the government consider increasing this to 20 pages (Ref: Pre-

Solicitation, Page limitations, Page 7)?

A: The requirement for Technical Evaluation Criteria has been removed.

16. Would the government consider reducing the font for graphs, charts, tables, text boxes, etc. to

10 point for ease of presentation (Ref: Pre-Solicitation, Paragraph 4, Format for Proposal Parts I and II, Page 7)?

A: Yes

17. Would the government consider allowing contractors to submit Parts I and II in a PDF format?

We have found this to be a more stable document (Ref: Pre-Solicitation, Paragraph 4, Format for

Proposal Parts I and II, Page 7).

A: Yes

18. These types of contracts typically require that a Draft Property Management Plan be submitted with the proposal or that the contractor have evidence of one that is in accordance with FAR

2.245. If it is required, will this be included in the Technical Evaluation criteria and will it be exempt from a page restriction?

A. This is not a requirement of the PWS. Property will be managed and accounted using the government owned software eMH. Air Force instructions form the basis for management of property under control of FMS.
