Do the attachments supporting the quality and satisfaction ratings of our contracts count towards the 5 pages we are allowed for each contract?
Yes, attachments count toward the 5 pages allowed per contract. Note: IAW 52.212-1
Addendum, paragraph C (3) "excessive pages will not be evaluated".
Appendix 2
Is supporting lodging a new requirement to this contract? If yes, please provide the estimated workload for supporting lodging?
Reference to supporting lodging facilities has been removed from Section A2.1 in the PWS and will not be a requirement.
Appendix 2
The Base Year workload for items to be disposed through DLA/DS is 13,100 items higher than the Option Year workload, can the government explain the difference?
The government intends to divest multiple aged barracks facilities and dispose of the furnishings from those facilities during the base year.

Appendix 2
The workload is showing additional 13,100 items that the contractor must disposed of in the base year, will the government please provide an estimated list per item so the offeror can estimated the additional staffing for the increase in workload?
At the current time the government intends to divest multiple barracks facilities
(buildings 602, 624, 628, 630, 632 and 38 temporary barracks) that will no longer be utilized as barracks. The furnishings from those facilities will be moved and disposed through DLA. Inventory was provided by building to determine what will be disposed. Those facilities comprise 1144 bed spaces with approximately: 1223 beds, 1223 mattresses, 2173 2-drawer chests, 418 night stands, 430 4 -drawer chests, 799 desks, 230 microwaves, 348 refrigerators, 108 dryers, 68 washers, 4 ranges, 12 couches, 30 tables, 672 wall lockers, 824 desk chairs. Total number items is current inventory is about 9,291.

Is the contractor responsible to perform
100% joint inventories each year of the contract at all Unaccompanied facilities listed in Appendix 2 – A2.1?
Yes, except the inventory will be reduced for option years as barracks are divested and furnishings disposed from 602, 624, 628, 630, 632 and 38 temporary barracks.

Please clarify that the contractor must have 100% joint inventory completed of all buildings listed in Appendix 2 –A2.1 in the first 10 months of performance in each contract year?
The contractor must complete the joint inventory in 10 months and will have 2 months to validate and provide a report to the government as indicated in Appendix
2.

Paragraph 1.4.1 states, “The contractor will clean dayrooms and common areas furniture in-place at least once a year.”
Please provide the number of dayrooms and common furniture the contractor is responsible to clean each year?
Each building in Appendix 2-A2.1 has a dayroom and a common area. This requirement will not be included in option years for buildings 602, 624, 628, 630, 632.

Paragraph states, “Upon rare exception, as mission dictates, the Government may require the contractor to inventory, transport, and/or dispose furnishings and appliances for the purpose of, but not limited to: divesture, construction, renovation, or demolition of facilities. In these occurrences, work load may deviate by 10 percent of estimated workload data provided in Appendix 2.” Please provide the estimated workload per year that the government with construction, renovation and demolition of facilities so offerors can estimate the staffing required per year?
This paragraph has been removed from the

In these occurrences, work load may deviate by 10 percent of estimated workload data provided in Appendix 2.” Please clarify if the customer renovates a 400 room new barracks building, the contractor would be required to bar code and inventory the building as price of the firm-fixed price?

Paragraph 1.4.1.1.1 states, “Delivery and pickup shall be to housing located within a
50 mile radius of the FMS warehouse, building 724.” What is the current delivery and pickup radius of the current contract?
The present contract is based on deliveries in the Anchorage Bowl (Peters Creek to the
North and Rabbit Creek on the South.

Paragraph 1.4.1.1.1 states, “Delivery and pickup shall be to housing located within a
50 mile radius of the FMS warehouse, building 724.” Will the government please clarify the delivery radius by city or street or road name so the offeror can estimate travel time?
Deliveries will be made within a 50-mile radius from the FMS warehouse, building
724 on JBER to include as far out as
Girdwood, Big lake and Sutton.

Paragraph 1.4.1.1.1 states, “Delivery and pickup shall be to housing located within a
50 mile radius of the FMS warehouse, building 724.” The above statement includes Girdwood, Big Lake and Sutton, can the contractor reschedule deliveries if road conditions are not recommended for safe travel by the DOT?
If road conditions are not recommended for safe travel by the DOT, the delivery may be rescheduled. Contractor will let the government know when this occurs and the new delivery date.

Paragraph 1.4.1.1.1 states, “In a government deemed emergency, the
Contractor may be required to perform short notice pickup or deliveries after normal hours or on weekends and holidays with CO/COR directive.” Please provide the estimated workload for emergency pickup and deliveries the contract is responsible for each year?
The government does not have historical workload data for these circumstances.

Please clarify if the offerors are allowed to utilize flatbed trucks to move furnishings or if box trucks are required?
Flatbed trucks can be used when turning in or removing large amounts of furniture from a facility. A box truck is required for daily operations.

Please clarify if the contractor or the government is responsible for the cost of the replacement appliances?
Replacement appliances will be a government cost. The contractor is responsible for replacement if the appliance is damaged by the contractor.

If a refrigerator is deemed unserviceable, is the contractor or government responsible for the cost to drain and dispose the refrigerants from the unserviceable refrigerator?
The contractor is responsible for proper removal and disposal of refrigerants from unserviceable refrigerators/freezers.
Section 1.4.1.1.6 will be revised to indicated that the contractor is responsible for proper removal and disposal of refrigerants as required by DLA.

The government does not have historical workload data showing the number of refrigerators that required removal of refrigerants prior to disposal.

The workload data provided in Appendix 2 includes refrigerators that may need to be repaired, but not disposed. The government does not have historical workload data showing the number of refrigerators that required removal of refrigerants prior to disposal.

Management Contractor performing the
Appliance Repair Program for
Accompanied, Unaccompanied and lodging facilities? If not, who is currently performing the Appliance Repair Program?
In the present contract the contractor does perform repairs on accompanied appliances. Present contract does not have contractor performing appliance repairs for unaccompanied or lodging.
When an appliance needs repairs the government calls a local service to perform the repairs.

Paragraph 1.4.1.1.6.1 states, “The
Contractor shall response to service calls within two (2) days and complete work within three (3) duty days.” If the contractor has to order a specialized parts will the contractor be allowed additional time from when the parts arrive?
The contractor will be allotted additional when specialized parts need to be ordered or when parts delivery cannot be accomplished within the time period specified in the PWS. The contractor will be responsible to give the government an estimated time when the part is to arrive and a completion time. If there is a significant delay in obtaining parts, the contractor may be required to replace the un-serviced appliance with a functioning unit from the warehouse. The un-serviced appliance will be repaired at the warehouse and returned to inventory.

Is the contractor responsible for 24/7 response on service calls?
Service calls will only be conducted during normal business hours.

Is the government providing any forklifts or vehicles to utilize during the contract?
The items listed in Appendix 3B are the only items the government will provide to the contractor. Forklifts will not be provided.
General Will the government authorize the contractor to lease vehicles through GSA?
No, GSA leases will not be authorized.

April the RFP states 25 April). As Part I includes amendments will offerors be required to resubmit this part if further amendments are issued?
Question appears to referance Pre-
Solitation documents. Current documents are under "Solicitation 1" dated Mar 29, 2017 and any Amendments dated after that date.
