Appendix 3

PWS paragraph 3.5.2 states that the

Computers provided for EMH are listed in

Appendix 3B. The computers are listed in

Appendix C. So will the computers, monitors, printers and Copy, Printer

Scanner machines not be classified as “as is”?

Paragraph 3.5.2 pf the PWS has been corrected to state that the computers provided for EMH will be listed in

Appendix 3C.

I didn’t see any forklifts in the GFE listings.

Are the three forklifts in the warehouse owned by the incumbent or the government?

The forklifts in the warehouse are owned by the government and will not be provided for contractor use.

Debbie stated at one point that the appliances were only for the Dorms and

Barracks (unaccompanied) I saw appliances stored in the accompanied area.

How many of the appliances are set aside for accompanied issue vs unaccompanied?

There are appliances listed in inventory for accompanied, but the Air Force no longer allows appliances as loaner furniture for accompanied, so most will be transferred to the unaccompanied inventory as needed.

If not needed for unaccompanied, they will be disposed through DLA/DS.

Since this acquisition is going to be evaluated based solely on Past Performance and Price, how will companies that can only provide past performance of Key Personnel and experience acquired by working for another company be evaluated for this solicitation

The Past Performance Evaluations will be evaluated as stated in the RFP 52.212-2

Adendum (d)(2). Paragraph (d)(2) has been amended.

Appendix 2, Section A2.2

Would the Government please provide the CLIN workload data for all of the option years?

The workload data is seperated between the base year and the option years. The

(estimated) workload data provided for the option years is the same from one year to the next.

4.15

PWS, states that the Contractor shall

“Remove snow and ice from sidewalks, parking areas, access roads, walkways and loading areas.” It makes sense that the Contractor is responsible for clearing sidewalks, walkways and loading areas.

However, the clearing of parking areas and access roads is normally handled by

Base Civil Engineering, particularly since this building is a shared facility.

Would the Government please clarify?

The area surrounding Bldg 724 is provided

Level III snow removal, while the access road leading up to, but not dirrectly between, Bldgs 724 & 730 is provided

Level II snow removal by CES. PWS, paragraph 4.15, has been modified to reflect the contractor's area of responsibility for snow/ice/debris removal.

Para 1.4.1.1.5

PWS states that the “Contractor shall receive and process furnishing disposal requests from the CO/COR, and coordinate with government representatives to schedule pick-up at the facility, deliver to DLA/DS and update inventory database.” Would the government please clarify if the contractor must transport all assets marked for disposal to DLA/DS. There was some discussion about DLA picking up disposed assets, and we wanted to clarify. In addition, would the government please provide the locations of the nearest DLA/DS site(s)?

DLA will not pick up items for disposal, so the contractor will be required to transport items to the DLA facility located near the intersection of Richardson Drive and

Vandenberg Ave on JBER.

Para 1.4.1.1.

In order for a vendor to develop realistic fuel costs, would the government provide the number of pick-up and deliveries to off-base housing, and the average annual mileage for these deliveries? We understand that people live in off base housing all around the

Anchorage area, and need to assess the average mileage and labor hours involved over supporting these customers. Without some understanding of annual miles driven, the current vendor has an unfair advantage in pricing fuel requirements, along with pricing repair parts due to wear & tear on the conveyances.

The government hasn't tracked the number of on and off-base deliveries. The 3-year summary of total deliveries is provided in

Appendix 2.

Do all permanent party PCS’d to JBER receive washer, dryer, and refrigerator units, to include personnel residing off post?

Accompanied personnel do not receive appliances. Appliances will be delivered or picked up from dorms and barracks on base. Appendix A2.2, CLIN 0006, will be revised to remove data showing appliance repair for accompanied.

How many service calls did the government pay local contractors to perform? What was the dollar amount the government paid for those services?

The workload is provided in Appendix 2.

All of the appliance and furnishings repair could be service calls. CES estimates repair expenditures at $225 per order.

What is the procedure to determine that an appliance is beyond economical repair? If this answer is found in AFI 32-6004 can the government please provide the document to the bidders?

If the contractor is responsible for the proper removal disposal of refrigerants from unserviceable refrigerators/freezers. Is the contractor required to provide copies of their EPA license in order to perform these functions properly?

The correct number is on the SF30, block

2; 0001. The FBO labeled Amendments 1-

6, which were part of the pre-solicitation are not part of the Solicitation.

The Part I submittal paragraph (d) requires we provide signed copies of the

Amendments. Which Amendments do we need to sign?

With the posting of today's Amendment, offerors will need to sign and provide

Amendments 0001 and 0002. If any other

Amendments are issued the same would apply.

Amendment 0001, Page 3 of 7, Paragraph 1

Part I –Summary and Miscellaneous Data, states: “Limited to no more than ten (15) pages.”

The correct number is 15 pages.

Government has added that the provision

FAR 52.212-3 doesn't count against the page count.

Paragraph 1.4.1 Specific Tasks states: “The

Contractor shall provide furnishings and appliance repair services in accordance with

Sections 1.4.1.2.6 and 1.4.1.2.6.1 of the

PWS.” There are no Sections 1.4.1.2.6 and

1.4.1.2.6.1 in the PWS. Is this supposed to read “in accordance with Sections 1.4.1.1.6 and 1.4.1.1.6.1? Please clarify.

PWS paragraph 1.4.1 has been corrected to reflect “in accordance with Sections

1.4.1.1.6 and 1.4.1.1.6.1."
