Solicitation FA5000-R-20-0016 – Industry Questions

1. Please confirm that the evaluation of past performance information will take into account the project experience of teaming partners, as defined in Paragraph 3(e) on page 29 and documented in a teaming agreement between the parties.

Answer –

As far as evaluation goes, FAR addenda 52.212-2 says “(3) Past Performance Factor. The Government will evaluate recent and relevant performance information …Past performance regarding predecessor companies of the offeror and/or subcontractors, that will perform major or critical aspects of the requirement, if applicable (see 52.212-1(m)(B)(3)(c)), will not be rated as highly as past performance information for the principal offeror.”

Addenda to FAR 52.212-1 says, “…(c) The evaluation of past performance information (i) will take into account past performance information regarding predecessor companies, (ii)) will not take into account key personnel who have relevant experience, and will not take into account subcontractors that will perform major or critical aspects of the requirement.”

Based on this language, the government will take into account past performance information regarding predecessor companies but will not take into account other situations, in accordance with the criteria set forth in the addenda of FAR 52.212-1.
