Past Performance Purpose: To assess the degree of confidence the Gov has in an offerors ability to meet solicitation requirements based on a demonstrated record of performance.
Maximum of 3 contract references
Recent within 3 years from date of solicitation
Relevant contracts include those of similar scope, magnitude, and complexity of JBER’s requirement
Performance Quality Assessment: PPQs, CPARS
Offeror will receive an integrated “Past Performance Confidence Assessment Rating”
Price All offers ranked by price
Price to include option periods and 6th month extension of services for a
TEP
Analyzed for unbalanced pricing
Government reserves the right to perform price realism analysis
Documents the fairness and reasonableness of the TEP
Subjective Tradeoff Source Selection All offers treated equally except for their prices and past performance records
Tradeoffs amongst Price and Past Performance (Past Performance = Price)
The Government reserves the right to award to other than the lowest Total Evaluated Price (TEP)
In that event, the SSA will make an integrated assessment best value award decision
