About this file

This is a Memorandum for Record documenting pre-proposal questions and answers for Solicitation Number FA489726B0006, concerning the Repair of Base Switching Station at Mountain Home Air Force Base, Idaho. The document addresses eleven contractor inquiries regarding project scope, responsibilities, technical requirements, and timeline.

Key clarifications include: prime contractors may demonstrate 1kV–69kV substation experience through first-level subcontractors; the Government will provide design drawings, specifications, and analysis documents, with additional detailed one-line diagrams in AutoCAD and EasyPower models delivered post-selection; contractors must minimize outages with requirements detailed in Specification 01 11 00.10 and pre-outage coordination in Specification 01 35 26. Responsibility boundaries are delineated, with USG personnel responsible for switching and energization, Idaho Power performing aerial transitions, and contractors handling pole setting, testing, and all soil disposal within the construction area per Air Force and DoD policy. The Government will provide the EasyPower model in editable native format, validated as of September 2025. For SCADA/cybersecurity, contractors must develop the substation GUI within the AVEVA R2 2023 SP1P03 platform with MHAFB approval; additional requirements are specified in Design Analysis Section 2.9 and Design Specification Section 25 05 11.00. The $9M cap applies exclusively to CLIN 0001 for new construction under 10 U.S.C. 2805, while CLIN 0002 remains uncapped. The project duration is 850 calendar days total, comprising 120 days for preconstruction activities and 730 days for construction. Access restrictions require Security background clearance vouching, with two laydown yards available for contractor use.

MEMORANDUM FOR RECORD

SUBJECT: Pre-Proposal Questions and Answers, Repair Base Switiching Station

SOLICITATION NUMBER: FA489726B0006

DESCRIPTION OF THE ACTION: This memorandium documents contractor questions and the Government’s responses prior to submittal of Technical Proposals for the Repair of Base Switching Station at Mountain Home AFB, ID.

1. Confirm whether prior 1kV–69kV substation experience may be satisfied through major subcontractor/team member experience, and whether those projects must be prime-performed by the offeror.

a. The prime contractor (offerer) shall demostrate those sub-criteria requirements listed in Factor 6 – Relevant Experience. Experience may be demonstrated through “major subcontractor/team member experience” (first-level subcontractor).

2. Confirm the exact Government-furnished equipment list, condition, delivery dates, storage responsibility, warranty transfer, and contractor installation/testing obligations.

a. There are not any GFE, per say, but the USG will provide drawings, models, and other anciliary documents.

b. The offerer should have already received copies of the (1) Design Drawings, (2) Design Specifications,

(3) Design Analysis, (4) SOW, and (5) other administrative documents as part of the Request for Techinical Proposal.

c. Even though the GFE’s identified in the SOW is not required to demonstrate those evaluation factors in Step 1 of the Two-Step / Sealed Bid, the USG will provide the following after the selection of those prospective offers that met Step 1 of the Two-Step / Sealed Bid.

i. up-to-date detailed one-line diagrame of MHAFB entire distribution network in AutoCAD format, as well as a PDF format.

ii. up-to-date complete model of the distribution network in EasyPower format.

3. Confirm outage windows, maximum outage durations, after-hours/weekend requirements, and whether any critical circuits require temporary backup power.

a. There are no “maximum” outage duration; however, Contractor shall make every effort to minimize outages as much as possible.

b. Specification 01 11 00.10 defines the requirements for outages.

c. Specification 01 35 26 defines the requirements for pre-outage coordination meeting.

4. Confirm responsibility boundary with Idaho Power for utility pole work, aerial transition work, switching, testing, and energization.

a. The power poles will be USG property; therefore, the Contractor is responsible for setting the poles

b. Drawing E-002R shows demarcation between USG and Idaho Power.

c. All aerial transition will be performed by Idaho Power since they’re the owners. Contractor is responsible to contact Idaho Power for this work.

d. USG personnel is responsible for all switching of energized circuits

e. Contractor is responsible for all testing

f. USG personnel is responsible for energization

5. Confirm whether contaminated soil/PCB disposal quantities are to be bid as base scope, allowance, unit price, or changed condition if analytical results exceed assumed thresholds.

a. With respect to PCB, discovery from analytical analysis, then change modification to contract.

b. With respect to soil, the Contractor is responsible for all disposal within the construction area as per

Air Force and DoD policy, no exceptions

c. Design Specification is given in Section 01 57 19

d. Additional requirements are given in SOW Step 9.0

6. Confirm whether the Government will provide the EasyPower model in editable native format and whether the model has been validated against current field conditions.

a. USG will provide EasyPower model in editable native format.

Revised 5/8/2026

b. Model has been validated against current field conditions, as of September 2025.

7. Confirm SCADA software/head-end requirements, licensing, cybersecurity submittal expectations, and responsibility for configuration at B1300, B1354, and B900.

a. USG is using AVEVA System Platform 2023 R2 SP1P03, Thin Manager v13.2 SP5. Thin clients are used to provide the control applications to the shops using PXE boot only. Licenses will be required and need to be provided to add thin clients to our existing Thin Manager package. Thin Clients used for the Substation (Bldg 1300 and Bldg 1354) will need to be view only within the application other than the Substation client (Bldg 1017) which will have full control. Bldg 900 is the network connection link for fiber to add the system to the Base COIN network.

b. Contractor will be responsible for the development of the substation GUI within the AVEVA R2 platform with approval by MHAFB as to design and operation needs

c. Additional information on Cybersecurity is given in Design Analysis Section 2.9

d. Design Specification for SCADA / Cybersecurity is given in Section 25 05 11.00

8. Confirm whether CLIN-01’s $9M cap applies only to pricing structure or also limits awardability if design annotations create overlap between new construction and repair work.

a. $9M is a hard ceiling on all work associated with “New” construction. The $9M Cap only applies to

CLIN 0001 due to thresholds cited in 10 U.S.C., 2805.

b. CLIN 0002 is not capped.

c. Design has specifically delineated between “New” and “Repair”.

9. Confirm access restrictions, escorting, laydown limits, and whether the project may use simultaneous material and jobsite laydown yards.

a. MHAFB access is granted for those personnel who are vouched by Security’s background check.

b. MHAFB access is limited to Contractor’s Gate if vehicle has any Contractor’s logo on side

c. MHAFB access is granted in personal owned vehicles through front gate
