About this file

This is a Performance Work Statement (PWS) and sampling plan for polychlorinated biphenyl (PCB) remediation activities associated with the demolition of Building 1406. The document establishes procedures for collecting and analyzing samples to characterize PCB contamination at the demolition site in compliance with EPA regulations under 40 CFR Part 761, Subpart N.

The sampling strategy employs targeted and baseline approaches, with concrete surfaces sampled using a rotary impact hammer to collect fine powder from the top 0.5 inches, and soil sampled via Incremental Sampling Methodology collecting 30-50 small increments from 0-6 inches deep within designated Decision Units. Personnel must be HAZWOPER-certified with 40-hour initial training and annual 8-hour refresher courses, and must complete site-specific procedure training before commencing work. Sample collection requires use of laboratory-provided 8-ounce glass jars with Teflon-lined lids, nitrile gloves, and strict decontamination procedures (Alconox wash, deionized water rinse, hexane rinse, air dry). A state-certified laboratory must perform analysis using EPA SW-846 Method 8082A for PCB detection via gas chromatography, with extraction via EPA Method 3540C (Soxhlet) for solid matrices, achieving a reporting limit of 1.0 mg/kg (ppm) or lower. Analytical results are classified as non-impacted (<1 ppm), PCB remediation waste (1-50 ppm requiring disposal at municipal/industrial landfill), or TSCA-regulated hazardous waste (≥50 ppm requiring licensed chemical waste landfill disposal). Quality control includes one field duplicate and one equipment blank per 20 samples, with chain of custody maintained throughout. Upon completion of analysis, a comprehensive Site Characterization and Removal Plan Report will be compiled including methodology summary, sample location maps, analytical results, laboratory data sheets, and abatement/disposal work plan.

Subpart N—Cleanup Site Characterization Sampling for PCB Remediation Waste in Accordance with § 761.61(a)(2)

Source:63 FR 35464, June 29, 1998, unless otherwise noted.

§ 761.260 Applicability.

This subpart provides a method for collecting new data for characterizing a PCB remediation waste cleanup site or for assessing the sufficiency of existing site characterization data, as required by § 761.61(a)(2).

§ 761.265 Sampling bulk PCB remediation waste and porous surfaces.

(a) Use a grid interval of 3 meters and the procedures in §§ 761.283 and 761.286 to sample bulk PCB remediation waste that is not in a container and porous surfaces.

(b) Use the following procedures to sample bulk PCB remediation waste that is in a single container.

(1) Use a core sampler to collect a minimum of one core sample for the entire depth of the waste at the center of the container. Collect a minimum of 50 cm3 of waste for analysis.

(2) If more than one core sample is taken, thoroughly mix all samples into a composite sample. Take a subsample of a minimum of 50 cm3 from the mixed composite for analysis.

(c) Use the following procedures to sample bulk PCB remediation waste that is in more than one container.

(1) Segregate the containers by type (for example, a 55-gallon drum and a roll-off container are types of containers).

(2) For fewer than three containers of the same type, sample all containers.

(3) For more than three containers of the same type, list the containers and assign each container an unique sequential number. Use a random number generator or table to select a minimum of 10 percent of the containers from the list, or select three containers, whichever is the larger.

(4) Sample the selected container(s) according to paragraph (b) of this section.

§ 761.267 Sampling non-porous surfaces.

(a) Sample large, nearly flat, non-porous surfaces by dividing the surface into roughly square portions approximately 2 meters on each side. Follow the procedures in § 761.302(a) with the exception of the sampling grid size.

(b) It is not necessary to sample small or irregularly shaped surfaces.

[63 FR 35464, June 29, 1998, as amended at 88 FR 59695. Aug. 29, 2023]

§ 761.269 Sampling liquid PCB remediation waste.

(a) If the liquid is single phase, collect and analyze one sample. There are no required procedures for collecting a sample.

(b) If the liquid is multi-phasic, separate the phases, and collect and analyze a sample from each liquid phase.

There are no required procedures for collecting a sample from each single phase liquid.

(c) If the liquid has a non-liquid phase which is >0.5 percent by total weight of the waste, separate the non-liquid phase from the liquid phase and sample it separately as a non-liquid in accordance with § 761.265.

§ 761.272 Chemical extraction and analysis of samples.

Select applicable method(s) from the following list to extract PCBs and determine the PCB concentration from individual and composite samples of PCB remediation waste: SW-846 Method 3510C, Method 3520C, Method 3535A, Method 3540C, Method 3541, Method 3545A, Method 3546, or Method 8082A (all standards incorporated by reference in § 761.19). Modifications to the methods listed in this paragraph or alternative methods not listed may be used if validated under Subpart Q of this part or authorized in a § 761.61(c) approval. § 761.274 Reporting PCB concentrations in samples.

(a) Report all sample concentrations for non-liquid PCBs on a dry weight basis as micrograms of PCBs per gram of sample (ppm by weight). Report surface sampling results as µg/100 cm2. Divide 100 cm2 by the surface area and multiply this quotient by the total number of micrograms of PCBs on the surface to obtain the equivalent measurement of micrograms per 100 cm2.

(b) Report all sample concentrations for liquid PCBs on a wet weight basis as micrograms of PCBs per gram of sample (ppm by weight).

Revised: B1406 PCB Sampling and Analysis Plan PCB Sampling and Analysis: Demolition of Bldg. 1406

Subpart N—Cleanup Site Characterization Sampling for PCB Remediation Waste in Accordance with § 761.61(a)(2) Source: 63 FR 35464, June 29, 1998, unless otherwise noted.

This document outlines the procedures for collecting and analyzing samples to characterize PCB remediation waste at the Building 1406 demolition site. All procedures are designed to comply with federal regulations and established EPA standard operating procedures.

Health and Safety In accordance with the EPA SOP for porous surface sampling, all personnel will adhere to strict health and safety protocols. At a minimum, eye, respiratory, and hearing protection are required at all times during sample drilling. A properly fitted respirator is mandatory for hard porous surface sampling to prevent the inhalation of particulate or volatilized PCBs.

Personnel Qualifications

All field samplers working on this project must meet the personnel qualification requirements for hazardous materials/waste site work. This includes a 40-hour health and safety training course (HAZWOPER) with an annual 8-hour refresher course. Furthermore, all samplers must be trained in the specific procedures outlined in this document by an experienced sampler before initiating this work.

1.0 Sampling Strategy

A targeted sampling strategy will be used, focusing on high-probability areas of contamination. In addition to targeted sampling, the design will incorporate the following minimum frequencies as recommended by the

EPA:

• At each separate location, a minimum of three samples will be collected from each type of porous surface.

• In general areas where PCB equipment was formerly used or stored, samples will be collected at a frequency of at least 1 sample per 100 square feet (ft²).

Media Sampling Location & Rationale Sampling Methodology

Concrete Primary (Biased) Locations: Pads directly beneath former equipment, stained areas. Secondary Locations:

General flooring, curbs, trenches.

Porous Surface Sampling: Collect fine powder from the top 0.5 inches of concrete using a rotary impact hammer.

Soil Primary (Biased) Locations: Adjacent to and downslope from concrete pads.

Secondary Locations: A perimeter around the work area.

Incremental Sampling Methodology (ISM): Collect 30- 50 small, evenly-spaced increments from 0-6 inches deep within each Decision Unit. Combine increments to create one representative sample per area.

2.0 Sample Collection and Handling Procedures

Procedure Specification

Decontamination All non-dedicated equipment will be decontaminated before first use and between samples. The procedure is: 1. Scrub with Alconox wash. 2. Rinse with deionized water.

3. Perform a final rinse with hexane. 4. Air dry completely before reuse.

Protective Gloves Nitrile gloves will be used during sampling to prevent potential sample contamination.

Sample Containers

Laboratory-provided 8-ounce glass jars with Teflon-lined lids.

Labeling Unique ID, date, time, location, and sampler’s initials on each sample (e.g., B1406-SOIL- 01).

Chain of Custody Maintained from collection to laboratory delivery.

Quality Control One Field Duplicate and one Equipment Blank per 20 samples.

3.0 Laboratory Analysis

Parameter Specification

Analytical Laboratory

State-certified laboratory with PCB analysis experience.

Analytical Method EPA SW-846 Method 8082A: Polychlorinated Biphenyls (PCBs) by Gas Chromatography.

Extraction Method EPA Method 3540C (Soxhlet Extraction) for solid matrices.

Reporting Limit Must be 1.0 mg/kg (ppm) or lower to meet action levels.

4.0 Data Evaluation and Action Levels

Analytical results will be compared to TSCA regulatory action levels to direct removal and disposal activities within the construction footprint.

Concentration Classification & Action Required Under This SOW

< 1 ppm Non-Impacted. Concrete and soil can be managed as standard, non-hazardous construction debris.

1 ppm to < 50 ppm

PCB Remediation Waste. Material must be excavated, segregated, and disposed of in a permitted municipal solid waste or industrial landfill.

≥ 50 ppm TSCA-Regulated (Hazardous) Waste. Material must be excavated, segregated, and disposed of at a licensed TSCA chemical waste landfill.

If any initial sample exceeds 1.0 ppm, additional "step-out" samples will be collected to delineate the horizontal and vertical boundaries of the contamination.

5.0 Reporting

Upon receipt of all analytical data, a comprehensive Site Characterization and Removal Plan Report will be compiled. This report will include a summary of the methodology, maps of sample locations and results, laboratory data sheets, and a clear work plan for abatement and disposal.
