About this file
This is a Statement of Work (SOW) for construction services at Mountain Home Air Force Base (MHAFB) to repair and modernize the base switching station. The project involves constructing a new 12.5 kV Switching Station (Building 1017) to replace the existing distribution switching station (Building 1406), seamlessly transitioning electrical loads between facilities, coordinating with local power utility to transition aerial lines to newly installed utility poles, and demolishing the existing switching station. The total period of performance is 850 calendar days (28 months) from the Notice to Proceed, with pre-construction activities limited to 120 calendar days and construction activities limited to 730 calendar days.
The contractor must provide procurement of all equipment and materials, detailed project schedules at multiple levels (Level 2 through Level 5), power studies (power flow, short circuit, arc flash, coordination, and reliability analyses) in EasyPower software, environmental compliance including PCB sampling and soil testing per EPA and Idaho DEQ standards, coordination with the local power utility with 14 days' notice, temporary construction power via a step-down transformer meeting specified requirements, SCADA communications with MODBUS TCP capability and fiber connections to Building 900, and a Mass Notification System with Honeywell Silent Knight Addressable FAP/MNS equipment featuring eight pre-recorded messages. The contractor must segregate costs between New Construction (CLIN-01) and Repair Work (CLIN-02), provide monthly schedules of values and invoices reflecting this split, deliver 3D renderings of the new switching station, and maintain two designated laydown yards with specific fencing, signage, and waste management requirements. Key personnel including a Project Manager, dedicated Project Superintendent, Quality Control Manager, and Site Safety and Health Officer must be submitted for security vetting within 14 days of NTP.
