Industry RFP Questions T-38 AMP
1. Would the Government provide the total number of FCF’s flown for the years 2013 and 2014?
Data for 2013 and 2014 are not available. However, the government has provided projected FCF workload data within the Appendix K portion of the RFP. Additionally FCF data for FY15 will be provided within the first amendment to the final RFP.
2. Please provide FCF “release rate” data for the years 2013 and 2014?
T-38 AMP FCF release rates were not tracked during FY13 and FY14. However the government will provide FY15 release rate data with the first amendment to the final RFP.
3. When will CAMS’s data be available in the bidder’s library?
Bulk CAMS/IMIDS data is not provided with the bidders library or Appendix K. However summary IMIDS data for the specific sites, the T-38 aircraft and engines is provided within Appendix K Workload Data.
4. Would the Government provide “late landing” data from debriefs for 2013 and 2014?
The government has provided the projected flying window within the PWS. The government will also provide FY15 deviation data with the first amendment to the final RFP.
5. References: Block 9 of the SF33, Section L-5 Submission of Proposals, L-5.1 Question: Block 9 of the SF33 of the RFP attachment shows a proposal due date of February 4, 2016 and also contains a “Draft” watermark. In Section L-5.1, it states a date of 6 January 16 as the submission dates for the proposal. Can the Government confirm that the RFP posted on FBO is the final and the due date for this proposal is February 4, 2016?
The government will post an amendment to the final RFP with an updated proposal due date of 17 Feb 16
6. Reference: Section M-2.3.3, Relevancy With the USAF's intent to increase competition thereby bringing new innovations and improved processes to the T38 Aviation Maintenance Program, will the Government consider a change to the Very Relevant rating definition in Section M by:
a) including rotary wing platforms or changing the verbiage to “military combat/fighter aircraft"?
b) including depot maintenance?
The government took care in developing the relevancy criteria to ensure the very relevant definition accurately prescribed the criteria necessary for past performance to be assessed as very relevant.
7. Section L & M require demonstrated performance (minimum of 12 months) during the last three years preceding the T-38 AMP final solicitation issuance date. Would the Government consider revising to read “demonstrated performance (minimum of 12 months) during the last three years preceding the T-38 AMP final proposal due date”?
The government will continue with the standard language that requires demonstrated performance (minimum of 12 months) during the last three years preceding the T-38 AMP final solicitation issuance date.
8. Reference - T-38 RFP, L-2 ACCESS TO BIDDERS LIBRARY, gives 2 web sites for publications – one for regs and pubs and one for ETIMS. T-38 PWS Appendix C, Publications and Forms, offers one T-38 Tech Order for bidders – TO 1T-38C-6. Comment. Section 1 of TO 1T-38C-6 excludes Work Cards.
We could not find T-38 Work Cards on ETIMS or any online source. We require access to TO 1T- 38A-6WCs to complete pricing and technical volumes.
Will the Government please provide access to all TO 1T-38A-6WCs listed in Section 1 for non-incumbent bidders?
The government will provide all TO 1T-38A-6WCs listed in Section 1 within the first amendment to the final RFP.
9. We don’t want assume we use the same data for Options 7 & 8, but the PWS Tables 1 and 2 do not provide any data past FY23.
a. Should we have data for FY24 (Option 7) and FY25 (Option 8)?
The chart located in the PWS will be updated and provided with the first amendment to the
RFP.
10. “L-11.1.1 The Offeror shall provide all Schedule B information (Schedule of Supplies and Services (CLINS)) in the attached excel spreadsheet (see RFP Attachment 5, Schedule B/T-38 AMP Contract CLINs). This spreadsheet will be used to populate the Schedule B CLINs in the SF33 upon award.”
a. Could you provide the spreadsheet that is referenced in section L-11.1.1?
Section L changes will be posted in Amendment 2 of the RFP.
11. PWS paragraph 2.2.1.2 “Provide documented qualifications…….NLT 15 days prior to transition start…”. The pre proposal conference slide “Acquisition Milestones” showed the transition starting the same day as contract award (actually a day before contract award). Since we won’t know the contract award/transition start date 15 days ahead of the contract award announcement, we can’t meet the PWS requirement to “provide the documented qualification 15 days prior to”. It’s also unlikely we will meet the requirement to have our key personnel “in place at transition start” (PWS, 2.2.1.2 also), unless we can guarantee we will hire all incumbents for the key positions.
a. Will the award date change to allow us to meet the PWS requirements?
Changes will be posted in Amendment 1 of the RFP with a projected contract award date of 7 Nov 16 and a transition period of 14 Nov-31 Dec 16
12. A small issue is with the AFI 21-101 Compliance Matrix in Appendix C, it is for the 2010 version of AFI21-101. Most of the paragraph numbering does not align with the May 2015 version. This could lead to assumption errors.
a. Will a new compliance matrix be posted?
A new compliance matrix will be posted on FBO. Changes will be posted in Amendment 1 of the RFP.
13. The due date, February 15th, 2016 is a federal holiday.
a. Will the due date change?
The due date will be changed to 17 Feb 15
14. Will AF provide flight gear, such as helmets and protective gear?
The government will provide flight gear (helmets, protective gear, etc)
15. Will the AF provide initial and recurrency for contractor T-38 pilots?
The government will provide initial and currency training for FCF candidate pilots. But, all candidates should have previous T-38 experience.
16. What is the length of time from airplane release from FCF from maintenance to ferry flight back to OL?
The length of time currently varies as operating location pilots must be coordinated with for pick-up. In some cases the timing is currently a day or up to a week depending on circumstances. In the new contract the contractor FCF/Ferry pilots will determine the ferry timing in coordination with the aircraft’s operating location Operations personnel.
17. The current RFP does not specify the minimum qualifications for the FCF pilots (flight time, maintenance experience, prior FCF experience, etc). Does the government expect industry to set these or will the government provide these?
All contractor FCF pilots must meet the Basic Aircraft Qualification (BAQ) requirements in AFI 11-202, Vol. 2 and AFI 11-2T-AT-38, Vol. 2. As per AFI 11-2T-38V1, ACC Sup 1: Para 5.6.1.2.
(Added ACC) FCF pilots will have a minimum of 750 total flying hours and 200 IP or FP hours in the T-38, or 650 total hours and 300 IP or FP hours in the T-38. ACC Sup 1 will be loaded into Appendix C with Amendment 1 of the RFP.
18. Will the AF provide initial re-currency/currency since this would be inherently governmental training?
Yes, the government will provide initial re-currency/currency FCF/Ferry pilot training. But, all candidates should have previous T-38 experience.
