T-38 AMP Solicitation #FA4890-15-R-007 Industry Questions 25 Jan 2016
1. Reference: RFP dated 16 Dec 2015. L-10.2 Recency Determination. Each PPI reference submitted shall have demonstrated performance (minimum of 12 months) during the last three years preceding the T-38 AMP final solicitation issuance date. This includes contracts that were awarded prior to this period, but still had performance (minimum of 12 months) during the last three (3) years.
Question: Did the government intend to include the “minimum of 12 months” performance requirement language in the DRFP? This language excludes contracts that would give the government better indication of offerors’ relevant past performance.
Answer: The government will continue with the standard language that that requires demonstrated performance (minimum of 12 months) during the last three years preceding the T-38 AMP final solicitation issuance date
2. Reference: Draft PWS dated 1 OCT 2016. 2.24 Test Measurement Diagnostic Equipment (TMDE). Contractor personnel shall monitor and fully manage the provided TMDE IAW TO 33K1-100-2, Precision Measurement Equipment Laboratory, and TO 00-20-14, Air Force Metrology and Calibration Program. The Contractor shall utilize the TC Max to maintain physical accountability for TMDE.
Question: As the government is currently using TAS for tool control, yet the PWS requires contractors to use TC MAX to track TMDE, please confirm that the government will provide TC MAX for tool control.
Answer: The T-38 AMP does not currently utilize TC Max. If, as expected, after new contract start, TC Max is implemented, the government will assign a reasonable transition timeline for conversion. All required site licenses would be purchased by government. If the implementation/transition to the new system created contractor costs the government would review justification and negotiate as necessary.
3. Reference: Draft RFP dated 10 SEP 2015. L-5.1 The original and copies shall be sent or hand delivered to the issuing office listed in Block 7 of the Standard Form (SF) 33;
Solicitation, Offer and Award; on or before 2:00 PM EDT on 6 Jan 16 for the Past Performance Volume and 2:00 PM EDT on 6 Jan 16 for the Technical and Price Volumes.
L-7.5.5 Copies and Page Limit. Submission chart has Closing date and time of 6 Jan 16 4:30 PM EST for all.
Question: Please clarify delivery date and time.
Answer: The RFP Section L will be revised to indicate the original and copies shall be sent or hand delivered to the issuing office listed in Block 7 of the Standard Form (SF) 33; Solicitation, Offer and Award; on or before 1630 PM EDT on 17 Feb 16 for the Past Performance Volume and 1630 PM EDT on 17 Feb 16 for the Technical and Price Volumes. L-7.5.5 Copies and Page Limit. Submission chart has Closing date and time of 17 Feb 16 16:30 PM EST for all.
4. Reference: Attachment_5 Section L Dated 3_Nov_15. L-5.1 The original and copies shall be sent or hand delivered to the issuing office listed in Block 7 of the Standard Form (SF) 33; Solicitation, Offer and Award; on or before 2:00 PM EDT on 6 Jan 16 for the Past Performance Volume and 2:00 PM EDT on 6 Jan 16 for the Technical and Price Volumes.
Question: It does not appear that Section L was updated with the final solicitation due date per the FBO notification. Please clarify the proposal delivery date and time.
Answer: The RFP Section L will be revised to indicate the original and copies shall be sent or hand delivered to the issuing office listed in Block 7 of the Standard Form (SF) 33; Solicitation, Offer and Award; on or before 1630 PM EDT on 17 Feb 16 for the Past Performance Volume and 1630 PM EDT on 17 Feb 16 for the Technical and Price Volumes. 5. Reference: Attachment_5 Section L Dated 3_Nov_15 and SECTION L: ATTACHMENT
1 PAST PERFORMANCE INFORMATION (PPI) TOOL INSTRUCTIONS. L-10.1.2
Past Performance Information (PPI) Reference Sheets (Section L: Attachment 1) says:
Hard copy PPIs are not required or desired. PPIs should be submitted in the electronic volume. Attachment 1: says Follow the submission instructions. Hard copies of the pages generated from this tool shall be used in the hard copy of the past performance volume subject to the limitations outlined in this RFP and should be Tab 1 of the past performance volume.
Question: Please clarify if offerors are supposed to include hard copy PPIs with submittals or not.
Answer: References Section L, paragraph 4 Note and L-10.1.2.1. Offerors must populate the PPI tool and submit with their past performance information. Offerors do not have to submit hard copies.
6. Reference: Workload Data. It appears that the Workload Data provided is only from
FY14.
Question: Will the government provide workload data from additional years?
Answer: The government provided additional workload data within RFP Amendment #1 dated 30 Dec 15
7. Reference: PWS Appendix G. Date listed in Section J List of Attachments is 01 November 2015. The date in the document footer is 01 March 2015 and is the version released with the DRAFT.
Question: Will the government be releasing an updated version of Appendix G?
Answer: The final RFP dated 16 December 15 and posted on FBO provided the updated version of Appendix G
8. Reference: Draft PWS dated 1 OCT 2016. PWS paragraph 1.3 states the “63 T-38A/AT- 38B aircraft. These T-38 aircraft are located at Beale, Holloman, Langley, Tyndall, and Whiteman AFBs.” However, the T-38s at Holloman are T-38Cs.
Question: Will contractor FCF crews perform FCFs on both T-38Cs and T-38A/AT-38Bs?
IF so, will the GVT allow FCF pilots to be dual qualified in both the T-38C and T-
38A/AT-38B?
Answer: In the Pre-Proposal conference questions and answers posted 14 December 15 the government indicated ACC does not consider them separate MDS. Dual qualification is not required.
9. Reference: Draft PWS dated 1 OCT 2016. PWS paragraph 2.4.6 requires the contractor to “Develop and maintain individual training records to document experience, training, and test results. Document initial, recurring, and supplemental training accomplished in each employee’s training record.”
Question: Will the GVT allow FCF pilots to document training, currencies, flying hours, and flight evaluations in the GVT flight crew management systems, or will the contractor be required to document these items in a contractor provided system?
Answer: The Squadron Aviation Resource Management office will keep a copy of the contract on file. ARM offices may enter Government contractors in the ARMS for the purpose of tracking aircrew training and physical/physiological qualifications when the member will perform flying duties on a frequent basis. Updating and tracking flying time in ARMS is not authorized.
10. Reference: Section J, Attachment 5. Paragraph L-11.3 states, “Offerors shall provide…a copy of…database registration…” And goes on to say, “All offerors must register with the OFCCP.”
Question: DI’s business entity in Fort Worth, TX will be submitting the proposal to the Government. This location is not in the Nat’l Pre-Award Registry, although it has been under review since 2014. We find no means to “register” with the OFCCP using the information provided in L-11.3. DI does have other locations in the Nat’l Pre-Registry, but none associated with the operational sites as delineated in the RFP. Request clarification as to what is to be submitted, “…as part of the proposal submission for contract and subcontracts…”
Answer: If the OFCCP National Pre-Award Registry registration application for the new site is pending approval, submit a letter addressing the company's registry status with your proposal submission.
11. The Ground and flight risk clause DFARS 252.228-7001 is listed in the RFP and states in paragraph (b) that the contractor is bound by the combined instruction (AFI 10-220 IP).
This instruction requires contractors to develop specific written Flight and Ground operating procedures and this process cannot be waived by the contract. AFI 10-220 IP is mentioned only in paragraph 3.3.1.1 of the SOW and appears to waive the requirements for the contractor to develop Ground Operating Procedures (GOPs).
Question: Will all flight and ground operation risk be assumed by the government or will the risk fall to the contractor for all operations other than FCF and Ferry flights?”
Answer: The government will assume the risk for flight and ground operations. The government will provide the ground operations in the form of the PWS and mandatory section of AFI 21-101 CAF SUP 1. As noted the government asks the contractor to provide their proposed Flight Operations Plan IAW AFI 10-220 Chapter 4 as indicated in the PWSW at paragraph 3.3.1.1 .
